【摘要】：海陸協(xié)同發(fā)展是實現(xiàn)經(jīng)濟社會環(huán)境持續(xù)健康發(fā)展及產(chǎn)業(yè)結(jié)構(gòu)升級的有效路徑。近年來海洋經(jīng)濟迅速發(fā)展，成為眾多沿海國家經(jīng)濟發(fā)展的新亮點，這不僅解除了陸域經(jīng)濟發(fā)展的資源困境，還推動經(jīng)濟強勁增長。同時，海洋與陸域系統(tǒng)是具有不同功能與特征的兩類系統(tǒng)，兩者之間存在著頻繁的物質(zhì)能量交換，可以形成互補效應(yīng)，但海陸之間也存在競爭矛盾，這需要統(tǒng)籌海陸一體化發(fā)展，避免海陸經(jīng)濟的二元化。產(chǎn)業(yè)部門是國民經(jīng)濟的中觀層次，海陸一體化發(fā)展依賴于海陸產(chǎn)業(yè)聯(lián)動發(fā)展，陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)的協(xié)同發(fā)展可以實現(xiàn)海陸產(chǎn)業(yè)鏈的有效整合，促進陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)協(xié)同升級。沿海地區(qū)是陸域與海洋產(chǎn)業(yè)協(xié)同發(fā)展的典型區(qū)，而經(jīng)濟發(fā)展基礎(chǔ)、社會需求結(jié)構(gòu)、制度環(huán)境等因素導(dǎo)致產(chǎn)業(yè)結(jié)構(gòu)的區(qū)域分異，因此，研究沿海地區(qū)陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)的協(xié)同程度及其區(qū)域分異對有效開發(fā)海洋資源，提高經(jīng)濟增長效率，促進產(chǎn)業(yè)結(jié)構(gòu)升級具有重要的參考價值。 基于此背景，本文以沿海地區(qū)作為研究區(qū)域，以陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)的協(xié)同程度為研究對象，基于1999-2010年的省際統(tǒng)計數(shù)據(jù)，得到協(xié)同程度及區(qū)域分異程度：（1）沿海地區(qū)整體上陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)的協(xié)同程度不斷增強，但是協(xié)同程度的時間差距較大。這同陸域和海洋經(jīng)濟發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)演進速度的時間差異有關(guān)，但也表明海陸聯(lián)動發(fā)展能力越來越強。（2）沿海地區(qū)各省市的陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)的協(xié)同程度存在差異，但是差距具有逐漸縮小的趨勢。這與地區(qū)間經(jīng)濟基礎(chǔ)、區(qū)位資源、社會需求結(jié)構(gòu)、制度變遷等因素差異有關(guān)，但是區(qū)域協(xié)調(diào)發(fā)展戰(zhàn)略、技術(shù)知識外溢、生產(chǎn)要素流動增強等也在一定程度上會縮小區(qū)域差異。 最后，，基于上述研究，從整合海陸資源、增強海陸產(chǎn)業(yè)關(guān)聯(lián)、加強海陸技術(shù)合作、設(shè)立海陸綜合管理機構(gòu)、建立地區(qū)間合作5個方面提出促進陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)協(xié)同升級的相關(guān)對策。 本文的創(chuàng)新之處有以下幾個方面：（1）基于區(qū)域經(jīng)濟學(xué)，產(chǎn)業(yè)經(jīng)濟學(xué)及演化經(jīng)濟學(xué)理論，結(jié)合統(tǒng)計學(xué)方法，嘗試?yán)媒Y(jié)構(gòu)偏離度與協(xié)同演進系數(shù)以及極差與標(biāo)準(zhǔn)差指標(biāo)，并借助聚類分析方法，采用1999-2010年的省際統(tǒng)計數(shù)據(jù)，從時間和空間兩個維度清晰的展現(xiàn)了沿海地區(qū)陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)協(xié)同水平。（2）立足于陸域與海洋的產(chǎn)業(yè)結(jié)構(gòu)演進分析，著重陸域與海洋產(chǎn)業(yè)結(jié)構(gòu)協(xié)同性的時序特征及空間特征，對促進海陸產(chǎn)業(yè)關(guān)聯(lián)、海陸產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，提高經(jīng)濟增長率具有重要的理論與現(xiàn)實意義。
[Abstract]:The cooperative development of land and sea is an effective way to realize the sustainable and healthy development of economic and social environment and the upgrading of industrial structure. In recent years, the rapid development of marine economy has become a new bright spot in the economic development of many coastal countries, which not only relieves the resource dilemma of land economic development, but also promotes the strong economic growth. At the same time, ocean and land systems are two kinds of systems with different functions and characteristics. There are frequent material and energy exchanges between the two systems, which can form complementary effects, but there are also competing contradictions between the sea and land. This needs to coordinate the development of land and sea integration, to avoid the dualization of land and sea economy. The industrial sector is the middle level of the national economy. The integrated development of land and sea depends on the linkage development of land and sea industries. The coordinated development between land and marine industrial structure can realize the effective integration of sea and land industry chain. Promote the coordinated upgrading of land and marine industrial structure. Coastal areas are typical areas where land and marine industries develop in concert. However, the economic development basis, social demand structure, institutional environment and other factors lead to the regional differentiation of industrial structure. The study of the synergy between land and marine industrial structure in coastal areas and its regional differentiation has important reference value for effectively developing marine resources, improving the efficiency of economic growth and promoting the upgrading of industrial structure. Based on this background, this paper takes the coastal area as the research area, takes the synergy degree between the land and marine industries as the research object, based on the inter-provincial statistical data from 1999 to 2010. The degree of synergy and regional differentiation are as follows: (1) the degree of synergy between land and marine industrial structure in coastal areas as a whole is increasing, but the time difference of coordination degree is large. This is related to the time difference in the development of land and marine economy and the speed of industrial structure evolution, but it also shows that the ability of land and land linkage development is becoming stronger and stronger. (2) there are differences in the degree of synergy between land and marine industrial structure among provinces and cities in coastal areas. But the gap is gradually narrowing. This is related to the regional economic base, regional resources, social demand structure, institutional changes and other factors, but regional coordinated development strategy, technological knowledge spillover, production factor flow enhancement and so on will reduce the regional differences to a certain extent. Finally, based on the above research, from the integration of land and sea resources, to strengthen the relationship between land and sea industries, to strengthen the technical cooperation between the sea and land, and to establish a comprehensive management organization of land and sea, Five aspects of inter-regional cooperation are proposed to promote the coordinated upgrading of land and marine industrial structure. The innovations of this paper are as follows: (1) based on the theories of regional economics, industrial economics and evolutionary economics, combined with statistical method, this paper tries to use the index of structural deviation and synergistic evolution coefficient, as well as range and standard deviation. With the help of cluster analysis method and using the inter-provincial statistical data from 1999 to 2010, the paper clearly shows the coordination level between land and marine industrial structure in coastal areas from two dimensions of time and space. (2) the industrial structure evolution analysis based on land and ocean. Focusing on the temporal and spatial characteristics of the synergy between land and marine industrial structure has important theoretical and practical significance in promoting the relationship between land and sea industries, adjusting the industrial structure of land and sea, and increasing the economic growth rate.
