【摘要】：隨著知識(shí)經(jīng)濟(jì)時(shí)代的到來(lái)，經(jīng)濟(jì)的發(fā)展逐漸步入由以物質(zhì)資本為核心動(dòng)力轉(zhuǎn)變?yōu)橐匀肆Y本為依托的發(fā)展階段。理論和實(shí)踐表明，，人力資本是推動(dòng)經(jīng)濟(jì)增長(zhǎng)的源泉，是縮小國(guó)家或地區(qū)之間經(jīng)濟(jì)發(fā)展差距的關(guān)鍵性因素。改革開放以來(lái)，河南省的經(jīng)濟(jì)有了突破性發(fā)展。河南省的國(guó)內(nèi)生產(chǎn)總值已經(jīng)連續(xù)十年居全國(guó)第五，與全國(guó)平均水平的差距逐漸縮小，然而，與中部其他省份相比，河南經(jīng)濟(jì)在長(zhǎng)期的發(fā)展過(guò)程中并不占絕對(duì)優(yōu)勢(shì)。 從人均GDP在全國(guó)的位次來(lái)看，河南省一路下滑，最終從2006年的第16位下降到2010年的第21位。是什么因素制約河南經(jīng)濟(jì)的良性發(fā)展？河南經(jīng)濟(jì)增長(zhǎng)的源動(dòng)力是什么？針對(duì)這些問(wèn)題，本文從企業(yè)家人力資本角度出發(fā)，基于柯布-道格拉斯生產(chǎn)函數(shù)的索洛模型構(gòu)建企業(yè)家人力資本的分類生產(chǎn)函數(shù)模型，并選取河南省1992-2007年間生產(chǎn)要素的時(shí)間序列數(shù)據(jù)，通過(guò)實(shí)證分析，描述物質(zhì)資本、普通勞動(dòng)力與企業(yè)家人力資本在經(jīng)濟(jì)增長(zhǎng)中的作用差異。得到的主要結(jié)論如下： 第一、目前，河南省經(jīng)濟(jì)發(fā)展迅速，資本積累仍然是河南經(jīng)濟(jì)增長(zhǎng)的主要推動(dòng)力，資本貢獻(xiàn)率達(dá)到47.03%，仍舊屬于粗放型生產(chǎn)模式。這一點(diǎn)與以往研究是相吻合的。 第二、企業(yè)家人力資本對(duì)經(jīng)濟(jì)增長(zhǎng)具有顯著地正向作用。1992年以來(lái)，企業(yè)家人力資本一直保持較高的增長(zhǎng)勢(shì)頭，其對(duì)經(jīng)濟(jì)增長(zhǎng)的直接貢獻(xiàn)份額由10.95%快速增長(zhǎng)到17.14%，其增速明顯快于普通人力資本。這說(shuō)明河南省企業(yè)家人力資本優(yōu)勢(shì)正逐漸顯現(xiàn)。 第三、河南省企業(yè)家人力資本與經(jīng)濟(jì)增長(zhǎng)還存在不協(xié)調(diào)的地方。物質(zhì)資本、普通勞動(dòng)力與企業(yè)家人力資本三者的貢獻(xiàn)系數(shù)之和小于1，說(shuō)明三者之間缺乏規(guī)模經(jīng)濟(jì)性。經(jīng)濟(jì)結(jié)構(gòu)、資本結(jié)構(gòu)與增長(zhǎng)方式的不協(xié)調(diào)將導(dǎo)致經(jīng)濟(jì)增長(zhǎng)過(guò)程中存在諸多的矛盾和問(wèn)題。 通過(guò)理論與實(shí)證分析，我們從要素投入的角度對(duì)制約河南省經(jīng)濟(jì)增長(zhǎng)的原因進(jìn)行了剖析，發(fā)現(xiàn)了河南產(chǎn)業(yè)結(jié)構(gòu)、人力資本積累、人力資本結(jié)構(gòu)等方面的不足，并從多元化人力資本投資主體、加大教育投入、優(yōu)化企業(yè)家人力資本布局及其成長(zhǎng)環(huán)境四方面提出相應(yīng)的政策建議。
[Abstract]:With the advent of the era of knowledge economy, the development of economy has gradually stepped into the stage of development from the core power of material capital into the development stage based on human capital. Theory and practice show that human capital is the source of economic growth and the key factor to narrow the gap between countries and regions. Since the reform and opening up, the river is the key factor. The economy of southern province has made a breakthrough. The gross domestic product of Henan has been fifth in the country for ten years, and the gap with the national average gradually narrowed. However, compared with the other provinces in the middle part of the central China, the economy of Henan is not an absolute advantage in the long course of development.
From the point of per capita GDP in the country, Henan province slipped, and finally fell from sixteenth in 2006 to twenty-first in 2010. What factors restrict the benign development of Henan economy? What is the source of economic growth in Henan? In view of these problems, this paper is based on the kcob Douglas production letter from the perspective of enterprise family force capital. The Solow model of the number is used to construct the classified production function model of the entrepreneur human capital, and select the time series data of the production factors in 1992-2007 years in Henan province. Through the empirical analysis, the paper describes the difference between the material capital and the difference between the ordinary labor and the entrepreneur human capital in the economic growth. The main conclusions are as follows:
First, at present, the economic development of Henan province is rapid. Capital accumulation is still the main driving force of economic growth in Henan. The contribution rate of capital is 47.03%, which still belongs to the extensive mode of production. This is in accordance with the previous research.
Second, entrepreneur human capital has a significant positive effect on economic growth. Since.1992 years, the entrepreneur human capital has maintained a high growth momentum, and its direct contribution to economic growth has increased from 10.95% to 17.14%, which is faster than the ordinary human capital. This shows that the advantages of human capital in Henan are positive. Gradually appear.
Third, the human capital and economic growth of entrepreneurs in Henan are still incompatible. The contribution coefficient of material capital, ordinary labor and entrepreneur human capital is less than 1, which indicates that the three are lack of economies of scale. Economic structure, the incoordination between the capital structure and the way of growth will lead to the existence of the economic growth process in the process of economic growth. A lot of contradictions and problems.
Through theoretical and empirical analysis, we analyze the reasons for restricting the economic growth of Henan province from the angle of factor input, and find out the deficiencies in the industrial structure of Henan, the accumulation of human capital and the structure of human capital, and from the diversification of human capital investment subject, increase the investment in Education and optimize the layout of the human capital of the entrepreneur and its formation. The four aspects of the long environment put forward the corresponding policy proposals.
