【摘要】：科技創(chuàng)新平臺(tái)是由一系列科技創(chuàng)新資源所組成的系統(tǒng),通過資源的整合增效及共享,旨在為科技創(chuàng)新活動(dòng)提供持續(xù)而有力的支撐。科技創(chuàng)新平臺(tái)建設(shè)是國(guó)家和區(qū)域創(chuàng)新體系的重要組成部分,是增強(qiáng)自主創(chuàng)新能力的必要途徑�！笆晃濉币詠�,國(guó)家及各地方政府建設(shè)了一大批不同級(jí)別、不同類型的科技創(chuàng)新平臺(tái)。但同時(shí),科技創(chuàng)新平臺(tái)的大量建設(shè)也暴露出許多問題,平臺(tái)建設(shè)缺乏系統(tǒng)性以及平臺(tái)之間缺乏協(xié)作都是其中比較突出的問題�；谏鲜霰尘�,本文對(duì)福建省科技創(chuàng)新平臺(tái)資源集成進(jìn)行研究,旨在掌握福建省科技創(chuàng)新平臺(tái)建設(shè)現(xiàn)狀,揭示科技創(chuàng)新平臺(tái)建設(shè)存在的問題,并運(yùn)用管理學(xué)及集成管理相關(guān)理論,提出促進(jìn)福建省科技創(chuàng)新平臺(tái)資源集成的對(duì)策建議,最終目的是促進(jìn)福建省區(qū)域科技進(jìn)步。本文研究?jī)?nèi)容包括四個(gè)部分：第一部分主要闡述科技創(chuàng)新平臺(tái)資源集成的基本理論,為后續(xù)研究提供理論基礎(chǔ)。第二部分借鑒了國(guó)內(nèi)外科技創(chuàng)新平臺(tái)建設(shè)和資源集成的實(shí)踐經(jīng)驗(yàn)。第三部分分析了福建省科技創(chuàng)新平臺(tái)建設(shè)的現(xiàn)狀,包括：首先,分析福建省科技創(chuàng)新的基本狀況,為分析科技創(chuàng)新平臺(tái)建設(shè)提供基本背景；其次,分析福建省科技創(chuàng)新平臺(tái)建設(shè)的基本狀況；最后,揭示福建省科技創(chuàng)新平臺(tái)建設(shè)存在的主要問題。第四部分提出了福建省科技創(chuàng)新平臺(tái)資源集成的對(duì)策建議。首先,提出構(gòu)建科技創(chuàng)新平臺(tái)資源集成組織模式,包括構(gòu)建研發(fā)平臺(tái)虛擬團(tuán)隊(duì)、服務(wù)平臺(tái)合作網(wǎng)絡(luò)、研發(fā)平臺(tái)與服務(wù)平臺(tái)的聯(lián)動(dòng)體系以及相應(yīng)的管理機(jī)構(gòu)；其次,從提高平臺(tái)綜合質(zhì)量、縮小平臺(tái)間心理距離以及完善資源集成環(huán)境等方面,提出了促進(jìn)科技創(chuàng)新平臺(tái)資源集成的措施。本文的研究成果,將有利于改變福建省科技創(chuàng)新平臺(tái)的分散局面,消除創(chuàng)新“孤島”現(xiàn)象,促進(jìn)科技創(chuàng)新資源的合理分配和高效利用,從而最終實(shí)現(xiàn)福建省區(qū)域科技創(chuàng)新能力的提升。
[Abstract]:Science and technology innovation platform is a system composed of a series of scientific and technological innovation resources. Through the integration and sharing of resources, it aims to provide continuous and powerful support for science and technology innovation activities. The construction of sci-tech innovation platform is an important part of national and regional innovation system and a necessary way to enhance independent innovation ability. Since the 11th Five-Year Plan, the state and local governments have built a large number of different levels and types of scientific and technological innovation platforms. But at the same time, a large number of scientific and technological innovation platform construction also exposed a lot of problems, platform construction lack of systematization and lack of collaboration between the platform are the more prominent problems. Based on the above background, this paper studies the resource integration of scientific and technological innovation platform in Fujian Province, in order to grasp the current situation of the construction of scientific and technological innovation platform in Fujian Province, and to reveal the problems existing in the construction of scientific and technological innovation platform. Based on the theory of management and integrated management, this paper puts forward the countermeasures and suggestions to promote the integration of science and technology innovation platform resources in Fujian Province, with the ultimate aim of promoting the progress of regional science and technology in Fujian Province. The content of this paper includes four parts: the first part mainly expounds the basic theory of resource integration of sci-tech innovation platform, which provides the theoretical basis for further research. The second part draws lessons from the domestic and foreign scientific and technological innovation platform construction and resource integration practice experience. The third part analyzes the current situation of scientific and technological innovation platform construction in Fujian Province, including: firstly, the basic status of science and technology innovation in Fujian Province, to provide a basic background for the analysis of science and technology innovation platform construction; secondly, This paper analyzes the basic situation of the construction of scientific and technological innovation platform in Fujian Province, and finally, reveals the main problems existing in the construction of scientific and technological innovation platform in Fujian Province. The fourth part puts forward the countermeasures and suggestions of the resource integration of science and technology innovation platform in Fujian Province. First of all, it puts forward the organizational model of resource integration of scientific and technological innovation platform, including the virtual team of R & D platform, the cooperative network of service platform, the linkage system of R & D platform and service platform, and the corresponding management organization. From the aspects of improving the comprehensive quality of the platform, reducing the psychological distance between the platforms and perfecting the environment of resource integration, the paper puts forward some measures to promote the integration of the scientific and technological innovation platform resources. The research results of this paper will help to change the scattered situation of scientific and technological innovation platform in Fujian Province, eliminate the phenomenon of "isolated island" of innovation, and promote the rational allocation and efficient utilization of scientific and technological innovation resources. So that the ultimate realization of Fujian Province regional scientific and technological innovation capacity.
