【摘要】：近年來，縣域經(jīng)濟(jì)的發(fā)展對國民經(jīng)濟(jì)發(fā)展起到了重要作用，政府已將縣域經(jīng)濟(jì)的發(fā)展作為國民經(jīng)濟(jì)發(fā)展的重點(diǎn)。在黨的十八大會議上，“區(qū)域經(jīng)濟(jì)協(xié)調(diào)與可持續(xù)發(fā)展”被作為經(jīng)濟(jì)發(fā)展和經(jīng)濟(jì)體制改革的重大舉措再次提上議程；“科學(xué)發(fā)展觀”提出統(tǒng)籌城鄉(xiāng)發(fā)展、統(tǒng)籌區(qū)域發(fā)展、統(tǒng)籌經(jīng)濟(jì)社會發(fā)展、統(tǒng)籌人與自然和諧發(fā)展、統(tǒng)籌國內(nèi)發(fā)展和對外開放的要求，推進(jìn)各項(xiàng)事業(yè)的改革和發(fā)展。著力發(fā)展壯大縣域經(jīng)濟(jì)具有重要的現(xiàn)實(shí)意義。在改革開放已取得初步成效的今天，發(fā)展縣域經(jīng)濟(jì)不僅有利于早日實(shí)現(xiàn)城鄉(xiāng)經(jīng)濟(jì)一體化，有利于“三農(nóng)”問題的根本解決，也有利于社會的繁榮穩(wěn)定。 本文以科學(xué)發(fā)展觀為指導(dǎo)，，以穆棱市縣域經(jīng)濟(jì)為研究對象，在對縣域經(jīng)濟(jì)理論及縣域經(jīng)濟(jì)研究成果進(jìn)行梳理的基礎(chǔ)上，較為具體地對穆棱市經(jīng)濟(jì)發(fā)展情況進(jìn)行了分析，進(jìn)而提出穆棱市縣域經(jīng)濟(jì)的發(fā)展思路及具體措施。 首先，對本文研究的理論基礎(chǔ)進(jìn)行分析闡述。通過對縣域經(jīng)濟(jì)的內(nèi)涵和特征的分析，從而得出發(fā)展縣域經(jīng)濟(jì)的必要性，并對縣域經(jīng)濟(jì)相關(guān)理論進(jìn)行了解讀與探討。 其次，闡釋了穆棱市縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀，并對穆棱市縣域經(jīng)濟(jì)發(fā)展的有利因素和問題進(jìn)行了分析。當(dāng)前，穆棱市縣域經(jīng)濟(jì)發(fā)展的有利因素主要表現(xiàn)在地理位置優(yōu)越、旅游資源豐富、經(jīng)濟(jì)開發(fā)區(qū)初具規(guī)模；但也存在經(jīng)濟(jì)基礎(chǔ)相對薄弱、產(chǎn)業(yè)結(jié)構(gòu)不合理、城鎮(zhèn)化水平偏低、專業(yè)技術(shù)人才匱乏、發(fā)展資金短缺等問題。 最后，提出了促進(jìn)穆棱市縣域經(jīng)濟(jì)發(fā)展的對策建議。堅(jiān)持新型工業(yè)化方向，加速產(chǎn)業(yè)集聚；發(fā)展現(xiàn)代農(nóng)業(yè)，促進(jìn)農(nóng)民增收；堅(jiān)持發(fā)展服務(wù)產(chǎn)業(yè)，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)；堅(jiān)持推進(jìn)統(tǒng)籌城鄉(xiāng)發(fā)展；堅(jiān)持?jǐn)U大對外開放，提升沿邊開放。
[Abstract]:In recent years, the development of county economy has played an important role in the development of national economy. At the 18th National Congress of the Party, "Regional Economic Coordination and Sustainable Development" was once again put on the agenda as a major measure of economic development and economic system reform; the "Scientific Outlook on Development" proposed to coordinate urban and rural development and regional development. We should coordinate economic and social development, coordinate the harmonious development of man and nature, coordinate domestic development and the requirements of opening to the outside world, and promote the reform and development of various undertakings. It is of great practical significance to develop and strengthen the county economy. In today's reform and opening up, the development of county economy is not only conducive to the early realization of urban-rural economic integration, conducive to the fundamental solution of the "three rural issues", but also conducive to social prosperity and stability. Guided by the concept of scientific development and taking the county economy of Mullen as the research object, this paper makes a detailed analysis of the economic development of Mullen on the basis of combing the theory of county economy and the research results of county economy. And then put forward the Murun county economy development ideas and specific measures. First of all, the theoretical basis of this study is analyzed and expounded. Based on the analysis of the connotation and characteristics of county economy, the necessity of developing county economy is obtained, and the related theories of county economy are interpreted and discussed. Secondly, it explains the present situation of the county economy development in Mullen, and analyzes the favorable factors and problems of the county economy development in Mullen. At present, the favorable factors for the development of the county economy in Mulan are mainly manifested in the superior geographical location, abundant tourism resources and the initial scale of the economic development zone, but there is also a relatively weak economic base, unreasonable industrial structure, and low level of urbanization. Lack of professional and technical personnel, shortage of development funds and other problems. Finally, the paper puts forward the countermeasures and suggestions to promote the development of the county economy of Mullen. Adhere to the new direction of industrialization, accelerate industrial agglomeration; develop modern agriculture, promote farmers' income; adhere to the development of service industries, optimize the industrial structure; insist on promoting the overall planning of urban and rural development; insist on opening wider to the outside world, and promote the opening up along the border.
