【摘要】：本文首先分析了發(fā)達(dá)國家發(fā)展援助的履行狀況,探討了現(xiàn)有基于國民總收入籌資模式的不足,并創(chuàng)新性地提出了基于人均收入水平的改進(jìn)籌資模式。其次,利用發(fā)達(dá)國家的數(shù)據(jù)對人均收入籌資模型進(jìn)行了參數(shù)估計(jì)。最后,本文探討了中國對外援助的履行情況,如果按照人均收入模型,發(fā)現(xiàn)我國長期以來實(shí)質(zhì)上是在"超標(biāo)準(zhǔn)"實(shí)行對外援助;與此同時(shí)測算了四種援助模式下中國未來10余年內(nèi)的援助規(guī)模。本文的中心結(jié)論是:當(dāng)前的國際發(fā)展援助籌資規(guī)則并不科學(xué),而人均收入水平應(yīng)納入考慮因素;此外,按照人均收入水平看,中國當(dāng)前在超標(biāo)履行國際援助義務(wù)。
[Abstract]:This paper first analyzes the implementation of development aid in developed countries, discusses the deficiency of the existing financing model based on GNI, and proposes an improved financing model based on per capita income level. Secondly, using the data of developed countries, the paper estimates the parameters of per capita income financing model. Finally, this paper discusses the performance of China's foreign aid. If we use the per capita income model, we can find that China has been carrying out foreign aid in a "super standard" for a long time. At the same time, the size of China's aid in the next 10 years under four kinds of aid models is calculated. The central conclusion of this paper is that the current international development aid financing rules are not scientific and the level of per capita income should be taken into account. In addition, according to the level of per capita income, China is currently fulfilling its international aid obligations in excess of the standard.
