【摘要】：本文對(duì)縣級(jí)政府在縣域經(jīng)濟(jì)發(fā)展中的重要作用進(jìn)行了說(shuō)明,對(duì)區(qū)域主導(dǎo)產(chǎn)業(yè)選擇理論進(jìn)行了梳理,對(duì)影響縣域經(jīng)濟(jì)主導(dǎo)產(chǎn)業(yè)發(fā)展環(huán)境的因素進(jìn)行了分析,提出了用新誕生的中小企業(yè)行業(yè)比例(本文稱其為“主導(dǎo)產(chǎn)業(yè)發(fā)展環(huán)境指數(shù)”)這一指標(biāo)來(lái)實(shí)時(shí)、量化評(píng)價(jià)縣域經(jīng)濟(jì)主導(dǎo)產(chǎn)業(yè)發(fā)展環(huán)境情況這一觀點(diǎn),并對(duì)指標(biāo)的解釋力從理論和典型地區(qū)實(shí)際數(shù)據(jù)兩方面進(jìn)行了論證,對(duì)應(yīng)用研究結(jié)論的支持保障政策措施進(jìn)行了說(shuō)明,對(duì)如何運(yùn)用本論文結(jié)論進(jìn)行了深入的探討,最后對(duì)值得進(jìn)一步研究的幾個(gè)方面進(jìn)行了展望。通過本論文的研究,希望能夠?yàn)闋I(yíng)造縣域經(jīng)濟(jì)主導(dǎo)產(chǎn)業(yè)良好的發(fā)展環(huán)境提供一種可操作性的評(píng)價(jià)思路,進(jìn)而為促進(jìn)縣域經(jīng)濟(jì)、民營(yíng)經(jīng)濟(jì)的發(fā)展提供一些參考。
[Abstract]:This paper explains the important role of county government in the development of county economy, combs the theory of regional leading industry selection, and analyzes the factors influencing the development environment of county economy leading industry. This paper puts forward the view that the proportion of small and medium-sized enterprises (referred to in this paper as the "leading industry development environment index") can be used to quantitatively evaluate the development environment of the leading industry in the county economy in real time. At the same time, the explanatory power of the index is demonstrated from two aspects of theory and the actual data of typical areas, the measures of supporting the policy of supporting the research conclusions are explained, and how to use the conclusions of this paper is discussed deeply. Finally, several aspects worth further study are prospected. Through the research of this paper, it is hoped that it can provide an operable evaluation idea for the construction of a good development environment for the leading industry of county economy, and then provide some references for promoting the development of county economy and private economy.
