【摘要】：經(jīng)濟開發(fā)區(qū)的產(chǎn)生與發(fā)展伴隨著我國改革開放的步伐,在我國的經(jīng)濟社會發(fā)展進程起到了巨大的推動和促進作用,已成為中國經(jīng)濟發(fā)展最快的區(qū)域、對外開放的先導(dǎo)區(qū)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和升級的“助推器”。但是在近三十年來的高速發(fā)展背后,因為種種因素,我國經(jīng)濟開發(fā)區(qū)的發(fā)展暴露出許多問題。如何有效實施開發(fā)區(qū)的戰(zhàn)略管理,從而引導(dǎo)開發(fā)區(qū)的良性發(fā)展己成為一個亟待解決的課題。 膠南經(jīng)濟開發(fā)區(qū)成立于1992年,屬山東省政府批準設(shè)立的首批經(jīng)濟開發(fā)區(qū),處于膠南市對外開放的前沿。 本文立足現(xiàn)實,面向未來,簡要地介紹了我國開發(fā)區(qū)發(fā)展狀況,分析了膠南經(jīng)濟開發(fā)區(qū)的發(fā)展現(xiàn)狀,并運用SWOT模型對開發(fā)區(qū)發(fā)展所面臨的優(yōu)勢、劣勢、機會和威脅進行分析,在此基礎(chǔ)上,就膠南經(jīng)濟開發(fā)區(qū)發(fā)展戰(zhàn)略的思路和目標、產(chǎn)業(yè)選擇與定位、戰(zhàn)略實施等提出建議,為膠南經(jīng)濟開發(fā)區(qū)的未來發(fā)展以及政府部門制定相應(yīng)的決策提供參考。本論文對于促進開發(fā)區(qū)在新的歷史時期,加快轉(zhuǎn)型升級和戰(zhàn)略調(diào)整,盡快融入國際經(jīng)濟大循環(huán)、在新一輪競爭中贏得主動具有重要理論和實踐意義。
[Abstract]:Along with the pace of reform and opening up in China, the emergence and development of economic development zones have played a huge role in promoting and promoting the economic and social development process in China. They have become the fastest growing regions in China and the leading areas in opening up to the outside world. Industrial structure adjustment and upgrade of the "booster." However, behind the rapid development in the past 30 years, the development of economic development zones in China has exposed many problems. How to effectively implement the strategic management of the development zone and guide the development of the development zone has become an urgent task to be solved. Jiaonan Economic Development Zone, established in 1992, is the first batch of economic development zones approved by the Shandong Provincial Government, and is in the forefront of opening to the outside world in Jiaonan City. Based on the reality and facing the future, this paper briefly introduces the development situation of the development zone in China, analyzes the present development situation of the economic development zone in Jiaonan, and analyzes the strengths, weaknesses, opportunities and threats facing the development of the development zone by using the SWOT model. On this basis, the paper puts forward some suggestions on the development strategy of Jiaonan Economic Development Zone, such as the development strategy, industry selection and positioning, and the implementation of the strategy, which provides a reference for the future development of Jiaonan Economic Development Zone and for the government departments to make corresponding decisions. This paper has important theoretical and practical significance for promoting the development zone in the new historical period, speeding up the transformation, upgrading and strategic adjustment, integrating into the international economic cycle as soon as possible, and winning the initiative in the new round of competition.
