【摘要】：在對(duì)外開放的大環(huán)境下,利用外商投資已經(jīng)成為東道國補(bǔ)充發(fā)展資金,促進(jìn)產(chǎn)業(yè)升級(jí)的重要措施。大多數(shù)國家的經(jīng)驗(yàn)表明,東道國引進(jìn)外商投資對(duì)其經(jīng)濟(jì)增長具有一定的促進(jìn)作用,而促進(jìn)作用的大小則主要取決于東道國自身的發(fā)展?fàn)顩r,比如是否具備完善的投資環(huán)境、良好的政策環(huán)境、穩(wěn)定的市場機(jī)制以及高素質(zhì)的人力資本等,以上種種條件已經(jīng)成為決定一個(gè)國家和地區(qū)吸引外資的關(guān)鍵性因素,同時(shí)也影響這個(gè)國家和地區(qū)利用外資的實(shí)際效果。 中國自改革開放以來,始終堅(jiān)持鼓勵(lì)外商投資的方針和政策,不斷改善投資環(huán)境,積極引進(jìn)FDI。目前,中國利用FDI的規(guī)模不斷擴(kuò)大,質(zhì)量不斷提高,對(duì)中國經(jīng)濟(jì)發(fā)展的促進(jìn)作用日益增強(qiáng)。但是由于中國區(qū)域間發(fā)展不均衡,對(duì)外商的吸引力不同,我國大部分FDI集中在東南沿海地區(qū),對(duì)促進(jìn)東南沿海地區(qū)的發(fā)展起到至關(guān)重要的作用。內(nèi)蒙古位于中國西部地區(qū),利用外資發(fā)展的起點(diǎn)低、速度慢,但近些年,內(nèi)蒙古充分利用自身的發(fā)展優(yōu)勢,實(shí)際利用外資額也逐年增加。 通過對(duì)內(nèi)蒙古自治區(qū)利用外資的發(fā)展歷程、投資方式、投資領(lǐng)域、外資依存度進(jìn)行分析,指出內(nèi)蒙古自治區(qū)利用外資的特點(diǎn)并進(jìn)一步分析內(nèi)蒙古自治區(qū)利用外資帶來的經(jīng)濟(jì)效應(yīng)。為進(jìn)一步確定二者之間的關(guān)系,利用Granger因果關(guān)系分析和協(xié)整檢驗(yàn)等方法進(jìn)行實(shí)證研究,分析結(jié)果表明二者之間存在較強(qiáng)的正向相關(guān)關(guān)系,并且存在單向因果關(guān)系以及長期穩(wěn)定的經(jīng)濟(jì)關(guān)系,表明利用外資對(duì)內(nèi)蒙古經(jīng)濟(jì)增長具有一定的貢獻(xiàn)。與此同時(shí)指出內(nèi)蒙古自治區(qū)在利用外資的過程中存在的一些問題和不足,最后針對(duì)這些問題和不足,提出有效的對(duì)策建議。
[Abstract]:Under the circumstance of opening to the outside world, the utilization of foreign investment has become an important measure for the host country to supplement the development funds and promote industrial upgrading. The experience of most countries shows that the host country's introduction of foreign investment can promote its economic growth to a certain extent, and the extent of the promotion depends mainly on the host country's own development conditions, such as whether it has a sound investment environment. A good policy environment, a stable market mechanism and high-quality human capital have become the key factors that determine a country or region to attract foreign capital. At the same time, it also affects the actual effect of utilizing foreign capital in this country and region. Since reform and opening up, China has always adhered to the principles and policies of encouraging foreign investment, continuously improved the investment environment, and actively introduced the FDI. At present, the scale and quality of FDI utilization in China is increasing, and the promoting effect on China's economic development is increasing day by day. However, due to the imbalance of regional development in China and the different attraction to foreign investors, most of FDI in China is concentrated in the southeast coastal areas, which plays a vital role in promoting the development of southeast coastal areas. Inner Mongolia is located in the western region of China, the starting point of the development of foreign capital utilization is low and the speed is slow. However, in recent years, Inner Mongolia has made full use of its own development advantages, and the actual amount of foreign capital utilization has also increased year by year. Through the analysis of the development course, investment mode, investment field and dependence of foreign capital in Inner Mongolia Autonomous region, This paper points out the characteristics of foreign capital utilization in Inner Mongolia Autonomous region and further analyzes the economic effects brought by foreign capital utilization in Inner Mongolia Autonomous region. In order to further determine the relationship between the two, Granger causality analysis and cointegration test are used to carry out empirical research. The results show that there is a strong positive correlation between the two. The existence of one-way causality and long-term stable economic relationship indicates that the utilization of foreign capital has a certain contribution to the economic growth of Inner Mongolia. At the same time, this paper points out some problems and shortcomings in the process of utilizing foreign capital in Inner Mongolia Autonomous region, and finally puts forward some effective countermeasures and suggestions in view of these problems and deficiencies.
