中部六省資源、環(huán)境與社會經(jīng)濟(jì)協(xié)調(diào)發(fā)展的評估研究

【摘要】:中部地區(qū)居大陸腹地,地理交通承接?xùn)|西,接近南北,經(jīng)濟(jì)文化匯集四面,輻射八方,被比喻為中國的“腰板”,對國家發(fā)展有重要的戰(zhàn)略意義。改革開放以來,由于東部地區(qū)的沿海優(yōu)勢,西、中、東部三地區(qū)的發(fā)展距離漸漸拉大,國家經(jīng)濟(jì)和社會發(fā)展呈現(xiàn)由西向東逐漸發(fā)達(dá)的態(tài)勢。東部的快速發(fā)展同時帶來了大量問題,資源的浪費(fèi)和流失;工業(yè)生產(chǎn)造成污染。這些環(huán)境、資源的惡化和浪費(fèi),轉(zhuǎn)而拖慢發(fā)展速度,造成不利影響。2006年,“中部崛起”戰(zhàn)略的提出,中部地區(qū)的經(jīng)濟(jì)發(fā)展,類似東部地區(qū)環(huán)境問題開始凸顯,環(huán)境和生態(tài)方面惡化態(tài)勢開始顯現(xiàn)。在新發(fā)展形勢的要求下,以往單純評價經(jīng)濟(jì)發(fā)展理論已經(jīng)不能滿足可持續(xù)發(fā)展的要求,需要針對經(jīng)濟(jì)發(fā)展和環(huán)境的協(xié)調(diào)性進(jìn)行新的考量。 本文運(yùn)用鑒別力分析法,在分析中部六省的資源、環(huán)境、社會經(jīng)濟(jì)發(fā)展的狀況基礎(chǔ)上,結(jié)合中部六省社會經(jīng)濟(jì)發(fā)展特點(diǎn),為評價中部地區(qū)社會經(jīng)濟(jì)發(fā)展和環(huán)境協(xié)調(diào)度建立一套科學(xué)的評價指標(biāo)體系。 利用因子分析方法和主成分分析法,在各地資源和污染排放指標(biāo)數(shù)據(jù)的基礎(chǔ)上,測算各地資源環(huán)境綜合指數(shù),計算資源和環(huán)境污染約束下的綠色GDP值。并在全國范圍內(nèi)考量中部地區(qū)各省環(huán)境污染排放情況。建立SFA模型,依據(jù)環(huán)境綜合指數(shù)以及綠色GDP值,依靠已經(jīng)建立的評價體系分析了中部六省環(huán)境因素制約下的經(jīng)濟(jì)發(fā)展效率。結(jié)合中部地區(qū)人均污染排放和資源消耗指標(biāo),建立回歸模型,研究模型得出的庫茨涅茨(EKC)曲線,驗(yàn)證了經(jīng)濟(jì)發(fā)展、環(huán)境變化間的速度關(guān)系。研究最后計算了中部地區(qū)環(huán)境-經(jīng)濟(jì)協(xié)調(diào)系數(shù)。 本文建立了經(jīng)濟(jì)-資源-環(huán)境系統(tǒng)協(xié)調(diào)發(fā)展度評估模型,并分別測算了中部六省2000-2010年中,經(jīng)濟(jì)、資源、環(huán)境系統(tǒng)間兩兩協(xié)調(diào)度和三系統(tǒng)綜合協(xié)調(diào)度,并進(jìn)行了分析。 研究認(rèn)為,中部地區(qū)由于技術(shù)和資本原因,等量經(jīng)濟(jì)成果的資源環(huán)境代價依然無法與東部地區(qū)相比,處于國內(nèi)中游水平。在經(jīng)濟(jì)-資源-環(huán)境協(xié)調(diào)可持續(xù)發(fā)展的過程中,,已有的GDP評價標(biāo)準(zhǔn)因?yàn)闊o法體現(xiàn)經(jīng)濟(jì)發(fā)展中資源和環(huán)境代價,所以發(fā)展成果會被高估,需要提出一個能體現(xiàn)資源環(huán)境代價的新經(jīng)濟(jì)發(fā)展評判指標(biāo)。研究也得出,在經(jīng)濟(jì)-資源-環(huán)境系統(tǒng)中,僅僅提高其中兩系統(tǒng)的協(xié)調(diào)度,不一定能對整個系統(tǒng)的綜合協(xié)調(diào)度產(chǎn)生積極影響,只有其中所有的兩系統(tǒng)間協(xié)調(diào)度都提高了,才能保證整個系統(tǒng)的綜合協(xié)調(diào)度提高。
[Abstract]:The central region lives in the hinterland of the mainland, the geographical transportation undertakes east and west, is close to the north and south, the economy and culture gather around, radiates the eight sides, is compared to the Chinese "waist board", has the important strategic significance to the national development. Since the reform and opening up, due to the coastal advantages of the eastern region, the development distance between the west, the middle and the east has gradually widened, and the economic and social development of the country has gradually developed from west to east. The rapid development of the east has brought a lot of problems at the same time, waste and loss of resources, pollution caused by industrial production. These environments, the deterioration and waste of resources, in turn slow down the pace of development and have a negative impact. In 2006, when the "Central China rise" strategy was put forward, the economic development of the central region, similar to the environmental problems in the eastern region, began to become prominent. Environmental and ecological deterioration is beginning to show. Under the request of the new development situation, the theory of economic development can not meet the requirements of sustainable development in the past, so it is necessary to consider the coordination of economic development and environment. Based on the analysis of the resources, environment and social and economic development of the six central provinces, this paper combines the characteristics of the social and economic development of the six central provinces by means of discriminant analysis. A scientific evaluation index system is established for the evaluation of social and economic development and environmental coordination in the central region. Using factor analysis method and principal component analysis method, based on the data of resource and pollution emission index, the comprehensive index of resources and environment is calculated, and the green GDP value under the constraint of resource and environment pollution is calculated. And in the national scope to consider the emission of environmental pollution in central provinces. The SFA model is established and the economic development efficiency under the restriction of environmental factors in six central provinces is analyzed according to the environmental comprehensive index and the green GDP value and the established evaluation system. Combined with the index of per capita pollution discharge and resource consumption in central China, a regression model was established, and the EKC curve obtained by the model was studied to verify the speed relationship between economic development and environmental change. Finally, the environmental-economic coordination coefficient in the central region is calculated. In this paper, an evaluation model of coordinated development of economic-resources-environment system is established, and the degree of coordination between economy, resources and environment systems and the comprehensive coordination degree of three systems are calculated and analyzed respectively in six provinces of central China from 2000 to 2010. The study shows that the resource and environment cost of the economic achievement in the central region is still in the middle of China compared with the eastern region due to the technical and capital reasons. In the process of coordinated and sustainable development of economy, resources and environment, the existing GDP evaluation criteria can not reflect the cost of resources and environment in economic development, so the results of development will be overestimated. It is necessary to put forward a new economic development evaluation index which can reflect the cost of resources and environment. The study also shows that in the economic-resource-environment system, only an increase in the degree of coordination between two of these systems does not necessarily have a positive impact on the overall degree of coordination of the system as a whole, only the degree of coordination between all of the two systems has improved.
