【摘要】：2009年下半年，寧波啟動(dòng)衛(wèi)星城建設(shè)，慈城鎮(zhèn)被列入第一批衛(wèi)星城。產(chǎn)業(yè)發(fā)展是衛(wèi)星城建設(shè)的關(guān)鍵支撐，產(chǎn)業(yè)集群的建設(shè)對(duì)慈城衛(wèi)星城的經(jīng)濟(jì)和社會(huì)發(fā)展有著巨大的推動(dòng)作用。 在現(xiàn)有的文獻(xiàn)中，關(guān)于產(chǎn)業(yè)集群和衛(wèi)星城建設(shè)的研究國內(nèi)外均涉獵較多，但是針對(duì)衛(wèi)星城產(chǎn)業(yè)集群研究的文獻(xiàn)不多。本文對(duì)國內(nèi)外產(chǎn)業(yè)集群和衛(wèi)星城的相關(guān)理論進(jìn)行整理，結(jié)合慈城產(chǎn)業(yè)實(shí)際，對(duì)慈城衛(wèi)星城產(chǎn)業(yè)集群發(fā)展進(jìn)行SWOT分析，得出慈城衛(wèi)星城具有距離中心城區(qū)近、文化底蘊(yùn)深厚、龍頭企業(yè)首位度較高、商務(wù)成本低、寧波（江北）高新技術(shù)產(chǎn)業(yè)園區(qū)啟動(dòng)開發(fā)帶來的發(fā)展空間優(yōu)勢(shì)等內(nèi)部優(yōu)勢(shì)；但是也存在一企獨(dú)大，產(chǎn)業(yè)單一、產(chǎn)業(yè)集聚區(qū)域尚未成型、都市型農(nóng)業(yè)產(chǎn)業(yè)尚未發(fā)育、交通的引導(dǎo)效應(yīng)不強(qiáng)，配套落后等外部劣勢(shì)；此外，，慈城鎮(zhèn)面臨長三角地區(qū)規(guī)劃實(shí)施、杭州灣交通大發(fā)展、浙江省新一輪發(fā)展和寧波市衛(wèi)星城建設(shè)、江北區(qū)實(shí)施“兩江戰(zhàn)略”、“三區(qū)三城”等機(jī)遇；同樣也存在慈城與周邊衛(wèi)星城和其他區(qū)域產(chǎn)業(yè)同構(gòu)的競(jìng)爭(zhēng)和慈城古鎮(zhèn)開發(fā)與保護(hù)矛盾的問題。根據(jù)上述分析，得出慈城衛(wèi)星城產(chǎn)業(yè)發(fā)展的策略選擇：在把握機(jī)遇方面要乘勢(shì)發(fā)展，在應(yīng)對(duì)競(jìng)爭(zhēng)方面要錯(cuò)位發(fā)展，在發(fā)揮優(yōu)勢(shì)方面要重點(diǎn)突破，在規(guī)避劣勢(shì)方面要彰顯特色。 最后，根據(jù)慈城衛(wèi)星城產(chǎn)業(yè)發(fā)展背景、功能定位、產(chǎn)業(yè)發(fā)展原則和產(chǎn)業(yè)發(fā)展導(dǎo)向的分析，按照發(fā)展的側(cè)重點(diǎn)的不同，將慈城衛(wèi)星城產(chǎn)業(yè)分為三類：提升產(chǎn)業(yè)、承接產(chǎn)業(yè)和培育產(chǎn)業(yè)等，提出慈城衛(wèi)星城建設(shè)中應(yīng)該重點(diǎn)強(qiáng)化產(chǎn)業(yè)發(fā)展，特別是依托現(xiàn)有優(yōu)勢(shì)，打造優(yōu)勢(shì)的產(chǎn)業(yè)集群，突出產(chǎn)業(yè)集群的體制、機(jī)制建設(shè)，強(qiáng)化政府在產(chǎn)業(yè)集群建設(shè)中的導(dǎo)向作用等結(jié)論。
[Abstract]:In the second half of 2009, Ningbo started the construction of satellite city, Cicheng was listed as the first batch of satellite cities. Industrial development is the key support of satellite city construction, and the construction of industrial cluster plays a great role in promoting the economic and social development of Cicheng satellite city. In the existing literature, there are many researches on industrial cluster and satellite city construction at home and abroad, but there are few documents on satellite city industrial cluster research. In this paper, the related theories of industry cluster and satellite city at home and abroad are sorted out, and the development of industry cluster of Cicheng satellite city is analyzed by SWOT combined with the reality of Cicheng industry. It is concluded that Cicheng satellite city is close to the central city area and has profound cultural background. Leading enterprises have a high degree of primacy, low business costs, and internal advantages such as the development space advantages brought about by the start-up and development of a high-tech industrial park in Ningbo (Jiangbei), but there is also a dominant enterprise, a single industry, and an industrial agglomeration area that has not yet been formed. The urban agricultural industry has not yet developed, the guiding effect of traffic is not strong, and the supporting facilities are backward. In addition, Cicheng is faced with the implementation of planning in the Yangtze River Delta region, the great development of traffic in Hangzhou Bay, the new round of development in Zhejiang Province and the construction of the satellite city of Ningbo. The implementation of the "two Rivers Strategy" and "three districts and three cities" in Jiangbei District, as well as the competition between Cicheng and surrounding satellite cities and other regional industries, and the contradiction between the development and protection of ancient towns in Cicheng. According to the above analysis, it is concluded that Cicheng Satellite City should take advantage of the opportunity to develop, displace development in dealing with competition, give play to its advantages, and highlight its characteristics in circumventing inferiority. Finally, according to the analysis of the industry development background, function orientation, industrial development principle and industry development direction, according to the different emphases of development, Cicheng satellite city industry is divided into three types: promotion industry. To undertake and cultivate industries, it is proposed that the construction of Cicheng Satellite City should focus on the strengthening of industrial development, especially the building of industrial clusters relying on existing advantages, and highlighting the system and mechanism construction of industrial clusters. Strengthen the guiding role of government in the construction of industrial clusters and other conclusions.
