【摘要】：改革開(kāi)放30多年來(lái)，我國(guó)經(jīng)濟(jì)保持了較快增長(zhǎng)，國(guó)民收入逐步提高，人民生活水平得到提升，我國(guó)進(jìn)入到了全面建設(shè)小康社會(huì)的關(guān)鍵時(shí)期，產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化和升級(jí)成為促使我國(guó)經(jīng)濟(jì)高速增長(zhǎng)的重要?jiǎng)恿υ慈�。但是，目前，部分地區(qū)在發(fā)展中只關(guān)心GDP的高低，而忽視了居民的生活條件，發(fā)展成果未由人民共享，在經(jīng)濟(jì)增長(zhǎng)的同時(shí)居民福利水平卻急劇下降。 新疆在其經(jīng)濟(jì)發(fā)展的過(guò)程中也產(chǎn)生了一些新的問(wèn)題和矛盾，制約著新疆經(jīng)濟(jì)和居民收入的持續(xù)提高，嚴(yán)重影響了新疆的跨越式發(fā)展和長(zhǎng)治久安。在自治區(qū)“十二五”規(guī)劃中十分強(qiáng)調(diào)切實(shí)保障和改善民生，而選擇合理的產(chǎn)業(yè)，，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)是改善民生的基礎(chǔ)。因?yàn)椴煌a(chǎn)業(yè)對(duì)于帶動(dòng)當(dāng)?shù)鼐蜆I(yè)、改善居民生活條件及影響居民收入水平的效果不同。 總體上看，新疆的產(chǎn)業(yè)結(jié)構(gòu)中，第一產(chǎn)業(yè)比重過(guò)高，第二產(chǎn)業(yè)處于中等水平，而第三產(chǎn)業(yè)發(fā)展十分不充分，產(chǎn)業(yè)層次較低。所以新疆面臨的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化問(wèn)題任重而道遠(yuǎn)。本文在分析相關(guān)理論研究成果和總結(jié)實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上，對(duì)新疆的經(jīng)濟(jì)發(fā)展、人民生活、產(chǎn)業(yè)發(fā)展的歷史與現(xiàn)狀、基礎(chǔ)條件以及制約因素等進(jìn)行較為系統(tǒng)的分析，并建立產(chǎn)業(yè)發(fā)展對(duì)區(qū)域經(jīng)濟(jì)發(fā)展和居民生活水平的相關(guān)指標(biāo)，通過(guò)分析對(duì)比，指出新疆產(chǎn)業(yè)發(fā)展的目標(biāo)和途徑，提出實(shí)現(xiàn)新疆富民和強(qiáng)區(qū)協(xié)調(diào)發(fā)展的相應(yīng)對(duì)策，以期在調(diào)整和優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式中實(shí)現(xiàn)新疆的科學(xué)跨越、后發(fā)趕超，實(shí)現(xiàn)富民強(qiáng)區(qū)。
[Abstract]:Over the past 30 years of reform and opening up, China's economy has maintained relatively rapid growth, its national income has gradually increased, the people's living standards have been raised, and our country has entered a crucial period for building a well-off society in an all-round way. The optimization and upgrading of industrial structure has become an important driving force for the rapid economic growth of our country. However, at present, some regions only care about the level of GDP in the development, but ignore the living conditions of the residents, and the results of development are not shared by the people, while the level of the residents' welfare has declined sharply while the economic growth. In the process of its economic development, Xinjiang also has some new problems and contradictions, which restricts the sustained improvement of Xinjiang's economy and residents' income, and seriously affects Xinjiang's great-leap-forward development and long-term stability. In the 12th Five-Year Plan of the Autonomous region, it is very important to ensure and improve the people's livelihood, and to choose reasonable industries and optimize the industrial structure is the basis of improving the people's livelihood. Because different industries have different effects on promoting local employment, improving residents' living conditions and affecting residents' income level. On the whole, in the industrial structure of Xinjiang, the proportion of the primary industry is too high, the secondary industry is at the middle level, while the tertiary industry is not fully developed, and the industrial level is low. Therefore, Xinjiang faces the problem of optimization of industrial structure with a long way to go. On the basis of analyzing the relevant theoretical research results and summarizing the practical experience, this paper makes a systematic analysis of Xinjiang's economic development, people's life, history and present situation of industrial development, basic conditions and constraints, etc. By analyzing and comparing, the paper points out the goal and approach of Xinjiang's industrial development, and puts forward the corresponding countermeasures to realize the harmonious development of Xinjiang's rich people and strong areas. In order to adjust and optimize the industrial structure and accelerate the transformation of economic development, Xinjiang will achieve scientific leapfrogging, catching up and overtaking, and realizing rich and strong areas.
