【摘要】：黨的十八大報(bào)告提出，全面提高開(kāi)放型經(jīng)濟(jì)水平，強(qiáng)調(diào)適應(yīng)經(jīng)濟(jì)全球化新形勢(shì)，必須實(shí)行更加積極主動(dòng)的開(kāi)放戰(zhàn)略，“加快走出去步伐，增強(qiáng)企業(yè)國(guó)際化經(jīng)營(yíng)能力，培育一批世界水平的跨國(guó)公司�！彪S著我國(guó)改革開(kāi)放的不斷深入，企業(yè)“走出去”進(jìn)行海外投資，即發(fā)展對(duì)外直接投資戰(zhàn)略，這是適應(yīng)經(jīng)濟(jì)全球化進(jìn)程的必然趨勢(shì)，也是我國(guó)對(duì)外開(kāi)放新階段的重要戰(zhàn)略舉措。 作為中國(guó)開(kāi)放型經(jīng)濟(jì)的代表，，廣東在中國(guó)外資外貿(mào)中占據(jù)半壁江山，新時(shí)期探索對(duì)外開(kāi)放新的突破口，需從深層次入手，從投資主體、投資方式、投資模式及投資區(qū)域等方面有所創(chuàng)新。廣東探索“走出去”戰(zhàn)略的實(shí)踐，有著深厚的理論淵源，是馬克思主義“世界市場(chǎng)”“全球的生產(chǎn)”理論到我國(guó)對(duì)外開(kāi)放思想的延續(xù)，在中國(guó)特色社會(huì)主義對(duì)外開(kāi)放理論中具有獨(dú)特地位和價(jià)值。新時(shí)期廣東實(shí)施“走出去”戰(zhàn)略，不僅需要企業(yè)自身增強(qiáng)國(guó)際化管理水平和全球競(jìng)爭(zhēng)能力，還需要政府、各社會(huì)組織不斷完善企業(yè)“走出去”的服務(wù)體系。
