【摘要】：近年來伴隨區(qū)域經(jīng)濟一體化發(fā)展的大趨勢，中國區(qū)域經(jīng)濟的理論研究也日益拓展和深化。但與此同時，我們也很遺憾地看到，當前以我國行政區(qū)為劃分基礎(chǔ)的條塊分割式地方政府管理體制，直接導致地方政府間合作失敗，在很大程度上依舊抑制甚至損害著區(qū)域經(jīng)濟一體化進程 本文研究的目的主要在于，通過對成渝地區(qū)這樣一個既是西部經(jīng)濟核心區(qū)域，又受到行政區(qū)經(jīng)濟影響的典型地區(qū)研究，探討地方政府合作對區(qū)域產(chǎn)業(yè)發(fā)展的影響，嘗試構(gòu)建創(chuàng)新型地方政府合作模式，以求為地方政府合作提供參考，，推動產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，為成渝地區(qū)經(jīng)濟騰飛盡微薄之力。 本文在進行理論研究基礎(chǔ)上，以系統(tǒng)研究法為主，采取定量分析和定性分析相結(jié)合的分析方法，對成渝經(jīng)濟區(qū)產(chǎn)業(yè)發(fā)展中政府合作模式的構(gòu)建問題進行多層次研究。 在對相關(guān)理論進行梳理的基礎(chǔ)上，提出地方政府合作模式是實現(xiàn)資源分配的中間變量這一研究主線，根據(jù)經(jīng)濟學經(jīng)典假設(shè)“資源稀缺性假設(shè)”和“經(jīng)濟人”假設(shè)，提出“完善的政府合作是成渝產(chǎn)業(yè)協(xié)調(diào)發(fā)展的前提”這一假設(shè)并論證其正確性，最后以此為基礎(chǔ)構(gòu)建地方政府合作模式理論模型。為此，我做了如下研究工作： 首先，論證假設(shè)正確性，分析缺乏地方政府合作對經(jīng)濟區(qū)產(chǎn)業(yè)協(xié)調(diào)發(fā)展的不良影響，分別從政府間合作觀念滯后、政府間合作機制缺陷和政府間體制欠缺三方面論證假設(shè)的正確性； 其次，從客觀基礎(chǔ)、前提動力和制度環(huán)境三個方面分析了成渝經(jīng)濟區(qū)產(chǎn)業(yè)發(fā)展中構(gòu)建地方政府合作模式的形成基礎(chǔ)； 再次，將城市群空間結(jié)構(gòu)演進理論為原則和構(gòu)建政府合作模式空間框架的理論依據(jù)，在梳理成渝經(jīng)濟區(qū)空間布局的演變歷史后，根據(jù)成渝自身產(chǎn)業(yè)發(fā)展地區(qū)差異和地理位置等因素，提出“兩點四軸線”政府合作模式的空間框架，以及在假設(shè)前提下通過制度、管理和政治三個層面進行合作模式理論模型的構(gòu)想； 最后，通過總體思路結(jié)合基本路徑，提出構(gòu)建和完善成渝經(jīng)濟區(qū)產(chǎn)業(yè)發(fā)展中地方政府合作模式的路徑探析。
[Abstract]:In recent years, with the development of regional economic integration, the theoretical research of China's regional economy is increasingly expanded and deepened. However, at the same time, we also regret to see that the current piecemeal local government management system based on the division of administrative regions in our country has directly led to the failure of cooperation between local governments. To a large extent, it still suppresses or even damages the process of regional economic integration. The purpose of this paper is mainly to study the Chengdu-Chongqing region, which is the core region of the western economy. In order to provide reference for local government cooperation and promote the adjustment of industrial structure, this paper discusses the influence of local government cooperation on the development of regional industry, and tries to build an innovative mode of local government cooperation, in order to provide reference for local government cooperation and promote the adjustment of industrial structure. On the basis of theoretical research, this paper takes the systematic research method as the main method, and adopts the method of combining quantitative analysis and qualitative analysis to study the construction of government cooperation mode in the industrial development of Chengdu-Chongqing Economic Zone. On the basis of combing the relevant theories, this paper puts forward that the mode of local government cooperation is the main line of research on the intermediate variable of realizing resource allocation, according to the classic hypothesis of "resource scarcity" and "economic man" hypothesis in economics. This paper puts forward the hypothesis that perfect government cooperation is the premise of the coordinated development of Chengdu-Chongqing industry, and proves its correctness. Finally, the theoretical model of local government cooperation mode is constructed on the basis of this hypothesis. For this reason, I have done the following research work: first, demonstrate the validity of the hypothesis, analyze the negative impact of the lack of local government cooperation on the coordinated development of the economic zone industry, respectively from the concept of intergovernmental cooperation lag, The shortcomings of intergovernmental cooperation mechanism and the lack of intergovernmental system demonstrate the validity of the hypothesis. Secondly, from the objective basis, This paper analyzes the forming basis of the local government cooperation mode in the industrial development of Chengdu-Chongqing Economic Zone from the three aspects of premise motive force and institutional environment. Taking the evolution theory of urban agglomeration spatial structure as the principle and the theoretical basis for constructing the spatial framework of government cooperation mode, after combing the evolution history of the spatial layout of Chengdu-Chongqing Economic Zone, according to the regional differences and geographical position of Chengdu-Chongqing 's own industrial development, the paper analyzes the development of urban agglomeration. This paper puts forward the spatial framework of the "2.4 axis" government cooperation model, and the theoretical model of cooperation mode through institutional, administrative and political levels under the assumption. Finally, Based on the general thinking and the basic path, this paper puts forward the path of constructing and perfecting the cooperation mode of local government in the industrial development of Chengdu-Chongqing Economic Zone.
