【摘要】：自從UNDP決定多國(guó)共同開(kāi)發(fā)圖們江區(qū)域以來(lái),琿春被我國(guó)政府批準(zhǔn)為首批沿邊開(kāi)放城市、中國(guó)唯一的“三區(qū)合一”的對(duì)外開(kāi)放窗口�，q春實(shí)施“大通道、大經(jīng)貿(mào)、大市場(chǎng)”三大戰(zhàn)略,加大對(duì)外開(kāi)放力度,先后開(kāi)通琿春(中)-波謝特(俄)-秋田(日)集裝箱定期航線、琿春-扎魯比諾(俄)-束草(韓)陸�？拓浂ㄆ诤骄�等多條國(guó)際通道,又開(kāi)通琿春-羅津進(jìn)入韓國(guó)和日本的國(guó)際通道,在招商引資、對(duì)外貿(mào)易以及跨境旅游等國(guó)際合作方面取得了史無(wú)前例的成就。 “大圖們江行動(dòng)計(jì)劃”的確定、《中國(guó)圖們江區(qū)域合作開(kāi)發(fā)規(guī)劃綱要——以長(zhǎng)吉圖為開(kāi)發(fā)開(kāi)放先導(dǎo)區(qū)》以及《關(guān)于中國(guó)圖們江區(qū)域(琿春)國(guó)際示范區(qū)的若干意見(jiàn)》的批復(fù),促使琿春在國(guó)際合作中取得了更好的成果。在招商引資方面,僅2012年9月就引進(jìn)了浦項(xiàng)和現(xiàn)代集團(tuán)10.2302億元；在邊境進(jìn)出口貿(mào)易方面,2011年實(shí)現(xiàn)67489.8萬(wàn)美元貿(mào)易額；在跨境旅游合作方面,2012年就接待海外游客54.16萬(wàn)人次,組織國(guó)內(nèi)游客961.26萬(wàn)人次跨境旅游,實(shí)現(xiàn)了旅游收入138.22億元。 然而,琿春市國(guó)際合作中在客觀上受區(qū)域冷戰(zhàn)遺毒的阻礙,還受區(qū)域以及周邊國(guó)家不同政治制度、經(jīng)濟(jì)體制的影響；在主觀上存在著經(jīng)濟(jì)總量不大,第三產(chǎn)業(yè)總量相對(duì)小；口岸配套服務(wù)不到位,對(duì)外貿(mào)易商品不夠合理等問(wèn)題的制約�，q春市跨境旅游合作也受到特色旅游資源開(kāi)發(fā)不足；旅游客源市場(chǎng)單一,客源市場(chǎng)較少,旅游時(shí)間的局限性十分突出等問(wèn)題的困擾。 今后,琿春應(yīng)努力構(gòu)筑以琿春為基點(diǎn)的國(guó)際國(guó)內(nèi)雙向流動(dòng)物流網(wǎng)絡(luò)；進(jìn)一步推進(jìn)體制創(chuàng)新,增強(qiáng)開(kāi)發(fā)開(kāi)放的活力；加強(qiáng)與合作方的協(xié)調(diào)。樹(shù)立“大旅游”發(fā)展理念,充分發(fā)揮地緣優(yōu)勢(shì)、通商口岸和國(guó)際通道的作用,做大做強(qiáng)旅游產(chǎn)業(yè)；積極引進(jìn)國(guó)內(nèi)和國(guó)有實(shí)力的私營(yíng)企業(yè),擴(kuò)大旅游產(chǎn)業(yè)的投資；創(chuàng)造條件努力開(kāi)發(fā)四季旅游,實(shí)現(xiàn)國(guó)際旅游的科學(xué)發(fā)展。在不久的未來(lái),琿春將發(fā)展成環(huán)日本海五國(guó)國(guó)際物流和旅游中轉(zhuǎn)站,連接中蒙東方大通道后,將發(fā)展成為新大陸橋陸海物流中轉(zhuǎn)集散中心,再現(xiàn)古代絲綢之路的輝煌。
[Abstract]:Since the decision of UNDP to jointly develop the Tumen River region, Hunchun has been approved by the Chinese government as the first batch of open cities along the border, and the only "three zones in one" opening window in China. Hunchun implemented the three major strategies of "big channel, big economy and trade, big market", increased its opening to the outside world, and successively opened the regular container routes in Hunchun (Central China-Bochet) (Russia-Akitian (Japan). Hunchun Zarubino (Russia), Shoucao (Republic of Korea), land, sea, passenger and cargo routes and other international channels, and Hunchun Rojin's international access to South Korea and Japan to attract investment. International cooperation in foreign trade and cross-border tourism has made unprecedented achievements. The confirmation of the "Great Tumen River Action Plan", the approval of the outline of China's Tumen River Regional Cooperative Development Program-taking Changji Tu as an Open Pioneer area, and the approval of "some opinions on the International demonstration Zone of China's Tumen River region (Hunchun)", Hunchun has achieved better results in international cooperation. In terms of attracting investment, Posco and Hyundai Group imported 1.02302 billion yuan in September 2012 alone; in border import and export trade, 674.898 million US dollars worth of trade in 2011; and in cross-border tourism cooperation, 541600 overseas tourists in 2012. Organized the domestic tourist 9.6126 million cross-border travel, realized the traveling income 13.822 billion Yuan. However, the international cooperation in Hunchun is objectively hindered by the legacy of the regional cold war, and also affected by different political systems and economic systems in the region and the neighboring countries. Port supporting services are not in place, foreign trade commodities are not reasonable and other problems. Hunchun cross-border tourism cooperation is also affected by the lack of development of characteristic tourism resources, the single tourist market, the less tourist market, the prominent limitations of tourism time, and so on. In the future, Hunchun should make great efforts to construct the international and domestic two-way mobile logistics network based on Hunchun; further promote the system innovation, strengthen the vitality of development and opening up; and strengthen the coordination with the partners. Set up the development idea of "big tourism", give full play to geographical advantages, trade ports and international channels, enlarge and strengthen the tourism industry, actively introduce the private enterprises of domestic and state-owned strength, expand the investment of tourism industry; To create conditions for the development of tourism in the four seasons and to realize the scientific development of international tourism. In the near future, Hunchun will develop into an international logistics and tourism transit station of the five countries around the Sea of Japan. After connecting the East Passage between China and Mongolia, Hunchun will develop into a new land and sea logistics transit and distribution center of the New Continental Bridge, which will reproduce the brilliance of the ancient Silk Road.
