【摘要】：改革開放以來,東部地區(qū)一直是中西部勞動力跨省遷移的目的地。隨著勞動力短缺和工資成本持續(xù)上升,勞動密集型產(chǎn)業(yè)在東部地區(qū)失去比較優(yōu)勢,開始向中西部地區(qū)轉(zhuǎn)移。把跨省遷移者與省內(nèi)遷移者的收入差異視為廠商轉(zhuǎn)移資本的(最大)收益,本文估算了中西部地區(qū)跨省遷移者與省內(nèi)遷移者的收入差異,進(jìn)而估算東部產(chǎn)業(yè)向中西部地區(qū)轉(zhuǎn)移時可能的收益空間。盡管跨省遷移者與省內(nèi)遷移者的收入差異顯著,但推算的總收益規(guī)模約為805億—1 573億元,對引導(dǎo)東部勞動密集型產(chǎn)業(yè)向中西部轉(zhuǎn)移來說,這個收益似乎不如原先設(shè)想得那么大。這意味著,政府和學(xué)術(shù)界期待的在地區(qū)間實現(xiàn)產(chǎn)業(yè)轉(zhuǎn)移的模式,不能單純依靠市場力量來實現(xiàn)。
[Abstract]:Since the reform and opening up, the eastern region has been the central and western labor migration destination. With labor shortages and rising wage costs, labor-intensive industries lost their comparative advantage in the east and began to move to the Midwest. Considering the income difference between the inter-provincial migrants and the intra-provincial migrants as the largest profit of the firms' transfer capital, this paper estimates the income difference between the inter-provincial migrants and the intra-provincial migrants in the central and western regions. Then estimate the possible revenue space when the eastern industry transfers to the central and western regions. Although there is a significant difference between the income of the interprovincial migrants and those of the migrants within the province, the total income is estimated to be about 80.5 billion to 57.3 billion yuan, which is helpful to guide the transfer of labor intensive industries from the east to the central and western regions. The profit does not seem to be as large as originally thought. This means that the model of industrial transfer between regions, which the government and academia expect, can not be realized solely by market forces.
