【摘要】：消費是拉動經(jīng)濟增長的最終動力。我國正處在經(jīng)濟轉(zhuǎn)型的關(guān)鍵時期,居民消費增長速度放緩不利于經(jīng)濟發(fā)展方式的轉(zhuǎn)變。調(diào)整稅收政策能釋放居民的消費潛力,調(diào)整的重點應(yīng)是降低間接稅稅負、調(diào)整消費稅稅目及優(yōu)化直接稅征收,包括擴大營改增的范圍、適當調(diào)整消費稅的稅目稅率、改革居民個人所得稅的計征方式、健全財產(chǎn)稅制度和實行開征社會保障稅等。這樣,才有利于合理調(diào)節(jié)社會消費預(yù)期與消費傾向,釋放居民的消費能力。
[Abstract]:Consumption is the ultimate driving force for economic growth. China is in the key period of economic transformation, the slow growth rate of resident consumption is not conducive to the transformation of economic development. The adjustment of the tax policy can release the consumption potential of the residents, and the focus of the adjustment should be to reduce the indirect tax burden, adjust the consumption tax items and optimize the direct tax collection, including expanding the scope of business reform and increasing, and appropriately adjusting the tax rate of the consumption tax. Reform the way of personal income tax, perfect property tax system and levy social security tax. Only in this way, can we reasonably adjust the social consumption expectation and propensity to consume, and release the consumption ability of the residents.
