【摘要】：作為我國改革開放窗口的東部沿海地區(qū)，經(jīng)過長期積累許多產(chǎn)業(yè)都進(jìn)入了成熟期，伴隨著產(chǎn)業(yè)的成熟，東部發(fā)達(dá)地區(qū)遭遇到了土地、人力、環(huán)境以及能源等方面的嚴(yán)重制約，比較優(yōu)勢減弱，而資本、技術(shù)等要素成了東部發(fā)達(dá)地區(qū)的優(yōu)勢。這些地區(qū)的經(jīng)濟轉(zhuǎn)型與結(jié)構(gòu)調(diào)整壓力逐步變大，因此，區(qū)內(nèi)產(chǎn)業(yè)向外轉(zhuǎn)移的動力不斷增大。與此同時，廣大中西部地區(qū)隨著其基礎(chǔ)設(shè)施的完善，要素成本優(yōu)勢的提升以及產(chǎn)業(yè)發(fā)展空間的擴展，其自身承接產(chǎn)業(yè)轉(zhuǎn)移的需求也進(jìn)一步的增強，這為承接產(chǎn)業(yè)轉(zhuǎn)移奠定了基礎(chǔ)。 安徽省承東啟西、連南接北，區(qū)域內(nèi)長江黃金水道、鐵路、高速公路等綜合交通體系比較完善，區(qū)位優(yōu)勢明顯；與長三角地區(qū)山水相連、人緣相親、文化相近，產(chǎn)業(yè)分工互補，合作基礎(chǔ)較好，理所當(dāng)然地成為承接?xùn)|部發(fā)達(dá)地區(qū)經(jīng)濟輻射的候選地。但是，東部地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移畢竟不是平均分配，也不是一廂情愿的加之現(xiàn)階段東部轉(zhuǎn)移產(chǎn)業(yè)在區(qū)位選擇時，已從關(guān)注勞動力的低成本轉(zhuǎn)向追求產(chǎn)業(yè)集聚優(yōu)勢。因此，安徽省要想在競爭中脫穎而出，吸引和承接?xùn)|部產(chǎn)業(yè)轉(zhuǎn)移，其關(guān)鍵就在于培植優(yōu)勢產(chǎn)業(yè)，發(fā)展產(chǎn)業(yè)集聚，特別是創(chuàng)新型的產(chǎn)業(yè)集聚。安徽省只有創(chuàng)造條件，使之具備相應(yīng)的產(chǎn)業(yè)集聚形成條件，才能在當(dāng)?shù)刂饾u形成集聚，才能對區(qū)外企業(yè)形成足夠的吸引力，從而使集聚進(jìn)一步成長、成熟。本文擬分別從理論和實證角度研究安徽省產(chǎn)業(yè)集聚狀況，從而為安徽省提出發(fā)展產(chǎn)業(yè)集聚的對策建議。 本文主要分七個章節(jié)進(jìn)行論述。第一章是本文的緒論部分。主要闡述了選題背景、研究意義、研究方法和研究的思路。第二章是相關(guān)理論和文獻(xiàn)綜述的闡述，分別就產(chǎn)業(yè)集聚、產(chǎn)業(yè)轉(zhuǎn)移相關(guān)概念和理論，產(chǎn)業(yè)集聚與產(chǎn)業(yè)轉(zhuǎn)移的相互作用機理進(jìn)行了闡述。最后回顧了關(guān)于產(chǎn)業(yè)集聚、產(chǎn)業(yè)轉(zhuǎn)移的已有研究成果。第三章論述了承接產(chǎn)業(yè)轉(zhuǎn)移背景下安徽省發(fā)展產(chǎn)業(yè)集聚的動因。探討了發(fā)展產(chǎn)業(yè)集聚是安徽省承接產(chǎn)業(yè)轉(zhuǎn)移的戰(zhàn)略選擇和集聚效應(yīng)對轉(zhuǎn)移產(chǎn)業(yè)的吸引作用。第四章分析安徽省產(chǎn)業(yè)集聚的現(xiàn)狀，以及安徽省產(chǎn)業(yè)集聚發(fā)展存在的問題。第五章是本文的實證分析部分。首先，構(gòu)建衡量產(chǎn)業(yè)集聚的靜態(tài)和動態(tài)指標(biāo)，對安徽省37個行業(yè)代碼為兩位數(shù)的工業(yè)門類的產(chǎn)業(yè)的空間集聚程度進(jìn)行測定并根據(jù)計算結(jié)果分別對各個產(chǎn)業(yè)的集聚發(fā)展階段進(jìn)行歸類，在此基礎(chǔ)上提出安徽省承接產(chǎn)業(yè)的定位及相關(guān)對策的結(jié)論。然后，利用CES模型對安徽省集聚效應(yīng)度量并進(jìn)行因素分解。最后以此為依據(jù)，得出安徽省發(fā)展產(chǎn)業(yè)集聚的整體定位和規(guī)劃。第六章是對策建議部分。在三四五部分分析的基礎(chǔ)上，分別從四個方面提出了安徽省發(fā)展產(chǎn)業(yè)集聚的對策建議。第七章是本文針對上述分析結(jié)果所做的總結(jié)以及后續(xù)研究建議。
[Abstract]:As the window of China's reform and opening up, the eastern coastal areas, after a long period of accumulation of many industries have entered a mature period, along with the maturity of industries, the eastern developed areas have encountered serious constraints on land, manpower, environment and energy, etc. Comparative advantage weakens, and capital, technology and other factors become the advantage of the eastern developed region. The pressure of economic transformation and structural adjustment in these areas is gradually increasing. At the same time, with the improvement of infrastructure, the promotion of factor cost advantages and the expansion of industrial development space, the demand of the vast central and western regions to undertake industrial transfer is also further strengthened. This has laid the foundation for undertaking industrial transfer. Anhui Province has a comprehensive transportation system of the Yangtze River Golden Waterway, Railway, Expressway and so on, which is relatively perfect and has obvious geographical advantages; it is connected with mountains and rivers in the Yangtze River Delta region, is closely related to people, has close culture, and the industrial division of labor is complementary. The basis of cooperation is good, and naturally become a candidate to undertake economic radiation in the eastern developed region. However, the industrial transfer in the eastern region is not equal distribution, nor is it wishful thinking. At the present stage, the eastern transfer industry has shifted from paying attention to the low cost of labor force to pursuing the advantage of industrial agglomeration. Therefore, if Anhui Province wants to stand out from the competition and attract and undertake the industrial transfer in the east, the key lies in cultivating the superior industries and developing industrial agglomeration, especially the innovative industrial agglomeration. Only by creating the conditions for the formation of industrial agglomeration in Anhui Province can it gradually form agglomeration in the local area and form enough attraction to the enterprises outside the region so as to further grow and mature the agglomeration. This paper intends to study the situation of industrial agglomeration in Anhui Province from the angle of theory and demonstration, so as to put forward countermeasures and suggestions for the development of industrial agglomeration in Anhui Province. This article is mainly divided into seven chapters to discuss. The first chapter is the introduction of this paper. This paper mainly expounds the background, significance, research methods and research ideas. The second chapter is the related theory and literature review, respectively on the industrial agglomeration, industrial transfer related concepts and theories, industrial agglomeration and industrial transfer interaction mechanism. Finally, it reviews the existing research results on industrial agglomeration and industrial transfer. The third chapter discusses the motivation of the development of industrial agglomeration in Anhui province under the background of undertaking industrial transfer. This paper discusses the development of industrial agglomeration is the strategic choice of Anhui province to undertake industrial transfer and the effect of agglomeration to attract the transfer industry. Chapter four analyzes the present situation of industrial agglomeration in Anhui province and the problems existing in the development of industrial agglomeration in Anhui province. The fifth chapter is the empirical analysis part of this paper. First of all, to construct static and dynamic indicators to measure industrial agglomeration, The spatial agglomeration degree of 37 industrial categories with double-digit codes in Anhui Province is measured and classified according to the calculation results. On the basis of this, the paper puts forward the conclusion of Anhui Province's position of undertaking industry and relevant countermeasures. Then, the CES model is used to measure the agglomeration effect in Anhui Province and decompose the factors. Finally, based on this, the overall positioning and planning of the development of industrial agglomeration in Anhui Province is obtained. The sixth chapter is the countermeasure suggestion part. On the basis of the analysis of three or four parts, this paper puts forward the countermeasures and suggestions on the development of industrial agglomeration in Anhui Province from four aspects. The seventh chapter is the summary of the above analysis results and the following research recommendations.
