【摘要】：農(nóng)業(yè)經(jīng)貿(mào)合作是推動經(jīng)濟發(fā)展的重要引擎。中國和拉美雙方農(nóng)業(yè)在市場需求、資源稟賦、產(chǎn)品結(jié)構(gòu)等方面各有優(yōu)勢,互補性較強。隨著中拉經(jīng)貿(mào)關(guān)系快速發(fā)展,中拉農(nóng)業(yè)合作也進入嶄新的階段。貿(mào)易方面,雖然中拉農(nóng)產(chǎn)品貿(mào)易總額在增長,但是貿(mào)易結(jié)構(gòu)卻呈現(xiàn)出不平衡關(guān)系:中國"低出口、高進口"以及貿(mào)易國別和貿(mào)易產(chǎn)品集中度較高。中國貿(mào)易多元化戰(zhàn)略仍需繼續(xù)深化。投資方面,近年來,中國大部分對拉投資集中在油氣和礦產(chǎn)領(lǐng)域,投資到農(nóng)業(yè)領(lǐng)域的資金規(guī)模相對較小,而且易受拉美國家土地政策、勞工問題和環(huán)境保護政策的影響。鑒于拉美國家國情各不相同、資源稟賦和投資風(fēng)險程度相異,以及中國企業(yè)經(jīng)營能力千差萬別,因此,未來中國應(yīng)該分階段、抓重點、循序漸進推進對拉美的農(nóng)業(yè)投資。
[Abstract]:Agricultural economic and trade cooperation is an important engine to promote economic development. China and Latin America have their own advantages and strong complementarities in market demand, resource endowment and product structure. With the rapid development of Sino-Latin American economic and trade relations, agricultural cooperation between China and Latin America has entered a new stage. In terms of trade, although the total volume of agricultural trade between China and Latin America is increasing, the trade structure shows an unbalanced relationship: China's "low export, high import" and high concentration of trade countries and trade products. China's trade diversification strategy still needs to be deepened. In recent years, most of China's investment in Latin America has focused on oil, gas and minerals, with relatively small amounts of money invested in agriculture and vulnerable to policies on land, labour and environmental protection in Latin America. In view of the different national conditions of Latin American countries, the different degree of resource endowment and investment risk, and the diversity of Chinese enterprises' management ability, China should step by step to promote agricultural investment in Latin America.
