【摘要】：有關影響經(jīng)濟增長因素的研究一直以來是國內(nèi)外經(jīng)濟學家們積極探索的領域。研究表明,一個國家或地區(qū)的經(jīng)濟增長不僅有賴于這個地區(qū)的物質(zhì)資本投資,而且還會受到人力資本投資的影響,在知識經(jīng)濟時代,后者的影響會更深遠。所以,一個國家或地區(qū)若要通過集約型的經(jīng)濟增長模式實現(xiàn)該地區(qū)的持續(xù)發(fā)展,就必須強調(diào)人力資本的有效投資與合理利用。那么,地處青藏高原的安多藏區(qū),其人力資本狀況如何?人力資本投資對其經(jīng)濟增長是否有影響?貢獻有多大?人力資本投資是否真正推動了該地區(qū)的經(jīng)濟增長?這些問題到目前為止還未曾有人研究。因此,本文從安多藏區(qū)的實際出發(fā),借助于相關年鑒及當?shù)亟y(tǒng)計資料,分析了安多藏區(qū)的經(jīng)濟增長水平,從教育、在職培訓、衛(wèi)生保健和勞動力遷移等四個方面考察和分析了安多藏區(qū)34個樣本縣及縣級市人力資本投資的現(xiàn)狀,并以青海為例,搜集和整理了1990-2011共22年的樣本數(shù)據(jù),運用Eviews統(tǒng)計軟件,以改進了的柯布—道格拉斯函數(shù)進行了實證研究。研究結(jié)果顯示,在安多藏區(qū)22年的經(jīng)濟增長過程中,物質(zhì)資本投資對經(jīng)濟增長的影響遠遠大于人力資本投資對經(jīng)濟增長的影響,安多藏區(qū)人力資本投資對該地區(qū)經(jīng)濟增長雖然發(fā)揮了積極作用,但其影響并不顯著。據(jù)此,文章最后分析了導致安多藏區(qū)人力資本投資對經(jīng)濟增長影響不顯著的原因,并提出了以人力資本推動安多藏區(qū)經(jīng)濟持續(xù)增長的對策建議。
[Abstract]:The research on the factors affecting economic growth has been an active field for economists at home and abroad. The study shows that the economic growth of a country or region depends not only on the investment in material capital in this region, but also by the investment of human capital. In the era of knowledge economy, the latter will be more far-reaching. In order to realize the sustainable development of the region by intensive economic growth mode, it is necessary to emphasize the effective investment and rational use of human capital. Then, how is the human capital situation in the Tibetan Plateau of the Qinghai Tibet plateau? How does human capital investment have an impact on its economic growth? How much manpower is contributed to it? Does capital investment really promote economic growth in this region? These problems have not been studied so far. Therefore, this paper analyzes the economic growth level in Ando Tibetan area from the reality of Ando Tibetan area, with the help of relevant yearbooks and local statistical data, from education, in-service training, health care and labor migration, and so on. Four The present situation of human capital investment in 34 sample counties and county-level cities in Ando Tibetan area was investigated and analyzed. Taking Qinghai as an example, the sample data of 1990-2011 for 22 years was collected and arranged. The improved Kolk Bbu Douglas function was studied by using the statistical software of Eviews. The results showed that the economy of 22 years in the Tibetan area was 22 years. In the process of growth, the impact of material capital investment on economic growth is far greater than the impact of human capital investment on economic growth. Although human capital investment in Ando Tibetan area has played an active role in the economic growth of the region, its impact is not significant. The reasons for this effect are not obvious, and puts forward some countermeasures and suggestions to promote sustainable economic growth in Ando Tibetan area with human capital.
