基于熵值法的我國(guó)區(qū)域創(chuàng)新能力評(píng)價(jià)研究

【摘要】:隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化進(jìn)程的不斷加快,以及國(guó)家對(duì)區(qū)域創(chuàng)新的戰(zhàn)略性導(dǎo)向支持,區(qū)域創(chuàng)新能力已經(jīng)成為區(qū)域競(jìng)爭(zhēng)力的核心。 在評(píng)述國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,確立了區(qū)域創(chuàng)新能力評(píng)價(jià)的目的、對(duì)象、主體與方法,并從熵值法的特點(diǎn)和應(yīng)用范圍兩個(gè)角度,定性地論述了熵值法在區(qū)域創(chuàng)新能力評(píng)價(jià)領(lǐng)域的應(yīng)用可行性。結(jié)合熵值法自身的特點(diǎn)和原理,優(yōu)選了適用于熵值法的無(wú)量綱化方法。 基于熵值法和區(qū)域創(chuàng)新的獨(dú)特性,確立了區(qū)域創(chuàng)新能力評(píng)價(jià)指標(biāo)構(gòu)建的原則、思路與內(nèi)容,從區(qū)域創(chuàng)新投入能力、區(qū)域創(chuàng)新產(chǎn)出能力、區(qū)域創(chuàng)新配置能力和區(qū)域創(chuàng)新支撐能力4個(gè)維度建立了評(píng)價(jià)指標(biāo)體系,,以我國(guó)31個(gè)省、直轄市、自治區(qū)為研究對(duì)象,分別運(yùn)用熵值法和因子分析法對(duì)數(shù)據(jù)進(jìn)行處理,得出了我國(guó)區(qū)域創(chuàng)新能力的評(píng)價(jià)結(jié)果,包括各指標(biāo)的權(quán)重、各地區(qū)的綜合得分與排名,并通過(guò)對(duì)兩種評(píng)價(jià)方法的結(jié)果進(jìn)行比對(duì),定性的論證了熵值法在區(qū)域創(chuàng)新能力評(píng)價(jià)中應(yīng)用的合理性。 通過(guò)得出的數(shù)據(jù)結(jié)果,從熵值法確定的權(quán)重、各地區(qū)情況綜合比對(duì)以及東、中、西部整體情況比對(duì)3個(gè)方面,對(duì)我國(guó)的區(qū)域創(chuàng)新能力情況進(jìn)行了分析,并針對(duì)分析結(jié)果提出了對(duì)策建議。 本文的創(chuàng)新之處在于將熵值法科學(xué)地引入了區(qū)域創(chuàng)新能力評(píng)價(jià)領(lǐng)域,同時(shí),優(yōu)選了適用于熵值法的無(wú)量綱化方法,并在此基礎(chǔ)上,對(duì)我國(guó)的31個(gè)地區(qū)進(jìn)行了全面的區(qū)域創(chuàng)新能力評(píng)價(jià)分析。
[Abstract]:With the accelerating process of economic globalization and regional economic integration, and the strategic support of the state to regional innovation, regional innovation ability has become the core of regional competitiveness. On the basis of reviewing the present research situation at home and abroad, the purpose, object, subject and method of regional innovation ability evaluation are established, and the characteristics and application scope of entropy method are discussed. The feasibility of applying entropy method in the field of regional innovation ability evaluation is discussed qualitatively. According to the characteristic and principle of entropy value method, the dimensionless method which is suitable for entropy value method is selected. Based on the entropy method and the uniqueness of regional innovation, this paper establishes the principles, ideas and contents of the evaluation index of regional innovation ability, including regional innovation input ability and regional innovation output ability. The evaluation index system is established in the four dimensions of regional innovation allocation ability and regional innovation support ability. Taking 31 provinces, municipalities and autonomous regions as research objects, the data are processed by entropy method and factor analysis method respectively. The evaluation results of regional innovation ability in China are obtained, including the weight of each index, the comprehensive score and rank of each region, and the comparison of the results of the two evaluation methods. The rationality of the application of entropy method in the evaluation of regional innovation ability is demonstrated qualitatively. Through the result of the data, the paper analyzes the regional innovation ability of our country from three aspects: the weight determined by the entropy method, the comprehensive comparison of the regional conditions and the overall situation comparison between the east, the middle and the west. The countermeasures and suggestions are put forward in view of the results of the analysis. The innovation of this paper lies in the scientific introduction of entropy value method into the field of evaluation of regional innovation ability. At the same time, the dimensionless method suitable for entropy value method is selected, and on this basis, This paper analyzes the regional innovation ability of 31 regions in China.
