【摘要】：上世紀(jì)80年代至90年代,我國(guó)大力推進(jìn)經(jīng)濟(jì)體制和科技體制改革,極大激發(fā)了全社會(huì)的創(chuàng)新創(chuàng)業(yè)熱情,科技人力資源數(shù)量居世界第一,科技投入總量躍居世界第二并快速增長(zhǎng)。當(dāng)前,全球新技術(shù)革命又撲面而來(lái),我國(guó)經(jīng)濟(jì)進(jìn)入轉(zhuǎn)型發(fā)展階段。因此,必須圍繞創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)型發(fā)展的要求,使科研和創(chuàng)新相關(guān)主體各歸其位。目前,受體制機(jī)制制約,創(chuàng)新對(duì)經(jīng)濟(jì)發(fā)展的貢獻(xiàn)率仍不高,應(yīng)大力推進(jìn)經(jīng)濟(jì)科技體制改革,進(jìn)一步營(yíng)造良好的體制政策環(huán)境,讓我國(guó)巨大的創(chuàng)新潛力迸發(fā)出來(lái),為我國(guó)經(jīng)濟(jì)社會(huì)轉(zhuǎn)型發(fā)展提供強(qiáng)大動(dòng)力。
[Abstract]:From 1980s to 1990s, China vigorously promoted the reform of economic system and science and technology system, which greatly stimulated the enthusiasm of innovation and entrepreneurship in the whole society. The number of scientific and technological human resources ranked first in the world, and the total investment of science and technology leapt to the second place in the world and increased rapidly. At present, the global new technology revolution is coming again, our country economy enters the transformation development stage. Therefore, we must focus on the requirements of innovation-driven transformation and development, so that the relevant subjects of scientific research and innovation should be assigned to their respective positions. At present, restricted by the system and mechanism, the contribution rate of innovation to economic development is still not high. We should vigorously promote the reform of the economic science and technology system, further create a good institutional and policy environment, and burst out our country's enormous innovation potential. For our economic and social transformation and development to provide a strong power.
