【摘要】：正"不患寡而患不均",這是我們對(duì)共享發(fā)展的最原始理解。中華民族幾千年來(lái)的歷史已經(jīng)無(wú)數(shù)次驗(yàn)證了多寡不均給發(fā)展帶來(lái)的破壞,而財(cái)富和資源分配中的不平衡問題也是當(dāng)下國(guó)家治理所面臨的一個(gè)嚴(yán)峻挑戰(zhàn)。高層并非沒有意識(shí)到這個(gè)問題,但在發(fā)展取得壓倒性優(yōu)勢(shì)的情況下,分配不均并未引起足夠的重視。此次"十三五"規(guī)劃建議提出的"共享發(fā)展",要使全體人民在共建共享發(fā)展中有更多獲得感。從"共同富裕"到"共享發(fā)
