【摘要】:2013年1月國(guó)務(wù)院印發(fā)了《循環(huán)經(jīng)濟(jì)發(fā)展戰(zhàn)略及近期行動(dòng)計(jì)劃》,并且兩會(huì)期間再次提出大力發(fā)展循環(huán)經(jīng)濟(jì),以循環(huán)經(jīng)濟(jì)推動(dòng)可持續(xù)發(fā)展,表明循環(huán)經(jīng)濟(jì)的重中之重的地位。高耗能產(chǎn)業(yè)是典型的“三高”產(chǎn)業(yè),與循環(huán)經(jīng)濟(jì)的“3R”觀念背道而馳,因此,發(fā)展循環(huán)經(jīng)濟(jì)的首要任務(wù)是發(fā)展高耗能產(chǎn)業(yè)群的循環(huán)經(jīng)濟(jì)。 高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同的模型的構(gòu)建并使用建模工具將模型合理化、可操作化有利于高耗能產(chǎn)業(yè)從微觀層面切實(shí)可行的實(shí)行高耗能產(chǎn)業(yè)群循環(huán)經(jīng)濟(jì)建設(shè),提高資源的循環(huán)利用效率,實(shí)現(xiàn)廢棄物“變廢為寶”,促進(jìn)高耗能產(chǎn)業(yè)群的可持續(xù)發(fā)展。 高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同模型的構(gòu)建涉及到建模方法、建模內(nèi)容、建模體系等具象化的問(wèn)題,并且需要合理的工作將理論模型轉(zhuǎn)化為可具體實(shí)施的現(xiàn)實(shí)模型。因此,高耗能產(chǎn)業(yè)供應(yīng)鏈協(xié)同模型的構(gòu)建需要深入的探究構(gòu)建高耗能產(chǎn)業(yè)供應(yīng)鏈協(xié)同模型方法、模型建立的內(nèi)容和建模體系,并且合理的比較相關(guān)的建模工具,識(shí)別和分析出適合高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同模型的一種,高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同建模的重點(diǎn)。 本文以構(gòu)建高耗能產(chǎn)業(yè)群協(xié)同供應(yīng)鏈模型并將此理論模型轉(zhuǎn)化為現(xiàn)實(shí)模型為研究目的。從發(fā)展高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同的研究背景出發(fā),闡述了構(gòu)建高耗能供應(yīng)鏈協(xié)同模型的目的和意義;其次,綜合運(yùn)用供應(yīng)鏈管理理論、管理協(xié)同論以及借鑒前人研究成果,識(shí)別參與到高耗能產(chǎn)業(yè)協(xié)同建設(shè)中去的企業(yè)群,分析高耗能產(chǎn)業(yè)群供應(yīng)鏈建模的內(nèi)容和方法,并據(jù)此提出高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同建模的目標(biāo)、運(yùn)營(yíng)模式、運(yùn)作流程和運(yùn)作協(xié)同機(jī)制,然后在建模內(nèi)容和方法的指導(dǎo)下,配合建模目標(biāo)、運(yùn)營(yíng)模式、運(yùn)作流程和運(yùn)作協(xié)同機(jī)制,構(gòu)建出高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同模型,并進(jìn)一步使用比較分析得出的,適用于供應(yīng)鏈協(xié)同的建模工具—Petri網(wǎng),將高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同模型轉(zhuǎn)化為具有可操作性的高耗能產(chǎn)業(yè)群供應(yīng)鏈協(xié)同Petri模型;最后通過(guò)運(yùn)用該模型對(duì)西寧經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)進(jìn)行分析和建模,驗(yàn)證了模型的可行性與合理性。
[Abstract]:In January 2013, the State Council issued the Development Strategy of Circular economy and its Action Plan in the near future. During the two sessions, the State Council once again proposed to vigorously develop circular economy in order to promote sustainable development, which shows the most important position of circular economy. High energy consumption industry is a typical "three high" industry, which runs counter to the "3R" concept of circular economy. Therefore, the first task of developing circular economy is to develop circular economy of high energy consuming industry group. The construction of supply chain coordination model of high energy consuming industry cluster and the rationalization of the model by using modeling tools can help the high energy consuming industry to carry out the circular economy construction of high energy consuming industry cluster from the micro level. The recycling efficiency of resources can be improved, the waste can be changed into treasure, and the sustainable development of high energy consuming industry group will be promoted. The construction of supply chain collaborative model of high energy consuming industry cluster involves the concrete problems such as modeling method, modeling content, modeling system and so on, and needs reasonable work to transform the theoretical model into a practical model that can be concretely implemented. Therefore, the construction of cooperative model of high energy consuming industry supply chain needs to deeply explore the method, content and modeling system of constructing collaborative model of high energy consuming industry supply chain, and reasonably compare the relevant modeling tools. A kind of supply chain coordination model suitable for high energy consuming industry cluster is identified and analyzed, and the key point of supply chain coordination modeling in high energy consuming industry cluster is discussed. The purpose of this paper is to construct the cooperative supply chain model of high energy consuming industry cluster and to transform the theoretical model into a real model. Based on the research background of developing supply chain coordination of high energy consuming industry cluster, the purpose and significance of constructing high energy consumption supply chain coordination model are expounded. Secondly, the theory of supply chain management, management synergy theory and previous research results are comprehensively used for reference. This paper identifies the enterprises involved in the cooperative construction of high energy consuming industries, analyzes the contents and methods of the supply chain modeling of the high energy consuming industry cluster, and puts forward the goal and operation mode of the supply chain collaborative modeling for the high energy consuming industry clusters. Then under the guidance of modeling contents and methods, the supply chain coordination model of high energy consuming industry cluster is constructed with the objectives of modeling, operation mode, operation process and operation coordination mechanism of operation process and operation cooperation mechanism, and then, under the guidance of modeling content and method, the supply chain coordination model of high energy consuming industry cluster is constructed. Furthermore, by using Petri net, a modeling tool for supply chain collaboration, which is suitable for supply chain cooperation, the cooperative model of supply chain of high energy consuming industry cluster is transformed into an operable collaborative Petri model of supply chain for high energy consuming industry cluster. Finally, the feasibility and rationality of the model are verified by using the model to analyze and model Xining Economic and technological Development Zone.
