內(nèi)蒙古承接發(fā)達(dá)地區(qū)產(chǎn)業(yè)轉(zhuǎn)移能力研究

【摘要】:當(dāng)前,我國東部沿海地區(qū)受勞動(dòng)力、環(huán)境承載能力、土地等因素制約,部分產(chǎn)業(yè)加速向中西部地區(qū)轉(zhuǎn)移。黨和國家十分重視中西部地區(qū)的發(fā)展,頒布了承接產(chǎn)業(yè)轉(zhuǎn)移的專項(xiàng)政策,設(shè)立六個(gè)承接產(chǎn)業(yè)轉(zhuǎn)移示范區(qū),促進(jìn)中西部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、加快經(jīng)濟(jì)發(fā)展。 承接產(chǎn)業(yè)轉(zhuǎn)移有利于改善內(nèi)蒙古比較粗放的發(fā)展方式、促進(jìn)產(chǎn)業(yè)層次的提高。內(nèi)蒙古黨政機(jī)關(guān)比較重視,制定了相應(yīng)的發(fā)展戰(zhàn)略和產(chǎn)業(yè)政策來促進(jìn)產(chǎn)業(yè)承接,但由于缺乏系統(tǒng)的研究,承接中存在一定的盲目性,同時(shí),內(nèi)蒙古還面臨著東部沿海省份欠發(fā)達(dá)區(qū)域和中西部省份的激烈競爭。因此,有必要對(duì)內(nèi)蒙古承接產(chǎn)業(yè)轉(zhuǎn)移能力進(jìn)行系統(tǒng)的評(píng)價(jià)和分析,以便提升內(nèi)蒙古承接產(chǎn)業(yè)轉(zhuǎn)移的競爭力,促進(jìn)內(nèi)蒙古產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化、升級(jí)和經(jīng)濟(jì)的可持續(xù)發(fā)展。 本文在界定承接產(chǎn)業(yè)轉(zhuǎn)移能力內(nèi)涵和闡明其影響因素的基礎(chǔ)上,結(jié)合內(nèi)蒙古承接產(chǎn)業(yè)轉(zhuǎn)移的實(shí)際情況和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的現(xiàn)實(shí)需求,選取了18項(xiàng)指標(biāo),,運(yùn)用主成分分析法,提取了吸引力、選擇力、支撐力、發(fā)展力四項(xiàng)主成分因子,構(gòu)建了一套指標(biāo)評(píng)價(jià)體系;并計(jì)算、比較分析了中西部20省區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移能力的綜合得分和各主成分因子的得分情況,得出內(nèi)蒙古承接產(chǎn)業(yè)轉(zhuǎn)移吸引力、發(fā)展力具備一定優(yōu)勢(shì),但選擇力欠缺,支撐力水平一般的結(jié)論。在此基礎(chǔ)上,逐項(xiàng)比較分析了內(nèi)蒙古承接產(chǎn)業(yè)轉(zhuǎn)移能力構(gòu)成要素,發(fā)現(xiàn)內(nèi)蒙古具備能源、礦產(chǎn)資源豐富,經(jīng)濟(jì)發(fā)展較快,市場潛力較大,產(chǎn)業(yè)基礎(chǔ)比較雄厚的優(yōu)勢(shì),但水資源缺乏,勞動(dòng)力素質(zhì)較低,基礎(chǔ)設(shè)施和交通運(yùn)輸落后,產(chǎn)業(yè)配套較差,科技創(chuàng)新能力不強(qiáng)的劣勢(shì)仍然存在,最后在借鑒國內(nèi)其他省區(qū)成功經(jīng)驗(yàn)的基礎(chǔ)上,根據(jù)競爭優(yōu)勢(shì)比比較優(yōu)勢(shì)更重要,補(bǔ)足短板比發(fā)揮優(yōu)勢(shì)更重要的原則,提出了創(chuàng)新要素機(jī)制、科學(xué)謀劃布局、加強(qiáng)載體建設(shè)和立足長遠(yuǎn)發(fā)展的對(duì)策和建議。
[Abstract]:At present, the eastern coastal areas of our country are restricted by labor force, environmental carrying capacity, land and other factors, and some industries are being transferred to the central and western regions. The Party and the state attach great importance to the development of the central and western regions, promulgate a special policy to undertake the industrial transfer, set up six demonstration zones to undertake the industrial transfer, promote the industrial transfer in the central and western regions, optimize the industrial structure, and speed up the economic development. Undertaking industrial transfer is helpful to improve the extensive development mode of Inner Mongolia and promote the improvement of industrial level. The party and government organs in Inner Mongolia have paid more attention to it and formulated corresponding development strategies and industrial policies to promote industrial undertaking. However, due to the lack of systematic research, there is a certain blindness in undertaking, and at the same time, Inner Mongolia also faces fierce competition from underdeveloped eastern coastal provinces and central and western provinces. Therefore, it is necessary to make a systematic evaluation and analysis of Inner Mongolia's ability to undertake industrial transfer in order to enhance the competitiveness of Inner Mongolia to undertake industrial transfer, and to promote the optimization, upgrading and sustainable development of Inner Mongolia's industrial structure. On the basis of defining the connotation of the ability to undertake industrial transfer and clarifying its influencing factors, combining with the actual situation of undertaking industrial transfer in Inner Mongolia and the realistic demand of industrial structure adjustment, this paper selects 18 indexes and applies principal component analysis method. The four principal component factors of attraction, selection, support and development are extracted, and a set of index evaluation system is constructed. By comparing and analyzing the comprehensive scores of the 20 provinces and regions in the central and western regions and the scores of each principal component factor, it is concluded that Inner Mongolia has some advantages in accepting the industrial transfer, but the selection power is lacking. A general conclusion on the level of support. On this basis, the paper compares and analyzes the components of Inner Mongolia's ability to undertake industrial transfer one by one, and finds that Inner Mongolia has the advantages of abundant energy, rich mineral resources, rapid economic development, large market potential, and relatively strong industrial base. However, the shortage of water resources, the low quality of labor force, the backward infrastructure and transportation, the poor supporting of industry and the weak ability of scientific and technological innovation still exist. Finally, on the basis of the successful experiences of other provinces and regions in China, According to the principle that competitive advantage is more important than comparative advantage and complement board is more important than exerting advantage, this paper puts forward some countermeasures and suggestions for innovating the mechanism of essential elements, scientifically planning the layout, strengthening the carrier construction and basing on the long-term development.
