【摘要】：隨著經(jīng)濟(jì)的不斷發(fā)展,我國開始了較大規(guī)模的產(chǎn)業(yè)轉(zhuǎn)移。在產(chǎn)業(yè)轉(zhuǎn)移浪潮下,作為承接產(chǎn)業(yè)轉(zhuǎn)移的重要載體和平臺(tái),聯(lián)合開發(fā)區(qū)應(yīng)運(yùn)而生,成為一種新興的區(qū)域合作模式。從我國目前的現(xiàn)實(shí)來看,聯(lián)合開發(fā)區(qū)建設(shè)如雨后春筍般蓬勃興起,但涉及其發(fā)展內(nèi)在機(jī)制的理論研究卻有所欠缺,本論文將試圖彌補(bǔ)這方面的不足,對(duì)這一區(qū)域合作新模進(jìn)行更深層面的理論分析和探究。文章通過研究聯(lián)合開發(fā)區(qū)的概念、特征、動(dòng)因以及建設(shè)意義,對(duì)聯(lián)合開發(fā)區(qū)的基本內(nèi)涵作了一個(gè)較為全面的分析。而后就聯(lián)合開發(fā)區(qū)合作中最為關(guān)鍵的利益分配問題進(jìn)行研究,分析了聯(lián)合開發(fā)區(qū)的合作利益實(shí)現(xiàn)路徑、利益主體以及我國目前利益分配模式等內(nèi)容,在總結(jié)我國聯(lián)合開發(fā)區(qū)利益分配實(shí)踐的基礎(chǔ)上,揭示目前我國聯(lián)合開發(fā)區(qū)利益分配主要存在分配制度過于粗糙以及分配協(xié)調(diào)機(jī)制不完善等問題,進(jìn)而嘗試從利益分配機(jī)制、利益補(bǔ)償機(jī)制以及利益共享保障機(jī)制這幾個(gè)方面來構(gòu)建和完善聯(lián)合開發(fā)區(qū)的利益共享機(jī)制,以期促進(jìn)聯(lián)合開發(fā)區(qū)合作的持續(xù)和穩(wěn)定。
[Abstract]:With the continuous development of economy, our country has begun a large-scale industrial transfer. Under the tide of industrial transfer, as an important carrier and platform to undertake industrial transfer, the joint development zone emerged as the times require and became a new regional cooperation mode. From the current reality of our country, the construction of the joint development zone is springing up like bamboo shoots, but the theoretical research concerning the internal mechanism of its development is lacking. This paper will try to make up for the deficiency in this respect. This new model of regional cooperation to a deeper level of theoretical analysis and exploration. Based on the study of the concept, characteristics, motivation and construction significance of the joint development zone, this paper makes a comprehensive analysis of the basic connotation of the joint development zone. Then, the paper studies the most critical benefit distribution in the cooperation of the joint development zone, and analyzes the realization path of the cooperation interest, the main body of the benefit and the current benefit distribution mode of our country, and so on. On the basis of summing up the practice of interest distribution in joint development zones in China, this paper reveals that the distribution system of joint development zones is too rough and the coordination mechanism of distribution is not perfect. The benefit compensation mechanism and the benefit sharing guarantee mechanism are the main aspects to construct and perfect the benefit sharing mechanism of the joint development zone in order to promote the continuity and stability of the joint development zone cooperation.
