【摘要】：非首都功能疏解是緩解首都"大城市病"的有效途徑,也是新常態(tài)下首都發(fā)展模式轉(zhuǎn)變的客觀要求,更是京津冀區(qū)域協(xié)同發(fā)展的戰(zhàn)略先導(dǎo)。通過產(chǎn)業(yè)轉(zhuǎn)移實現(xiàn)非首都經(jīng)濟(jì)功能的疏解應(yīng)作為非首都功能疏解的先行步驟。天津作為京津冀都市群重要的增長中心,與首都北京有著緊密的經(jīng)濟(jì)社會聯(lián)系,并具備了良好的產(chǎn)業(yè)發(fā)展條件,能夠承接非首都功能中的高端制造業(yè)和科技成果轉(zhuǎn)化型企業(yè)轉(zhuǎn)移。為推動京津產(chǎn)業(yè)對接,天津應(yīng)努力克服產(chǎn)業(yè)對接中可能產(chǎn)生的發(fā)展壓力、環(huán)境差異與利益沖突等困難,通過產(chǎn)業(yè)轉(zhuǎn)型升級、基礎(chǔ)設(shè)施一體化和體制機制創(chuàng)新等舉措,為京津產(chǎn)業(yè)對接創(chuàng)造良好條件,并通過京津產(chǎn)業(yè)對接促進(jìn)京津冀區(qū)域協(xié)同發(fā)展。
[Abstract]:The function of non-capital is an effective way to alleviate the "disease of big cities" in the capital. It is also the objective requirement of the transformation of the capital's development mode under the new normal, and the strategic guide of the coordinated development of the Beijing-Tianjin-Hebei region. Realization of non-capital economic function through industrial transfer should be regarded as the first step of non-capital economic function. As an important growth center of the Beijing-Tianjin-Hebei urban group, Tianjin has close economic and social ties with the capital, Beijing, and has favorable conditions for industrial development. Be able to undertake non-capital functions of high-end manufacturing and scientific and technological achievements in the transformation of enterprises transfer. In order to promote the industrial docking between Beijing and Tianjin, Tianjin should try its best to overcome such difficulties as development pressure, environmental differences and conflicts of interest that may arise in the process of industrial docking, and through measures such as industrial transformation and upgrading, infrastructure integration and institutional mechanism innovation, etc. To create favorable conditions for Beijing-Tianjin industrial docking and promote the coordinated development of Beijing-Tianjin-Hebei region through Beijing-Tianjin-Tianjin industrial docking.
