【摘要】：招商引資旨在引入外部資源以促進(jìn)本地區(qū)經(jīng)濟(jì)快速發(fā)展。自改革開放以來，我國(guó)各級(jí)政府高度重視招商引資工作，許多地方政府將招商引資與績(jī)效考核緊密聯(lián)系，招商引資已成為一項(xiàng)非常重要的政府職能，并以此為指導(dǎo)造成了政府主導(dǎo)的招商引資模式，，形成了政府主導(dǎo)型招商引資戰(zhàn)略。盡管政府主導(dǎo)型招商引資戰(zhàn)略取得了巨大的成績(jī)，但是隨著我國(guó)市場(chǎng)經(jīng)濟(jì)體制的完善以及服務(wù)型政府對(duì)政府職能轉(zhuǎn)變的要求，這種戰(zhàn)略也逐漸暴露出諸多問題。面對(duì)這些問題，泰安高新區(qū)應(yīng)該制定什么樣的招商引資發(fā)展戰(zhàn)略？ 本文從戰(zhàn)略概念出發(fā)，概述了政府發(fā)展戰(zhàn)略理論，并以政府職能和服務(wù)型政府的相關(guān)理論為基礎(chǔ)，分析了我國(guó)地方政府主導(dǎo)型招商引資戰(zhàn)略的弊端及其產(chǎn)生原因，進(jìn)而在對(duì)泰安高新區(qū)招商引資現(xiàn)狀及戰(zhàn)略進(jìn)行闡述和分析的實(shí)際工作基礎(chǔ)上，同時(shí)對(duì)泰安高新區(qū)招商引資面臨的機(jī)會(huì)、威脅、優(yōu)勢(shì)、劣勢(shì)的綜合分析，并利用EFE和IFE矩陣以及SWOT分析方法對(duì)泰安高新區(qū)招商引資戰(zhàn)略進(jìn)行了評(píng)價(jià)，進(jìn)而確定了泰安高新區(qū)招商引資的發(fā)展戰(zhàn)略。 在上述分析的基礎(chǔ)上，本文延伸、探索出一種科學(xué)合理的新型政府招商引資戰(zhàn)略，并提出了改革二步走構(gòu)想：第一步在現(xiàn)有情況下首先建立“以政府為主導(dǎo)、向市場(chǎng)化過渡的多種形式相結(jié)合”的過渡戰(zhàn)略；第二步當(dāng)招商引資領(lǐng)域相關(guān)法律政策完善及市場(chǎng)成熟后，政府逐漸淡出招商，以“市場(chǎng)主導(dǎo)、政府為輔”的中介招商引資戰(zhàn)略為主導(dǎo)，完成最終的轉(zhuǎn)型。 通過對(duì)泰安高新區(qū)招商引資工作研究，得出轉(zhuǎn)變政府職能是下一步工作的基礎(chǔ)，讓地方政府走出在招商引資活動(dòng)中“包攬”的誤區(qū)，轉(zhuǎn)變政府管理方式，真正意義上實(shí)現(xiàn)服務(wù)型政府職能。希望本文分析結(jié)論和戰(zhàn)略方案對(duì)泰安高新區(qū)的發(fā)展能有所幫助。
[Abstract]:The purpose of attracting investment is to introduce external resources to promote the rapid economic development of the region. Since the reform and opening up, our governments at all levels attach great importance to the work of attracting investment, many local governments will attract investment and performance appraisal closely, attracting investment has become a very important government function. Under the guidance of this model, the government-led mode of attracting investment and the government-led strategy of attracting investment have been formed. Although the government-led strategy of attracting investment has made great achievements, with the perfection of market economy system and the requirements of service-oriented government for the transformation of government functions, this strategy has gradually exposed many problems. In the face of these problems, what kind of development strategy should Tai'an Hi-tech Zone formulate? Starting from the concept of strategy, this paper summarizes the theory of government development strategy, and based on the relevant theories of government function and service-oriented government, analyzes the disadvantages and causes of local government leading strategy of attracting investment. Then, on the basis of expounding and analyzing the present situation and strategy of investment attraction in Taian Hi-tech Zone, and at the same time comprehensively analyzing the opportunities, threats, advantages and disadvantages of investment attraction in Taian High-Tech Zone. Using EFE and IFE matrix and SWOT analysis method, the paper evaluates the investment strategy of Taian Hi-tech Zone, and then determines the development strategy of investment attraction in Taian High-Tech Zone. On the basis of the above analysis, this paper extends to explore a new scientific and reasonable strategy of attracting investment from the government, and puts forward the idea of two steps of reform: the first step is to establish the government as the leader under the present situation. The second step is that when the relevant laws and policies in the field of attracting investment have been perfected and the market has matured, the government has gradually faded out of the market to attract investment, and "the market is leading the way," Government as a subsidiary "intermediary investment strategy for the leading, to complete the final transformation." Based on the study of investment promotion work in Taian Hi-tech Zone, it is concluded that changing government functions is the basis of the next step, letting local governments get out of the misunderstanding of "all-around" in the activities of attracting investment, and changing the way of government management. To realize the function of service-oriented government in real sense. I hope the conclusion and strategy of this paper can be helpful to the development of Taian Hi-tech Zone.
