【摘要】：從產(chǎn)業(yè)政策評(píng)價(jià)的角度,在廓清產(chǎn)能過(guò)剩本質(zhì)與分類(lèi)的基礎(chǔ)上,通過(guò)研究主要國(guó)家產(chǎn)能利用率與經(jīng)濟(jì)增長(zhǎng)率之間橫向與縱向的一般規(guī)律,提出并剖析我國(guó)的"二率剪刀差"現(xiàn)象與成因,進(jìn)而得出"我國(guó)產(chǎn)能過(guò)剩的根本成因是非市場(chǎng)因素"的基本結(jié)論。解決產(chǎn)能過(guò)�？刹扇�"二率協(xié)調(diào)"三步走戰(zhàn)略,即短期轉(zhuǎn)變70%產(chǎn)能利用率/8%經(jīng)濟(jì)增長(zhǎng)率組合;中期達(dá)到75%產(chǎn)能利用率/7%經(jīng)濟(jì)增長(zhǎng)率組合;長(zhǎng)期實(shí)現(xiàn)80%產(chǎn)能利用率/5%經(jīng)濟(jì)增長(zhǎng)率組合。在產(chǎn)業(yè)政策和改革方面,產(chǎn)業(yè)政策應(yīng)讓位于競(jìng)爭(zhēng)政策,針對(duì)不同行業(yè)分別采取"簡(jiǎn)政放權(quán)、放松規(guī)制、改進(jìn)規(guī)制"的"十二字方針"改革思路。
[Abstract]:From the perspective of industrial policy evaluation, on the basis of clarifying the nature and classification of overcapacity, the paper studies the horizontal and vertical general laws between the utilization ratio of capacity and economic growth rate in major countries. This paper puts forward and analyzes the phenomenon and causes of "two-rate scissors difference" in China, and then draws the basic conclusion that "the fundamental cause of overcapacity in China is non-market factor". To solve overcapacity, we can adopt "two rate coordination" three-step strategy, that is, short-term transformation of 70% productivity utilization ratio / 8% economic growth rate portfolio, medium term production capacity utilization ratio of 75% / 7% economic growth rate portfolio; Long-term achievement of 80% capacity utilization ratio and 5% economic growth rate. In the aspect of industrial policy and reform, the industrial policy should give way to competition policy, and take the "12-character policy" reform thought of "simplify government power, relax regulation and improve regulation" in view of different industries.
