【摘要】:基于國(guó)家創(chuàng)新體系效率評(píng)價(jià)的兩階段模型,運(yùn)用數(shù)據(jù)包絡(luò)分析及其改進(jìn)方法,對(duì)"金磚國(guó)家"創(chuàng)新體系的技術(shù)效率與單因素效率進(jìn)行全面測(cè)度,并與美國(guó)等發(fā)達(dá)國(guó)家進(jìn)行比較分析。研究發(fā)現(xiàn),"金磚國(guó)家"研發(fā)效率遠(yuǎn)遠(yuǎn)低于發(fā)達(dá)國(guó)家水平,科技向經(jīng)濟(jì)的轉(zhuǎn)化效率則正在趕超發(fā)達(dá)國(guó)家;兩階段的單因素效率都普遍偏低,尤其是政府研發(fā)投入效率與專利產(chǎn)出效率。
[Abstract]:Based on the two-stage model of efficiency evaluation of national innovation system, this paper measures the technical efficiency and single-factor efficiency of BRICS innovation system by using data envelopment analysis and its improved method. And with the United States and other developed countries for comparative analysis. The study found that the R & D efficiency of the BRICS countries is far lower than that of the developed countries, while the efficiency of the transformation from science and technology to the economy is catching up with the developed countries; the single-factor efficiency of both phases is generally low. In particular, government R & D investment efficiency and patent output efficiency.
