【摘要】:產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟是指由產(chǎn)業(yè)界、高校、科研機構(gòu)及其他組織機構(gòu),以提升產(chǎn)業(yè)技術(shù)創(chuàng)新能力為目標而形成的聯(lián)合開發(fā)、優(yōu)勢互補、利益共享、風(fēng)險共擔(dān)的技術(shù)創(chuàng)新合作組織,是目前產(chǎn)業(yè)集群領(lǐng)域最新實踐,在國家技術(shù)創(chuàng)新體系建設(shè)進程中以及在整個轉(zhuǎn)變經(jīng)濟發(fā)展方式中占據(jù)重要地位。浙江省大力推動產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的成立和發(fā)展,聯(lián)盟建設(shè)規(guī)范,在提高區(qū)域技術(shù)創(chuàng)新能力、加速科技成果轉(zhuǎn)化方面取得顯著成效,截止2012年共有省級產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟30家,涉及新能源、新材料、裝備、醫(yī)藥、紡織等領(lǐng)域。 理論界對于產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟研究側(cè)重于概念界定及分類探討,對于聯(lián)盟治理研究側(cè)重理論化,實證研究較少且主要以數(shù)理建模為主,缺乏對產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟運行案例的全方位剖析。本研究在文獻梳理基礎(chǔ)上,通過案例分析對浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟及其發(fā)展進行研究。通過對浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟訪談?wù){(diào)研,分析聯(lián)盟發(fā)展現(xiàn)狀及特點。根據(jù)全產(chǎn)業(yè)鏈整合能力不同,提出浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟三種發(fā)展模式:主導(dǎo)成員推動發(fā)展、市場推動發(fā)展及項目引領(lǐng)發(fā)展,并結(jié)合浙江化學(xué)藥制劑產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟、浙江電動汽車產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟、浙江中藥現(xiàn)代化產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟、浙江省瓜菜產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟的案例分析對三種發(fā)展模式進行深入闡釋。從聯(lián)盟組建動力機制、成員選擇機制、利益協(xié)調(diào)機制、協(xié)同發(fā)展機制以及考核評價機制五個方面,提出浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟三種發(fā)展模式面臨的問題并對現(xiàn)階段浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟發(fā)展中的政府行為進行正反作用分析。在此基礎(chǔ)上,從對策思路和政策建議兩個層面,依據(jù)產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟組建、運行、發(fā)展、退出整個過程,對促進浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟提出對策思路和政策建議,為浙江產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟推動產(chǎn)業(yè)轉(zhuǎn)型升級的措施和路徑提供具有實質(zhì)意義的參考。
[Abstract]:The strategic alliance of industrial technological innovation refers to the joint development of industry, universities, scientific research institutions and other organizations with the aim of promoting the ability of industrial technological innovation, complementing each other's advantages and sharing interests. The risk-sharing cooperative organization for technological innovation is the latest practice in the field of industrial cluster, and plays an important role in the process of national technological innovation system construction and in the transformation of the mode of economic development. Zhejiang Province has made great efforts to promote the establishment and development of the strategic alliance for industrial technological innovation, and the construction of the alliance has achieved remarkable results in improving the regional technological innovation capability and accelerating the transformation of scientific and technological achievements. By 2012, there were 30 provincial strategic alliances for industrial technological innovation, involving new energy, new materials, equipment, medicine, textiles and other fields. The theoretical circle focuses on the definition and classification of the concept of the strategic alliance of industrial technological innovation, the research on the governance of the alliance focuses on theorization, the empirical research is less and mainly based on mathematical modeling. Lack of an all-round analysis of the operation case of the strategic alliance of industrial technological innovation. On the basis of literature review, this paper studies the strategic alliance and its development of Zhejiang industrial technological innovation through case study. Through the interview and investigation of Zhejiang Industrial technological Innovation Strategic Alliance, the paper analyzes the present situation and characteristics of the Alliance. According to the different integration ability of the whole industry chain, this paper puts forward three development modes of Zhejiang Industrial technological Innovation Strategic Alliance: leading member promoting development, market promoting development and project leading development. Combined with Zhejiang Chemical Pharmaceutical Industry Technology Innovation Strategic Alliance, Zhejiang Electric vehicle Industry Technology Innovation Strategic Alliance, Zhejiang traditional Chinese Medicine Modernization Industry Technical Innovation Strategic Alliance, The case study of Zhejiang Cucurbita and vegetable Industry technological Innovation Strategy Alliance deeply explains the three development models. From five aspects: the dynamic mechanism of alliance formation, the mechanism of member selection, the mechanism of coordination of interests, the mechanism of cooperative development and the mechanism of assessment and evaluation, This paper puts forward the problems faced by three development models of Zhejiang Industrial technological Innovation Strategic Alliance and analyzes the government behavior in the development of Zhejiang Industrial technological Innovation Strategic Alliance at this stage. On this basis, according to the whole process of forming, running, developing and withdrawing from the strategic alliance of industrial technological innovation, this paper puts forward some countermeasures and policy suggestions to promote the strategic alliance of industrial technological innovation in Zhejiang Province. It provides a meaningful reference for Zhejiang Industrial technological Innovation Strategic Alliance to promote the industrial transformation and upgrading measures and paths.
