【摘要】：眾所周知,縣域經(jīng)濟的發(fā)展壯大,是新時期解決“三農(nóng)”問題、城鄉(xiāng)一體化發(fā)展的戰(zhàn)略性舉措,是建設(shè)小城鎮(zhèn)、全面建設(shè)小康社會、建設(shè)社會主義新農(nóng)村和增加農(nóng)民收入的重要內(nèi)容。本文認(rèn)真梳理可持續(xù)發(fā)展理論、產(chǎn)業(yè)轉(zhuǎn)型理論、低碳經(jīng)濟理論、二元經(jīng)濟理論等經(jīng)濟學(xué)理論,為津市市縣域經(jīng)濟轉(zhuǎn)型發(fā)展提供理論支撐。 近年來,津市市在立足自身區(qū)位、資源、人文等優(yōu)勢的基礎(chǔ)上,緊緊抓住國家中部崛起、洞庭湖經(jīng)濟生態(tài)區(qū)建設(shè)、湖南的3+5城市群等戰(zhàn)略機遇,堅持科學(xué)發(fā)展,在把握發(fā)展規(guī)律中構(gòu)建和諧,實現(xiàn)了經(jīng)濟社會的長足發(fā)展,城鄉(xiāng)環(huán)境面貌發(fā)生了跨越式變化。但是津市市在其經(jīng)濟社會發(fā)展過程中仍然面臨著經(jīng)濟增長方式粗放、產(chǎn)業(yè)結(jié)構(gòu)不合理、城鄉(xiāng)發(fā)展不平衡等問題。因此,只有正確認(rèn)識津市市經(jīng)濟社會發(fā)展過程中面臨的問題,加快經(jīng)濟發(fā)展方式轉(zhuǎn)型,才能實現(xiàn)津市市縣域經(jīng)濟又好又快地發(fā)展。 盡管津市市的縣域經(jīng)濟發(fā)展過程中存在著這樣那樣的問題,但在全省、全國的發(fā)展過程中還是有諸多對津市市縣域經(jīng)濟轉(zhuǎn)型發(fā)展的有利機遇。如：中部崛起戰(zhàn)略、洞庭湖經(jīng)濟生態(tài)區(qū)建設(shè)、湖南的3+5城市群戰(zhàn)略、國內(nèi)外新一輪的經(jīng)濟結(jié)構(gòu)調(diào)整等機遇。在充分認(rèn)識和把握津市市現(xiàn)存的問題和面臨的機遇的基礎(chǔ)上,本文提出了津市市縣域經(jīng)濟轉(zhuǎn)型發(fā)展的總體思路、戰(zhàn)略定位及原則,同時從產(chǎn)業(yè)發(fā)展、城市建設(shè)、政策支持、保障措施等方面提出具體的對策建議,促進(jìn)津市市縣域經(jīng)濟轉(zhuǎn)型發(fā)展。
[Abstract]:It is well known that the development of county economy is a strategic measure to solve the problem of " three rural " and urban and rural integration in the new period . It is an important content to build small towns , build a well - off society in a comprehensive way , build new socialist countryside and increase farmers ' income . In this paper , the economic theories such as sustainable development theory , industry transformation theory , low - carbon economy theory and duality economic theory are carefully reviewed , and theoretical support is provided for the development of the county economy in Tianjin .

In recent years , the city of Tianjin , based on the advantages of its own location , resources and humanities , firmly grasps the strategic opportunities such as the rise of the middle part of the country , the construction of Dongting Lake economic ecological zone , the 3 + 5 city group in Hunan and the like . However , in the course of its economic and social development , it still faces the problems of extensive economic growth , unreasonable industrial structure and unbalanced development of urban and rural environment . Therefore , it is only necessary to correctly understand the problems faced during the economic and social development of the city and to accelerate the transformation of the economic development mode in order to realize the economic and rapid development of the county economy in the city .

Although there is such a problem in the process of county economy development in Tianjin , there are many favorable opportunities for the development of the county economy in Tianjin . For example , this paper puts forward the general idea , strategic positioning and principle of the development of the county economy transformation in the city of Tianjin , and puts forward some suggestions on the development of industry , city construction , policy support and safeguard measures .
