提升長(zhǎng)三角地區(qū)自主創(chuàng)新能力的政策研究

【摘要】:改革開(kāi)放三十多年來(lái),長(zhǎng)三角地區(qū)的經(jīng)濟(jì)發(fā)展水平在全國(guó)一直處于領(lǐng)先地位,自主創(chuàng)新水平也居于全國(guó)前列,但與世界發(fā)達(dá)國(guó)家相比,長(zhǎng)三角地區(qū)的自主創(chuàng)新水平仍然偏低。長(zhǎng)三角地區(qū)要貫徹落實(shí)中央的科學(xué)發(fā)展觀(guān)思想,要實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展,要繼續(xù)在全國(guó)保持經(jīng)濟(jì)發(fā)展的領(lǐng)先地位,就必須進(jìn)一步提升自主創(chuàng)新能力和水平。 目前的長(zhǎng)三角經(jīng)濟(jì)圈由上海、江蘇、浙江和安徽的部分地區(qū)組成,城市的規(guī)模已擴(kuò)容到30座。出于歷史比較的需要,本研究?jī)H限于傳統(tǒng)意義上的長(zhǎng)三角地區(qū),即包括上海、江蘇、浙江一市兩省。 長(zhǎng)三角地區(qū)經(jīng)濟(jì)實(shí)力雄厚,科研院所、高等學(xué)校較多,具有良好的自主創(chuàng)新環(huán)境。近10多年來(lái),上海、江蘇、浙江在自主創(chuàng)新方面的投入在不斷增加,但仍然存在科技資源布局分散,科研機(jī)構(gòu)缺乏有效的溝通和交流,研發(fā)投入不足和自主創(chuàng)新人才缺乏等自主創(chuàng)新問(wèn)題。 根據(jù)“需求引致創(chuàng)新”等理論,國(guó)際技術(shù)擴(kuò)散、市場(chǎng)需求規(guī)模、工資上漲、收入差距、研發(fā)投入等是影響一個(gè)區(qū)域自主創(chuàng)新能力和水平的主要因素。本文在分析長(zhǎng)三角地區(qū)自主創(chuàng)新現(xiàn)狀的基礎(chǔ)上,利用長(zhǎng)三角地區(qū)三個(gè)省1999-2011年的面板數(shù)據(jù),采用知識(shí)生產(chǎn)函數(shù)計(jì)量模型,對(duì)影響長(zhǎng)三角地區(qū)自主創(chuàng)新的上述主要因素進(jìn)行了實(shí)證分析。實(shí)證分析的主要結(jié)論是:研發(fā)資本投入對(duì)自主創(chuàng)新具有顯著的促進(jìn)作用,且貢獻(xiàn)較大,這說(shuō)明長(zhǎng)三角地區(qū)的自主創(chuàng)新主要驅(qū)動(dòng)力在于自身的研發(fā)資本投入;FDI渠道的國(guó)際技術(shù)擴(kuò)散與長(zhǎng)三角地區(qū)的自主創(chuàng)新呈顯著的負(fù)相關(guān)關(guān)系;出口對(duì)長(zhǎng)三角地區(qū)的自主創(chuàng)新有顯著的抑制作用;職工工資總額對(duì)自主創(chuàng)新存在幾乎沒(méi)有顯著性影響。 結(jié)合本文實(shí)證分析的結(jié)果和美國(guó)、歐盟、日本等發(fā)達(dá)國(guó)家的經(jīng)驗(yàn),長(zhǎng)三角地區(qū)可以通過(guò)采取提高教育質(zhì)量、建立完善的高級(jí)人才引進(jìn)體系、支持企業(yè)研發(fā)隊(duì)伍的培養(yǎng)、繼續(xù)加大RD活動(dòng)的投入、提高技術(shù)成果的商業(yè)轉(zhuǎn)化率、繼續(xù)促進(jìn)經(jīng)濟(jì)開(kāi)放水平的提高等政策措施,以進(jìn)一步提升自主創(chuàng)新能力。
[Abstract]:Since the reform and opening up for more than 30 years, the level of economic development in the Yangtze River Delta region has been in the leading position in the whole country, and the level of independent innovation is also in the forefront of the whole country. But compared with the developed countries in the world, the level of independent innovation in the Yangtze River Delta region is still low. In order to carry out the central idea of scientific development, to realize the sustainable development of economy and to maintain the leading position of economic development in the whole country, the Yangtze River Delta region must further improve the ability and level of independent innovation. The Yangtze River Delta Economic Circle consists of parts of Shanghai, Jiangsu, Zhejiang and Anhui, and the size of the city has expanded to 30. Due to the need of historical comparison, this study is limited to the Yangtze River Delta region in the traditional sense, that is, Shanghai, Jiangsu and Zhejiang provinces. Yangtze River Delta region has a strong economic strength, scientific research institutions, colleges and universities, with a good independent innovation environment. In the past 10 years or so, the investment in independent innovation in Shanghai, Jiangsu, and Zhejiang has been increasing, but there is still a scattered distribution of scientific and technological resources and a lack of effective communication and exchange among scientific research institutions. Lack of R & D investment and lack of independent innovation talents and other independent innovation problems. According to the theory of "demand leads to innovation", international technology diffusion, market demand scale, wage increase, income gap and R & D investment are the main factors that affect the ability and level of independent innovation in a region. Based on the analysis of the present situation of independent innovation in the Yangtze River Delta region, this paper uses the panel data of three provinces in the Yangtze River Delta region from 1999 to 2011, and adopts the knowledge production function measurement model. This paper makes an empirical analysis of the above main factors affecting the independent innovation in the Yangtze River Delta region. The main conclusions of the empirical analysis are as follows: the R & D capital investment has a significant promoting effect on independent innovation, which indicates that the main driving force of independent innovation in the Yangtze River Delta is its own R & D capital investment; The international technology diffusion of FDI channel has a significant negative correlation with the independent innovation in the Yangtze River Delta region; the export has a significant inhibitory effect on the independent innovation in the Yangtze River Delta region; the total wages of the workers have almost no significant impact on the independent innovation. Combining the results of this empirical analysis and the experience of developed countries such as the United States, the European Union, Japan, etc., the Yangtze River Delta region can support the training of R & D teams by taking measures to improve the quality of education, establish a perfect system of introducing senior talents, and support the training of R & D teams. We should continue to increase the input of R D activities, increase the commercial conversion rate of technological achievements, and continue to promote the improvement of the level of economic opening, so as to further enhance the ability of independent innovation.
