【摘要】：隨著全球經(jīng)濟一體化和地區(qū)經(jīng)濟集團化進程的加快,產(chǎn)品和企業(yè)之間的競爭已逐漸演變?yōu)閰^(qū)域和國家之間的競爭。如何提高區(qū)域競爭力,推動地區(qū)和國家經(jīng)濟的迅速增長,已經(jīng)被提上各級政府的議事日程。因此提高區(qū)域競爭力是21世紀對區(qū)域經(jīng)濟發(fā)展提出的一個十分重要的要求,也是我國加快小康社會建設(shè)步伐所面臨的一個嶄新課題。對外開放的進一步深化,不僅意味著中國各個區(qū)域有機會參與全球競爭、分享全球市場,還意味著中國區(qū)域經(jīng)濟發(fā)展將面對來自世界的全方位挑戰(zhàn),當然更意味著中國各個地區(qū)間業(yè)已存在的資源、市場等方面的競爭將更趨激烈。面對共同的機遇和挑戰(zhàn),我國各級政府需要了解全球化時代背景下決定和影響區(qū)域間競爭和發(fā)展的關(guān)鍵,需要弄清自身的地位和處境、優(yōu)勢和不足,把握競爭致勝的謀略。區(qū)域競爭力是一個綜合性的概念,內(nèi)容復(fù)雜,影響因素眾多,本文從核心競爭力、基礎(chǔ)競爭力、環(huán)境競爭力三大模塊出發(fā),認為包括經(jīng)濟實力、產(chǎn)業(yè)、企業(yè)能力、基礎(chǔ)設(shè)施、人力資本與科技創(chuàng)新、區(qū)域管理、對外開放、生態(tài)環(huán)境八大因素。這些因素相互作用、相互制約,構(gòu)成一個具有自身結(jié)構(gòu)、功能、運行機制的喀什區(qū)域競爭力系統(tǒng)。 本文的基本框架是：本文對區(qū)域競爭力相關(guān)文獻及資料進行收集整理、相關(guān)概念和理論進行闡述,以及在對喀什地區(qū)經(jīng)濟社會運行現(xiàn)狀的基礎(chǔ)上,通過建立相應(yīng)的模型和指標體系,運用主成分分析方法對喀什地區(qū)的區(qū)域競爭力進行實證分析,分析出喀什地區(qū)在經(jīng)濟發(fā)展過程中區(qū)域競爭力的優(yōu)勢和劣勢,最后提出提高喀什區(qū)域競爭力的對策建議。
[Abstract]:With the acceleration of the process of global economic integration and regional economic collectivization, the competition between products and enterprises has gradually evolved into regional and national competition. How to improve regional competitiveness and promote the rapid growth of regional and national economy has been put on the agenda of governments at all levels. Therefore, improving regional competitiveness is a very important requirement for the development of regional economy in the 21st century. It is also a new task that our country faces in speeding up the construction of a well-off society. The further deepening of the opening to the outside world not only means that China's various regions have the opportunity to participate in global competition and share the global market, but also that China's regional economic development will face all-round challenges from the world. Of course, it also means that the competition between different regions of China will be more intense in resources, markets and so on. In the face of common opportunities and challenges, Chinese governments at all levels need to understand the key to decide and influence interregional competition and development under the background of globalization, to make clear their position and situation, their advantages and disadvantages, and to grasp the strategy of winning by competition. Regional competitiveness is a comprehensive concept with complex content and numerous influencing factors. This paper starts from the three modules of core competitiveness, basic competitiveness and environmental competitiveness, which includes economic strength, industry, enterprise capability, infrastructure, etc. Human capital and scientific and technological innovation, regional management, opening to the outside world, ecological environment eight major factors. These factors interact and restrict each other to form a Kashi regional competitiveness system with its own structure, function and operation mechanism. The basic framework of this paper is: this paper collects and collates the relevant documents and materials of regional competitiveness, expounds the relevant concepts and theories, and on the basis of the current economic and social operation in Kashgar region, By establishing corresponding model and index system, using principal component analysis (PCA) method to analyze the regional competitiveness of Kashi region, the advantages and disadvantages of the regional competitiveness in Kashi area in the process of economic development are analyzed. Finally, the countermeasures and suggestions to improve the regional competitiveness of Kashi are put forward.
