【摘要】：廣西生態(tài)環(huán)境比較脆弱,環(huán)境承載能力有限,一旦生態(tài)被破壞,治理難度是相當(dāng)大的,廣西經(jīng)濟(jì)的發(fā)展需要在保障效益的前提下維持生態(tài)平衡。改革開(kāi)放以來(lái),廣西經(jīng)濟(jì)得到了可喜的發(fā)展,但是整體水平依舊比較落后,究其原因,還是由于工業(yè)的落后。廣西工業(yè)總量不高、結(jié)構(gòu)層次低、資源利用水平低下、產(chǎn)業(yè)競(jìng)爭(zhēng)力有限,經(jīng)濟(jì)增長(zhǎng)方式過(guò)于粗放等問(wèn)題亟需解決。 本文系統(tǒng)研究了關(guān)于新型工業(yè)化和經(jīng)濟(jì)發(fā)展的相關(guān)理論,分析了新型工業(yè)化和經(jīng)濟(jì)良性發(fā)展的相互滲透關(guān)系,在此過(guò)程中我們必須充分發(fā)揮信息化的推進(jìn)作用。結(jié)合廣西的硬性和軟性資源環(huán)境,認(rèn)為廣西經(jīng)濟(jì)走新型工業(yè)化道路已取得一定的成果,廣西較為重視資源利用和環(huán)境保護(hù),工業(yè)園區(qū)得到快速發(fā)展,制定出較為有效的制度約束；但是已有的工業(yè)化歷程對(duì)廣西的資源和環(huán)境造成了不可逆轉(zhuǎn)的破壞,同時(shí)產(chǎn)業(yè)結(jié)構(gòu)不良、科技含量低的問(wèn)題依舊比較突出。走新型工業(yè)化道路是解決這些問(wèn)題的必由之路。本文選取了廣西及一些有代表性的省份的數(shù)據(jù),通過(guò)計(jì)量分析得出廣西現(xiàn)在工業(yè)化發(fā)展的階段和狀況。廣西經(jīng)濟(jì)走新型工業(yè)化道路的重點(diǎn)是提高信息化水平,改善產(chǎn)業(yè)結(jié)構(gòu),提升企業(yè)競(jìng)爭(zhēng)力,而發(fā)展過(guò)程的難點(diǎn)是結(jié)合廣西經(jīng)濟(jì)的特殊性,突破廣西相關(guān)的制約因素。在此研究的基礎(chǔ)之上,有針對(duì)性的提出了廣西走新型工業(yè)化道路,促進(jìn)經(jīng)濟(jì)良性發(fā)展的策略：廣西需要充分發(fā)揮信息化的帶動(dòng)作用,正確處理人與環(huán)境的關(guān)系、提升人力資源質(zhì)量、完善金融體系、突破原有制度的束縛。
[Abstract]:Guangxi's ecological environment is relatively fragile and its carrying capacity is limited. Once the ecology is destroyed, it is very difficult to manage it. The development of Guangxi's economy needs to maintain the ecological balance under the premise of ensuring the benefit. Since the reform and opening up, Guangxi economy has got gratifying development, but the overall level is still relatively backward, the reason is the industrial backwardness. The problems such as low industrial volume, low structure level, low utilization level of resources, limited industrial competitiveness and excessive extensive economic growth need to be solved. This paper systematically studies the related theories of new industrialization and economic development, and analyzes the mutual penetration relationship between new industrialization and benign economic development. In this process, we must give full play to the role of informatization. Combined with the hard and soft resources environment of Guangxi, it is considered that Guangxi economy has achieved some results in taking the new industrialization road, Guangxi attaches more importance to the utilization of resources and environmental protection, and the industrial parks have developed rapidly. But the existing industrialization process has caused irreversible damage to the resources and environment of Guangxi, at the same time, the industrial structure is not good, and the problem of low science and technology content is still more prominent. To take the road of new industrialization is the only way to solve these problems. This paper selects the data of Guangxi and some representative provinces, and obtains the stage and status of Guangxi's industrialization development by econometric analysis. The key point of Guangxi economy is to improve the level of information, improve the industrial structure and enhance the competitiveness of enterprises. The difficulty in the development process is to break through the relevant restrictive factors of Guangxi in the light of the particularity of Guangxi economy. On the basis of this research, the paper puts forward the strategy of Guangxi to take the new industrialization road and promote the benign development of economy: Guangxi needs to give full play to the leading role of information technology, correctly handle the relationship between human beings and the environment, Improve the quality of human resources, improve the financial system, break through the constraints of the original system.
