【摘要】：20世紀(jì)60年代以來(lái)，外國(guó)直接投資（FDI）以跨國(guó)公司為主導(dǎo)，發(fā)展速度迅猛，日益成為國(guó)際經(jīng)濟(jì)交易中的主導(dǎo)力量，是促進(jìn)一國(guó)經(jīng)濟(jì)增長(zhǎng)的重要因素。改革開(kāi)放以來(lái)，我國(guó)積極吸引外資，制定了眾多招商引資的優(yōu)惠政策，并獲得了明顯成效。隨著我國(guó)市場(chǎng)經(jīng)濟(jì)的持續(xù)發(fā)展和投資環(huán)境的不斷改善，我國(guó)引進(jìn)外資規(guī)模得到不斷擴(kuò)大，結(jié)構(gòu)得到不斷優(yōu)化，質(zhì)量也得到不斷提高。然而，F(xiàn)DI作為外生變量，對(duì)于國(guó)內(nèi)經(jīng)濟(jì)而言，始終是一把“雙刃劍”，在促進(jìn)我國(guó)經(jīng)濟(jì)高速增長(zhǎng)的同時(shí)，也可能帶來(lái)一些負(fù)面影響，對(duì)我國(guó)國(guó)內(nèi)投資形成擠出效應(yīng)。到目前為止，國(guó)內(nèi)學(xué)者的研究主要集中在FDI對(duì)中國(guó)經(jīng)濟(jì)增長(zhǎng)所產(chǎn)生的影響，，對(duì)西北地區(qū)的研究非常少，有了經(jīng)濟(jì)全球化和貿(mào)易自由化這個(gè)大背景，伴隨西部大開(kāi)發(fā)的持續(xù)深化以及“十五綱要”的支持，如何利用西北地區(qū)特有的優(yōu)勢(shì)，加快本地經(jīng)濟(jì)發(fā)展，促進(jìn)我國(guó)經(jīng)濟(jì)整體的協(xié)調(diào)發(fā)展，是一個(gè)極具理論和現(xiàn)實(shí)意義的問(wèn)題。 本文選取西北地區(qū)（甘肅，陜西，寧夏，新疆，青海）為對(duì)象，以六章的篇幅，做到系統(tǒng)，深入研究外國(guó)直接投資（FDI）對(duì)國(guó)內(nèi)投資的擠入擠出效應(yīng)。從文章邏輯順序來(lái)說(shuō)，首先分析自改革開(kāi)放以來(lái)，西北地區(qū)引進(jìn)FDI在規(guī)模，產(chǎn)業(yè)分布和來(lái)源地等方面的現(xiàn)狀和變化。其次，選取1986-2011年的西北地區(qū)的面板數(shù)據(jù)，對(duì)西北地區(qū)總體FDI對(duì)國(guó)內(nèi)投資的擠入擠出效應(yīng)進(jìn)行實(shí)證研究，同時(shí)針對(duì)1986-1992,1993-1997,1997-2011三個(gè)階段，對(duì)FDI的擠入擠出效應(yīng)分開(kāi)討論。
[Abstract]:Since 1960s, foreign direct investment (FDI), led by transnational corporations, has developed rapidly and has become the leading force in international economic transactions. It is an important factor to promote the economic growth of a country. Since the reform and opening up, China has actively attracted foreign investment and made many preferential policies for attracting investment and attracting more and more investment. With the continuous development of China's market economy and the continuous improvement of the investment environment, the scale of foreign investment in China has been continuously expanded, the structure is continuously optimized and the quality has been continuously improved. However, as an exogenous variable, FDI is always a "double-edged sword" for the domestic economy, while promoting the rapid economic growth of our country, it can also be used. So far, the research of domestic scholars mainly focused on the impact of FDI on China's economic growth, so far, there are few studies on the northwest region, with the background of economic globalization and trade liberalization, with the continuous deepening of the western development and "the development of the West." The support of the fifteen outline, how to make use of the unique advantages of the northwest region, speed up the development of the local economy and promote the coordinated development of the whole economy of our country is a very theoretical and practical issue.
In this paper, the northwest region (Gansu, Shaanxi, Ningxia, Xinjiang, Qinghai) is selected as the object. In the six chapter, the paper makes a systematic and in-depth study of the extrusion effect of foreign direct investment (FDI) on domestic investment. From the logical sequence of the article, we first analyze the scale, industrial distribution and source of the introduction of FDI in Northwest China since the reform and opening up. Second, select the panel data of the northwest region for 1986-2011 years, make an empirical study on the crowding out effect of the total FDI on domestic investment in Northwest China, and discuss the squeezing out effect of FDI separately according to the three stages of the 1986-19921993-19971997-2011.
