【摘要】：循環(huán)經(jīng)濟(jì)就是在物質(zhì)的再生、循環(huán)、利用的基礎(chǔ)上發(fā)展經(jīng)濟(jì),是一種建立在資源回收、再利用基礎(chǔ)上的經(jīng)濟(jì)發(fā)展模式,它所具有的低消耗、低排放、高效率等特點(diǎn),是甘肅省經(jīng)濟(jì)社會(huì)發(fā)展的必然選擇。甘肅省地處西部欠發(fā)達(dá)地區(qū),市場(chǎng)體制落后,財(cái)政收入有限,難以為循環(huán)經(jīng)濟(jì)可持續(xù)發(fā)展提供有效的資金保障。作為地區(qū)總體經(jīng)濟(jì)發(fā)展情況的晴雨表,園區(qū)同樣面臨資金缺乏的困境。為了尋求更多元化的融資途徑,就需要設(shè)計(jì)一整套新型的融資規(guī)劃。因此,園區(qū)建設(shè)融資研究可以作為范例對(duì)整個(gè)省內(nèi)循環(huán)經(jīng)濟(jì)發(fā)展提供理論和現(xiàn)實(shí)意義。 本文在參閱循環(huán)經(jīng)濟(jì)、開發(fā)性金融等相關(guān)融資理論的基礎(chǔ)上,運(yùn)用理論研究與實(shí)踐經(jīng)驗(yàn)相結(jié)合的方式,運(yùn)用定量分析、統(tǒng)計(jì)比較、供需平衡等理論和方法進(jìn)行系統(tǒng)性分析研究。在分析甘肅省循環(huán)經(jīng)濟(jì)發(fā)展現(xiàn)狀及存在問題的基礎(chǔ)上,以隴西經(jīng)濟(jì)開發(fā)區(qū)為例,從園區(qū)基礎(chǔ)設(shè)施建設(shè)、產(chǎn)業(yè)項(xiàng)目發(fā)展等方面有針對(duì)性地提出園區(qū)建設(shè)的融資方案。圍繞融資方案,本文還從政策保障、市場(chǎng)建設(shè)、風(fēng)險(xiǎn)防控等方面提出相應(yīng)的配套措施,以增強(qiáng)方案的可行性和有效性。
[Abstract]:Circular economy is to develop economy on the basis of material regeneration, recycling and utilization. It is an economic development model based on resource recovery and reuse. It has the characteristics of low consumption, low emission, high efficiency, etc. Gansu Province is the inevitable choice of economic and social development. Gansu Province is located in the underdeveloped area of the west, the market system is backward, the financial revenue is limited, it is difficult to provide effective fund guarantee for the sustainable development of circular economy. As a barometer of the overall economic development of the region, the park also faces the plight of lack of funds. In order to seek more diversified financing channels, we need to design a set of new financing plans. Therefore, the study of park construction financing can be used as an example to provide theoretical and practical significance for the development of circular economy in the whole province. Based on the related financing theories such as circular economy, development finance and so on, this paper makes systematic analysis and research by means of the combination of theoretical research and practical experience, using the theories and methods of quantitative analysis, statistical comparison, supply and demand balance and so on. On the basis of analyzing the present situation and existing problems of circular economy development in Gansu Province, taking Longxi Economic Development Zone as an example, the paper puts forward the financing scheme of park construction from the aspects of park infrastructure construction, industrial project development and so on. In order to enhance the feasibility and effectiveness of the scheme, this paper also puts forward the corresponding supporting measures from the aspects of policy guarantee, market construction, risk prevention and control and so on.
