【摘要】：改革開放三十幾年來,中國經(jīng)濟(jì)持續(xù)高速發(fā)展,中國的整體經(jīng)濟(jì)實(shí)力和綜合國力有了明顯增強(qiáng)。在各地經(jīng)濟(jì)發(fā)展的過程中,招商引資起到的經(jīng)濟(jì)帶動(dòng)作用越來越明顯。現(xiàn)在,各級(jí)政府和企業(yè)越來越重視招商引資活動(dòng),將其作為快速發(fā)展地方經(jīng)濟(jì)的有效措施之一。 招商引資是當(dāng)前中國地方政府廣泛推行的重要經(jīng)濟(jì)政策,它是具有一定行政色彩的,這種經(jīng)濟(jì)行為是通過政府在轄區(qū)內(nèi)尋求投資來實(shí)現(xiàn)的,地方政府作為主導(dǎo)者的地位在招商引資活動(dòng)中也逐步顯現(xiàn)出來了。地方經(jīng)濟(jì)在被招商引資活動(dòng)帶動(dòng)的同時(shí)也引起了一些問題,所以,地方政府如何正確利用招商引資帶來的正面作用,同時(shí)又避免其產(chǎn)生負(fù)面效應(yīng)就具有相當(dāng)重要的現(xiàn)實(shí)意義。 本文立足大寺鎮(zhèn)當(dāng)?shù)貙?shí)際,全面分析了西青區(qū)大寺鎮(zhèn)的招商引資環(huán)境和經(jīng)濟(jì)發(fā)展現(xiàn)狀,指出了大寺鎮(zhèn)現(xiàn)有產(chǎn)業(yè)結(jié)構(gòu)和產(chǎn)業(yè)布局不合理、招商引資成本提高、招商引資環(huán)境有待進(jìn)一步優(yōu)化、土地資源短缺等幾大問題。通過深入分析,找出造成上述問題的主要原因有：政府職能定位存在角色缺位、招商重于公共服務(wù)、招商引資缺少整體戰(zhàn)略布局及產(chǎn)業(yè)政策引導(dǎo),招商引資隊(duì)伍建設(shè)薄弱,提出要轉(zhuǎn)變職能、明確角色定位,優(yōu)化整體布局、加強(qiáng)產(chǎn)業(yè)規(guī)劃,盤活用足現(xiàn)有資源、真正實(shí)現(xiàn)“騰籠換鳥”,建立完善的投資軟環(huán)境,加強(qiáng)宣傳推介、擴(kuò)大知名度,轉(zhuǎn)變發(fā)展觀念、提升招商理念,拓展思路、創(chuàng)新招商模式,加強(qiáng)招商引資隊(duì)伍建設(shè)和招商人才培養(yǎng)等一系列戰(zhàn)略思想及對策的參考性建議。
[Abstract]:Since the reform and opening up to the outside world, China's economy has continued to develop at a high speed, and its overall economic strength and overall national strength have increased significantly. In the process of local economic development, attracting investment has played an economic role more and more obvious. Now, governments and enterprises at all levels pay more and more attention to attracting investment as one of the effective measures for rapid development of local economy. Attracting investment is an important economic policy widely implemented by Chinese local governments at present. It has a certain administrative color, and this economic behavior is realized by the government seeking investment within its jurisdiction. The position of the local government as the leader has gradually appeared in the activities of attracting investment. The local economy has also caused some problems while it is driven by the activities of attracting investment. Therefore, it is of great practical significance for the local government to make good use of the positive effect of attracting investment and avoid its negative effects at the same time. Based on the local situation of Dasi Town, this paper comprehensively analyzes the investment environment and economic development of Dashi Town in Xiqing District, and points out that the existing industrial structure and industrial layout of Dasi Town are unreasonable, and the cost of attracting investment is increased. Investment environment to be further optimized, shortage of land resources and other major problems. Through in-depth analysis, we find out the main reasons for the above problems: the absence of role in the government's functional orientation, the importance of attracting investment over public services, the lack of overall strategic layout and industrial policy guidance, and the weakness of the construction of investment promotion team. It is proposed to change functions, define role orientation, optimize overall layout, strengthen industrial planning, make full use of existing resources, truly realize "free cage for bird exchange," establish a sound soft environment for investment, strengthen publicity and promotion, and expand visibility. A series of strategic ideas and countermeasures, such as changing the concept of development, promoting the idea of attracting investment, expanding the train of thought, innovating the mode of attracting investment, strengthening the construction of the team of attracting investment and training talents for attracting investment, etc.
