基于內(nèi)生型產(chǎn)業(yè)集群的山東半島藍色經(jīng)濟區(qū)創(chuàng)新系統(tǒng)研究

【摘要】：在全球歷經(jīng)金融危機面臨經(jīng)濟下滑的大背景下，經(jīng)濟發(fā)展區(qū)域性特征更加明顯，因而不斷提升區(qū)域發(fā)展競爭力成為區(qū)域經(jīng)濟發(fā)展的重要課題。隨著經(jīng)濟發(fā)展因素趨同性特征日益明顯，內(nèi)生性的創(chuàng)新能力越來越影響著一個區(qū)域的經(jīng)濟發(fā)展綜合實力，全球許多地區(qū)便把構(gòu)建區(qū)域創(chuàng)新系統(tǒng)、提供創(chuàng)新系統(tǒng)效率提到戰(zhàn)略高度。建設區(qū)域創(chuàng)新系統(tǒng)能合理配置區(qū)域內(nèi)資源并提高創(chuàng)新效率，提升區(qū)域競爭力。 內(nèi)生型產(chǎn)業(yè)集群作為一種經(jīng)濟發(fā)展方式，對區(qū)域經(jīng)濟發(fā)展作用巨大。其作為一般產(chǎn)業(yè)集群，具備專業(yè)化、集聚性、關(guān)聯(lián)性等特征，加上其基于地方特色、源于地區(qū)資源的形成原因，清晰的地理邊界，非線性式的競合企業(yè)關(guān)系以及原位生長的發(fā)展模式，使其在區(qū)域創(chuàng)新方面優(yōu)勢更加明顯，并且二者在地域、結(jié)構(gòu)形態(tài)、目標及功能方面密切相關(guān)，內(nèi)生型產(chǎn)業(yè)集群可以成為催化區(qū)域創(chuàng)新系統(tǒng)生成的重要載體，以內(nèi)生型產(chǎn)業(yè)集群為路徑，可以逐步構(gòu)建起高效的區(qū)域創(chuàng)新系統(tǒng)。 從內(nèi)生型產(chǎn)業(yè)集群與區(qū)域創(chuàng)新系統(tǒng)邏輯關(guān)系入手研究基于內(nèi)生型產(chǎn)業(yè)集群的區(qū)域創(chuàng)新系統(tǒng)效率問題。采用理論聯(lián)系實際、規(guī)范分析與實證分析相結(jié)合的方法，在進行了相關(guān)文獻綜述及內(nèi)生型產(chǎn)業(yè)集群與區(qū)域創(chuàng)新系統(tǒng)理論梳理的基礎(chǔ)上，分析了二者的內(nèi)在雙向互動關(guān)系，指出內(nèi)生型產(chǎn)業(yè)集群是催化區(qū)域創(chuàng)新系統(tǒng)生成的基本載體，另一方面區(qū)域創(chuàng)新系統(tǒng)可以起到優(yōu)化內(nèi)生型產(chǎn)業(yè)集群結(jié)構(gòu)的作用，隨后以山東半島藍色經(jīng)濟區(qū)為例，對區(qū)內(nèi)特色海洋產(chǎn)業(yè)的集群與創(chuàng)新系統(tǒng)建設現(xiàn)狀進行了分析，指出山東半島藍色經(jīng)濟區(qū)海洋產(chǎn)業(yè)在區(qū)位條件、經(jīng)濟地位及政府導向的共同作用下形成發(fā)展過程，運用區(qū)位熵判定法對“十一五”以來全國沿海省市海洋產(chǎn)業(yè)集群狀況進行描述，并得出山東半島藍色經(jīng)濟區(qū)的產(chǎn)業(yè)集聚相對程度，再次對區(qū)內(nèi)海洋三次產(chǎn)業(yè)和主要海洋產(chǎn)業(yè)分別進行區(qū)位熵判定，定量得到半島藍色經(jīng)濟區(qū)海洋產(chǎn)業(yè)集群發(fā)展現(xiàn)狀及存在的主要問題。 從區(qū)域創(chuàng)新系統(tǒng)的創(chuàng)新投入、創(chuàng)新能力、創(chuàng)新環(huán)境和經(jīng)濟效益四方面對山東半島藍色經(jīng)濟區(qū)創(chuàng)新系統(tǒng)現(xiàn)狀進行了分析，指出“十一五”期間半島藍色經(jīng)濟區(qū)創(chuàng)新投入體系逐漸明確，創(chuàng)新能力不斷提高，科技成果豐碩多元，創(chuàng)新軟硬環(huán)境全面優(yōu)化，，創(chuàng)新帶來的經(jīng)濟效益規(guī)模擴大、可持續(xù)性高。同時指出，半島藍色經(jīng)濟區(qū)創(chuàng)新系統(tǒng)建設中存在著創(chuàng)新科技產(chǎn)業(yè)化步伐緩慢、創(chuàng)新人力資源應用緊缺等問題。 實證分析方面，除理論研究分析，運用數(shù)據(jù)包絡分析方法從投入產(chǎn)出共八項指標出發(fā)對沿海五省市的海洋方向區(qū)域創(chuàng)新系統(tǒng)相對效率進行了運算與結(jié)果分析，從模型內(nèi)區(qū)域創(chuàng)新系統(tǒng)相對效率、松弛變量、生產(chǎn)前沿面上的投影和規(guī)模效益四方面對山東半島藍色經(jīng)濟區(qū)創(chuàng)新系統(tǒng)相對效率結(jié)果進行評價與改進，指出其相對效率偏低的原因之一是區(qū)位熵值相對偏低，即區(qū)內(nèi)海洋產(chǎn)業(yè)集群發(fā)展不足，需要通過大力發(fā)展海洋產(chǎn)業(yè)集群提升山東半島藍色經(jīng)濟區(qū)創(chuàng)新系統(tǒng)效率。通過理論與實證分析最終得到基于內(nèi)生型產(chǎn)業(yè)集群的提升山東半島藍色經(jīng)濟區(qū)創(chuàng)新系統(tǒng)效率的可行性，就此提出對策建議，第一是發(fā)揮創(chuàng)新主體各自優(yōu)勢，促進海洋內(nèi)生型產(chǎn)業(yè)集群的發(fā)展，進而構(gòu)建集群式創(chuàng)新機制；第二是從區(qū)域創(chuàng)新系統(tǒng)因素出發(fā)，加大投入、優(yōu)化創(chuàng)新環(huán)境；最后是建立促進區(qū)域創(chuàng)新的激勵、約束機制，以期合理配置創(chuàng)新資源，提升區(qū)域創(chuàng)新系統(tǒng)效率。
[Abstract]:In the background of the global financial crisis facing economic downturn, the regional characteristics of economic development are more obvious. Therefore, increasing regional development competitiveness has become an important subject of regional economic development. With the increasingly obvious characteristics of the economic development factors, the innovative ability of endogenous growth affects the economic development of a region more and more. The development of regional innovation system and innovation system efficiency mentioned strategic height in many regions of the world. The construction of regional innovation system can rationally allocate resources in the region and improve the efficiency of innovation and enhance regional competitiveness.
As a way of economic development, endogenous industrial cluster has a great effect on regional economic development. As a general industrial cluster, it has the characteristics of specialization, agglomeration and relevance, as well as its local characteristics, derived from the reasons for the formation of regional resources, clear geographical boundaries, nonlinear competing enterprise relations and in situ growth. The development model makes it more obvious in regional innovation, and the two are closely related to the region, structure, target and function. The endogenous industrial cluster can become an important carrier for the formation of the regional innovation system, and the endogenous industrial cluster is the path, and the efficient regional innovation system can be gradually constructed.
Starting from the logical relationship between the endogenous industrial cluster and the regional innovation system, the efficiency of the regional innovation system based on the endogenous industrial cluster is studied. The method of combining theory with practice and combining the normative analysis with the empirical analysis is adopted, and the relevant literature review, the basis of the endogenous Industrial Cluster and the regional innovation system theory are carried out. The internal two-way interaction between the two is analyzed, and it is pointed out that the endogenous industrial cluster is the basic carrier of the formation of the catalytic regional innovation system. On the other hand, the regional innovation system can play an important role in optimizing the structure of the endogenous industrial cluster. Then, taking the blue economic zone of Shandong Peninsula as an example, the cluster and innovation system of the characteristic marine industry in the region is taken as an example. The current situation of the system construction is analyzed. It is pointed out that the development process of the marine industry in the blue economic zone of Shandong peninsula is formed under the joint role of regional conditions, economic status and government guidance. By using the location entropy method, the status of marine industrial clusters in the coastal provinces and cities of the whole country since 11th Five-Year is described, and the blue economic zone of Shandong peninsula is obtained. In the relative degree of industrial agglomeration, the location entropy of the three industries and major marine industries in the region is determined, and the current status and main problems of the development of the marine industrial clusters in the peninsula blue economic zone are quantified.
From the innovation input, innovation ability, innovation environment and economic benefit of the regional innovation system, the innovation system of the blue economic zone of Shandong peninsula is analyzed. It is pointed out that the innovation input system of the blue economic zone of the peninsula is gradually clear during the "11th Five-Year", the innovation ability is continuously improved, the scientific and technological achievements are plentiful and the soft and hard environment is innovating. At the same time, it is pointed out that there are some problems in the innovation system construction of the peninsular Blue Economic Zone, such as the slow pace of the industrialization of innovation, the shortage of innovation of human resources and so on.
In the empirical analysis, the relative efficiency of the marine orientation regional innovation system in the five coastal provinces and cities is analyzed by using data envelopment analysis (DEA) and data envelopment analysis (DEA), and the relative efficiency of the regional innovation system, the relaxation variable, the projection on the production front and the scale benefit from the model are analyzed from the eight indexes of the input and output. The four sides appraise and improve the result of the relative efficiency of the innovation system of the blue economic zone of Shandong Peninsula, and point out that one of the reasons for its relatively low relative efficiency is that the location entropy is relatively low, that is, the development of the marine industrial cluster in the region is insufficient, and the efficiency of the innovation system of the blue economic zone of Shandong Peninsula should be promoted through the development of the marine industrial cluster. Through the theory and the empirical analysis, the feasibility of improving the efficiency of the innovation system of the blue economic zone of Shandong Peninsula Based on the endogenous industrial cluster is finally obtained. The countermeasures and suggestions are put forward. The first is to give full play to the advantages of the innovation subject, to promote the development of the marine endogenous industrial clusters, and to construct the cluster innovation mechanism; second, the regional innovation is from the regional innovation. On the basis of systematic factors, increasing investment and optimizing the innovation environment, the last is to establish incentive and constraint mechanism to promote regional innovation, with a view to rationally allocating innovative resources and improving the efficiency of regional innovation system.
