【摘要】：改革開放以來，我國經(jīng)濟(jì)高速發(fā)展，工業(yè)化進(jìn)程不斷加快，第三產(chǎn)業(yè)所占國民生產(chǎn)總值比重逐年上升，第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)水平對(duì)于第三產(chǎn)業(yè)乃至整體經(jīng)濟(jì)增長將有越來越重要的影響作用。在“十一五”期間，由于云南省經(jīng)濟(jì)發(fā)展迅速以及政府政策上的扶持，，使云南省第三產(chǎn)業(yè)生產(chǎn)總值有了較大的提高，但與發(fā)達(dá)城市相比，云南省第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)較為落后。 本文將發(fā)達(dá)國家與我國三次產(chǎn)業(yè)結(jié)構(gòu)以及第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)變動(dòng)路徑進(jìn)行分析及比較，揭示第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)合理化和高級(jí)化的發(fā)展規(guī)律。同時(shí)，通過對(duì)云南省第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)演變路徑及其優(yōu)化水平進(jìn)行分析，找出云南省第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)演變發(fā)展中存在的問題，提出促進(jìn)云南省第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)發(fā)展及優(yōu)化的政策建議。 在實(shí)證分析中，運(yùn)用統(tǒng)計(jì)手段，通過影響云南省第三產(chǎn)業(yè)發(fā)展的各因素與第三產(chǎn)業(yè)各行業(yè)占地區(qū)生產(chǎn)總值比重的相關(guān)關(guān)系，建立回歸模型。以云南省“十二五”規(guī)劃的相關(guān)既定目標(biāo)為參考值，代入回歸方程，對(duì)“十二五”期間云南省第三產(chǎn)業(yè)內(nèi)部各行業(yè)的發(fā)展速度進(jìn)行預(yù)測(cè)。按照第三產(chǎn)業(yè)各行業(yè)發(fā)展的輕重緩急，提出在“十二五”期間云南省第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)優(yōu)化的目標(biāo)，保證其他服務(wù)業(yè)（信息軟件業(yè)、旅游業(yè)、教育文化衛(wèi)生服務(wù)業(yè)等）在第三產(chǎn)業(yè)內(nèi)部最快的發(fā)展速度，然后依次是批發(fā)零售和餐飲業(yè)、交通運(yùn)輸和郵電倉儲(chǔ)業(yè)、金融保險(xiǎn)業(yè)、房地產(chǎn)業(yè)。指出云南省第三產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)優(yōu)化思路，構(gòu)建科學(xué)合理的產(chǎn)業(yè)布局，大力發(fā)展新興服務(wù)業(yè)，滿足社會(huì)服務(wù)總需求，構(gòu)建現(xiàn)代服務(wù)業(yè)新體系。最后，提出政策建議，要重點(diǎn)發(fā)展信息技術(shù)服務(wù)業(yè)，實(shí)現(xiàn)產(chǎn)業(yè)信息現(xiàn)代化；加快發(fā)展科教文衛(wèi)，提高居民生活質(zhì)量；提升批發(fā)、零售等商貿(mào)服務(wù)業(yè)整體水平，提高運(yùn)作效率；抓住“橋頭堡”戰(zhàn)略機(jī)遇，加快交通運(yùn)輸倉儲(chǔ)業(yè)的發(fā)展；進(jìn)一步深化金融改革，擴(kuò)大保險(xiǎn)領(lǐng)域，實(shí)現(xiàn)資金有效配置；全面推進(jìn)旅游業(yè)標(biāo)準(zhǔn)化體系的建立，提高服務(wù)質(zhì)量。
[Abstract]:Since the reform and opening up, China's economy has developed at a high speed, the industrialization process has been speeding up, and the proportion of the tertiary industry in the gross national product has increased year by year. The level of internal structure of tertiary industry will have more and more important effect on the growth of tertiary industry and even the whole economy. During the 11th Five-Year Plan period, due to the rapid economic development of Yunnan Province and the support of government policies, the tertiary industry GDP of Yunnan Province has been greatly improved, but compared with the developed cities, the internal structure of the tertiary industry in Yunnan Province is relatively backward. This paper analyzes and compares the third industrial structure and the internal structure of the tertiary industry between developed countries and China, and reveals the law of the rationalization and advanced development of the internal structure of the tertiary industry. At the same time, through the analysis of the evolution path and optimization level of the internal structure of the tertiary industry in Yunnan Province, the problems existing in the evolution and development of the internal structure of the tertiary industry in Yunnan Province are found out. This paper puts forward some policy suggestions to promote the development and optimization of the tertiary industry in Yunnan Province. In the empirical analysis, by means of statistics, the regression model is established through the correlation between the factors affecting the development of the tertiary industry in Yunnan and the proportion of the tertiary industry to the regional GDP. Taking the relevant target of the 12th Five-Year Plan of Yunnan Province as the reference value and substituting the regression equation, this paper forecasts the development speed of the tertiary industry in Yunnan Province during the 12th Five-Year Plan period. According to the priorities of the development of various industries in the tertiary industry, the paper puts forward the goal of optimizing the internal structure of the tertiary industry in Yunnan during the 12th Five-Year Plan to ensure other service industries (information software industry, tourism industry, Education, culture, health service and so on) the fastest development rate in the tertiary industry, followed by wholesale, retail, catering, transportation, post and telecommunications warehousing, finance and insurance, real estate. It is pointed out that the internal structure of the tertiary industry in Yunnan Province should be optimized, the scientific and reasonable industrial layout should be constructed, the emerging service industry should be developed vigorously to meet the total demand of social service, and a new system of modern service industry should be constructed. Finally, the paper puts forward some policy suggestions, such as developing information technology service industry, realizing the modernization of industry information, speeding up the development of science, education, culture and health, improving the quality of life of residents, raising the overall level of commercial and commercial service industry, such as wholesale, retail and so on, and improving the operational efficiency. Seize the strategic opportunity of "bridgehead", speed up the development of transportation and warehousing industry; further deepen the financial reform, expand the insurance field, realize the effective allocation of funds; comprehensively promote the establishment of tourism standardization system and improve service quality.
