【摘要】：持續(xù)30余年的改革開(kāi)放使得中國(guó)的經(jīng)濟(jì)結(jié)構(gòu)出現(xiàn)了顯著變化，整個(gè)國(guó)民經(jīng)濟(jì)處于高速發(fā)展階段，成績(jī)喜人。但是我國(guó)的區(qū)域經(jīng)濟(jì)在隨著國(guó)家經(jīng)濟(jì)發(fā)展的同時(shí)不平衡現(xiàn)象也日益突出，東部地區(qū)無(wú)論從經(jīng)濟(jì)發(fā)展、工業(yè)化進(jìn)程還是產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整方面都遠(yuǎn)優(yōu)于中西部地區(qū)以及東北部地區(qū)。造成中國(guó)區(qū)域經(jīng)濟(jì)發(fā)展失衡的原因有很多，既有動(dòng)態(tài)性因素又有靜態(tài)性因素，既有宏觀因素也有微觀因素。改革開(kāi)放前極度注重平衡的經(jīng)濟(jì)政策不適合我國(guó)當(dāng)時(shí)的經(jīng)濟(jì)發(fā)展，改革開(kāi)放后出現(xiàn)的區(qū)域性經(jīng)濟(jì)失衡同樣阻礙著我國(guó)經(jīng)濟(jì)社會(huì)的長(zhǎng)遠(yuǎn)發(fā)展。因此，深入研究我國(guó)的區(qū)域經(jīng)濟(jì)失衡現(xiàn)狀，剖析其內(nèi)在原因和對(duì)策對(duì)于我國(guó)區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略和政策的制定有重要的現(xiàn)實(shí)意義。 本文將首先界定區(qū)域、區(qū)域經(jīng)濟(jì)以及區(qū)域經(jīng)濟(jì)發(fā)展的內(nèi)涵，由此明晰文章的研究范圍。同時(shí)筆者介紹區(qū)域經(jīng)濟(jì)的相關(guān)理論，包括產(chǎn)業(yè)區(qū)位理論和區(qū)域經(jīng)濟(jì)增長(zhǎng)理論，以夯實(shí)本文的理論基礎(chǔ)。之后本文對(duì)我國(guó)改革開(kāi)放前后的國(guó)家經(jīng)濟(jì)和區(qū)域經(jīng)濟(jì)發(fā)展情況進(jìn)行了回顧，，重點(diǎn)在于對(duì)比改革開(kāi)放后我國(guó)四大區(qū)域經(jīng)濟(jì)發(fā)展現(xiàn)狀。在現(xiàn)狀分析的基礎(chǔ)上筆者總結(jié)了造成這一現(xiàn)象的深層原因，包括歷史、自然、區(qū)位、產(chǎn)業(yè)結(jié)構(gòu)、經(jīng)濟(jì)政策和FDI等六個(gè)方面，其中在分析外商直接投資對(duì)區(qū)域經(jīng)濟(jì)發(fā)展的影響時(shí)，為了更具有說(shuō)服力，筆者對(duì)上海市和廣東省的數(shù)據(jù)進(jìn)行了實(shí)證分析。最后，筆者針對(duì)原因分析有建設(shè)性地提出了促進(jìn)我國(guó)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的政策建議，主要包括基礎(chǔ)設(shè)施建設(shè)、教育投資、政策扶持、經(jīng)濟(jì)體制改革、政府間合作以及國(guó)際陸港的建設(shè)等，希望對(duì)我國(guó)區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展有所幫助。
[Abstract]:The reform and opening up for more than 30 years has made the economic structure of China appear remarkable change, the whole national economy is in the high speed development stage, the achievement is gratifying. However, with the development of national economy, the unbalanced phenomenon of regional economy in our country has become increasingly prominent. The eastern region is far superior to the central and western regions and the northeast region in terms of economic development, industrialization process and industrial structure adjustment. There are many reasons for the imbalance of China's regional economic development, both dynamic and static factors, both macro and micro factors. The extremely balanced economic policy before the reform and opening up is not suitable for the economic development of our country at that time. The regional economic imbalance after the reform and opening up also hinders the long-term development of our country's economy and society. Therefore, it is of great practical significance to study the status quo of regional economic imbalance and analyze its internal causes and countermeasures for the formulation of regional economic development strategies and policies in China. This paper will first define the connotation of region, regional economy and regional economic development, so as to clarify the scope of the article. At the same time, the author introduces the relevant theories of regional economy, including industrial location theory and regional economic growth theory, in order to consolidate the theoretical basis of this paper. After that, this paper reviews the development of national economy and regional economy before and after the reform and opening up, and focuses on the comparison of the current situation of the development of the four regional economies after the reform and opening up. Based on the analysis of the present situation, the author summarizes the deep causes of this phenomenon, including history, nature, location, industrial structure, economic policy and FDI. In order to be more persuasive, the author makes an empirical analysis on the data of Shanghai and Guangdong Province. Finally, the author puts forward some constructive suggestions to promote the coordinated development of regional economy in China, including infrastructure construction, education investment, policy support, economic system reform. Intergovernmental cooperation and the construction of international dry ports are expected to help the coordinated development of China's regional economy.
