【摘要】："十三五"期間,必須高度重視三大國情約束條件:"半壁壓強(qiáng)型"的巨大能源、環(huán)境、空間壓力約束;"中等收入陷阱"歷史性考驗(yàn)階段的到來;最大發(fā)展中國家彌合二元經(jīng)濟(jì)走向"共富"過程的嚴(yán)峻現(xiàn)實(shí)挑戰(zhàn)。解除供給抑制、放松供給約束是提高我國經(jīng)濟(jì)潛在增長率、變微觀潛力為發(fā)展活力的關(guān)鍵所在。建議優(yōu)化供給側(cè)環(huán)境與機(jī)制,立即調(diào)整人口政策,積極審慎推動(dòng)土地制度改革,全面實(shí)施金融改革,切實(shí)以改革為企業(yè)經(jīng)營創(chuàng)業(yè)活動(dòng)"松綁"、"減負(fù)",大力實(shí)施教育改革和創(chuàng)新驅(qū)動(dòng)戰(zhàn)略,釋放潛力托舉經(jīng)濟(jì)質(zhì)量"升級(jí)"式增長。
[Abstract]:During the 13th Five-Year Plan period, we must attach great importance to three national conditions: the huge energy, environment and space pressure constraints of "half wall pressure", the arrival of the historical test stage of "middle income trap"; The largest developing countries are facing serious practical challenges in bridging the dual economy towards common prosperity. It is the key to improve the potential growth rate of our economy and turn the micro potential into the development vigor. It is recommended that the supply-side environment and mechanism be optimized, the population policy be adjusted immediately, the land system reform be actively and prudently promoted, and the financial reform be implemented in an all-round manner. We should take reform as an effective way to "liberalize" and "reduce the burden" of enterprises' entrepreneurial activities, vigorously implement the strategy of education reform and innovation-driven, and release the potential to support the "upgrading" of economic quality.
