【摘要】：近年來，中央商務(wù)區(qū)（英文簡稱：CBD）逐漸成為現(xiàn)代城市產(chǎn)業(yè)集聚發(fā)展的集中體現(xiàn)和發(fā)達(dá)城市的顯著標(biāo)志，反映了一個(gè)地區(qū)的綜合競爭實(shí)力。國內(nèi)外一些發(fā)達(dá)城市通過建設(shè)發(fā)展CBD，有效地解決了單中心城市逐漸暴露出的市中心擁擠、環(huán)境質(zhì)量下降、通勤時(shí)間長等問題，同時(shí)促進(jìn)了商業(yè)、文化、金融等公共服務(wù)能力進(jìn)一步發(fā)展與提高�！短旖蚴兄行某菂^(qū)“一主兩副”規(guī)劃》中，確定了天津市向多中心城市發(fā)展，，并明確了紅橋區(qū)的天津西站地區(qū)將建設(shè)成為體現(xiàn)天津市現(xiàn)代化國際化的都市特色的綜合性城市副中心。然而該副中心目前除定位外，沒有具體發(fā)展戰(zhàn)略等開發(fā)實(shí)施的導(dǎo)向性依據(jù)。當(dāng)前，對紅橋區(qū)這樣發(fā)達(dá)城市的老城區(qū)來說，面對發(fā)展機(jī)遇，如何抓住機(jī)會(huì)，挖掘優(yōu)勢，克服發(fā)展弊端，合理確定打造都市CBD的發(fā)展戰(zhàn)略，引領(lǐng)帶動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展，成為亟待研究解決的問題。 本文對紅橋CBD周邊地區(qū)的歷史、文化、經(jīng)濟(jì)、環(huán)境等諸多方面發(fā)展因素進(jìn)行了深入的研究，運(yùn)用戰(zhàn)略管理的相關(guān)知識(shí)和方法論證了紅橋CBD發(fā)展的重要性、可行性，通過SWOT模型對紅橋區(qū)經(jīng)濟(jì)發(fā)展歷史、現(xiàn)狀的深刻剖析，提出了“產(chǎn)業(yè)引領(lǐng)，文化繁榮，項(xiàng)目帶動(dòng)，錯(cuò)位發(fā)展”的具體戰(zhàn)略，并提出打造CBD的保障措施建議。希望該地區(qū)未來的建設(shè)發(fā)展起到一定的參考，同時(shí)對類似地區(qū)發(fā)展起到一定的借鑒作用。
[Abstract]:In recent years, the Central Business District (CBD) has gradually become the concentrated embodiment of the development of industrial agglomeration in modern cities and the remarkable symbol of developed cities, which reflects the comprehensive competitive strength of a region. Some developed cities at home and abroad have developed CBD through construction and development, effectively solving the problems of gradually exposed city center congestion, environmental quality decline, long commuting hours, and promoting commerce and culture, which are gradually exposed in single-center cities. Further development and improvement of the capacity of public services such as finance. In the "one master, two sets" plan for the downtown area of Tianjin, it was determined that Tianjin should develop into a multi-center city. It is clear that the area of Tianjin West Railway Station in Hongqiao District will be built into a comprehensive urban sub-center with the characteristics of modernization and internationalization of Tianjin. However, the sub-center does not have the guidance basis for the development and implementation of specific development strategies, except for positioning. At present, for the old urban areas of developed cities such as Hongqiao District, in the face of development opportunities, how to seize the opportunities, tap the advantages, overcome the disadvantages of development, rationally determine the development strategy of creating urban CBD, and lead the development of regional economy. It has become an urgent problem to be solved. In this paper, the history, culture, economy, environment and many other development factors in the surrounding areas of Hongqiao CBD are deeply studied, and the importance and feasibility of the development of Hongqiao CBD are demonstrated by using the relevant knowledge and methods of strategic management. Through the deep analysis of the history and present situation of economic development in Hongqiao District by SWOT model, this paper puts forward the specific strategy of "Industry leading, Cultural Prosperity, Project driven and dislocation Development", and puts forward some suggestions on how to build CBD. It is hoped that the future construction and development of this area will provide some reference for the development of similar areas.
