【摘要】：本文在對國內外關于社會發(fā)展評價理論研究書評的基礎上，設計出適合浙江舟山群島新區(qū)社會發(fā)展的綜合評價指標體系，綜合評價了浙江舟山群島新區(qū)（2009—2011）社會發(fā)展狀況，最后根據浙江舟山群島新區(qū)社會發(fā)展的評價結果，對浙江舟山群島新區(qū)社會發(fā)展提供了相應的對策和建議。 本文結構是首先對文章的研究背景、研究目的和意義進行了介紹，概括了國內外關于社會發(fā)展觀念和發(fā)展評價方法的研究現(xiàn)狀，接著對社會發(fā)展和評價進行了概念界定，并對層次分析法進行了系統(tǒng)性的介紹，結合社會發(fā)展理論內涵，浙江舟山群島新區(qū)當地特點，設計出社會發(fā)展評價指標體系，并對社會發(fā)展評價體系進行實證分析。指標體系分為三層，，首層為目標層，第二次為準則層，共分為人口發(fā)展、生活質量、公共服務、社會穩(wěn)定、生態(tài)保護五大方面，第三層為指標層，包含24個指標。 本文在對浙江舟山群島新區(qū)社會發(fā)展綜合評價時，首先使用層次分析法（AHP）來確定準則層和指標層各個指標的權重，然后通過計算得到社會發(fā)展指數和各準則層發(fā)展指數，通過時間序列的縱向對比，對浙江舟山群島新區(qū)社會發(fā)展進行評價，對浙江舟山群島新區(qū)的社會發(fā)展提出相應的對策建議。
[Abstract]:On the basis of book review on the theory of social development evaluation at home and abroad, this paper designs a comprehensive evaluation index system suitable for the social development of Zhoushan Archipelago New District in Zhejiang Province, and comprehensively evaluates the social development situation of Zhoushan Islands New area in Zhejiang Province 2009-2011. Finally, according to the evaluation results of social development in Zhoushan Islands New District, Zhejiang Zhoushan Archipelago provides corresponding countermeasures and suggestions for the social development of Zhoushan Archipelago New area in Zhejiang Province. The structure of this paper firstly introduces the research background, purpose and significance of the article, summarizes the current research situation of social development concept and evaluation methods at home and abroad, and then defines the concept of social development and evaluation. This paper also introduces the analytic hierarchy process systematically and designs the evaluation index system of social development combining with the connotation of social development theory and the local characteristics of Zhoushan archipelago new area in Zhejiang Province and makes an empirical analysis on the evaluation system of social development. The index system is divided into three layers, the first layer is the target layer and the second is the criterion layer. The index system is divided into five aspects: population development, quality of life, public service, social stability and ecological protection. The third layer is the index layer, which contains 24 indicators. In the comprehensive evaluation of social development in Zhoushan archipelago, Zhejiang province, the weight of each index of criterion layer and index layer is determined by analytic hierarchy process (AHP), and then the social development index and the development index of each criterion layer are obtained by calculation. Through the longitudinal comparison of time series, this paper evaluates the social development of Zhoushan Archipelago New area, Zhejiang Province, and puts forward corresponding countermeasures and suggestions for the social development of Zhejiang Zhoushan Archipelago New area.
