【摘要】：當(dāng)前,隨著國內(nèi)外經(jīng)濟發(fā)展形勢的重大變化和經(jīng)濟發(fā)展到一定階段需要轉(zhuǎn)型升級大環(huán)境的推動,以及所在地區(qū)加快發(fā)展戰(zhàn)略和經(jīng)濟結(jié)構(gòu)調(diào)整,以期實現(xiàn)快速協(xié)調(diào)可持續(xù)發(fā)展的現(xiàn)實要求,全國各地經(jīng)濟技術(shù)開發(fā)區(qū)進(jìn)入了競相轉(zhuǎn)型升級發(fā)展的新時期。呼倫貝爾經(jīng)濟技術(shù)開發(fā)區(qū)作為邊疆少數(shù)民族欠發(fā)達(dá)地區(qū)國家級經(jīng)濟技術(shù)開發(fā)區(qū)的典型代表,加快研究探索轉(zhuǎn)型升級發(fā)展的思路、路徑和策略,不斷增強對經(jīng)濟社會文化生態(tài)和諧發(fā)展的引領(lǐng)、示范、輻射、帶動作用,推動呼倫貝爾實現(xiàn)“美麗發(fā)展、科學(xué)崛起、共享繁榮”具有十分重要的現(xiàn)實意義和深遠(yuǎn)的歷史意義。 本文在界定經(jīng)濟技術(shù)開發(fā)區(qū)的概念及其轉(zhuǎn)型升級的內(nèi)涵和外延、概述支撐經(jīng)濟技術(shù)開發(fā)區(qū)轉(zhuǎn)型升級的相關(guān)理論以及總結(jié)國內(nèi)外發(fā)達(dá)地區(qū)工業(yè)基地和經(jīng)濟技術(shù)開發(fā)區(qū)成功轉(zhuǎn)型升級的經(jīng)驗與啟示的基礎(chǔ)上,分析了我國經(jīng)濟技術(shù)開發(fā)區(qū)形成與發(fā)展的過程及在不同發(fā)展階段的功能定位和歷史作用,指明了呼倫貝爾經(jīng)濟技術(shù)開發(fā)區(qū)在其中的特殊地位、作用及加快轉(zhuǎn)型升級的必然趨勢。通過進(jìn)一步對呼倫貝爾經(jīng)濟技術(shù)開發(fā)區(qū)整合發(fā)展的經(jīng)驗與教訓(xùn),轉(zhuǎn)型升級的優(yōu)勢與主要問題和困難進(jìn)行實證分析,形成了“美麗、發(fā)展、同行、共贏”的發(fā)展理念,“產(chǎn)城場鄉(xiāng)一體化,農(nóng)礦工貿(mào)一條龍”的發(fā)展思路。明確了“國家級綠色新型產(chǎn)業(yè)基地”的定位和建成“國家生態(tài)戰(zhàn)略地區(qū)科學(xué)發(fā)展示范區(qū)”的目標(biāo)。提出了以“高效循環(huán)利用、持續(xù)跨越發(fā)展、綜合統(tǒng)籌有序、管理開發(fā)創(chuàng)新”的發(fā)展模式,構(gòu)建科學(xué)合理的現(xiàn)代產(chǎn)業(yè)體系,打造新型綠色產(chǎn)業(yè)園區(qū),與中心城區(qū)緊密關(guān)聯(lián)、協(xié)同發(fā)展,廣泛開展國內(nèi)外經(jīng)濟合作,創(chuàng)新管理體制和管理模式等轉(zhuǎn)型升級發(fā)展的實現(xiàn)路徑和戰(zhàn)略選擇。
[Abstract]:At present, with the major changes in the economic development situation at home and abroad and the need to promote the transformation and upgrading of the environment at a certain stage of economic development, as well as the acceleration of development strategies and economic restructuring in the region, In order to realize the realistic requirements of rapid and coordinated sustainable development, the economic and technological development zones in various parts of the country have entered a new period of competitive transformation and upgrading. Hulunbeir Economic and technological Development Zone, as a typical representative of the national economic and technological development zone in the underdeveloped regions of the frontier ethnic minorities, speeds up the research and exploration of the ideas, paths and strategies for the transformation, upgrading and development. It is of great realistic significance and far-reaching historical significance to constantly strengthen the guidance, demonstration, radiation and driving effect of harmonious development of economy, society, culture and ecology, and to promote Hulunbeir's realization of "beautiful development, scientific rise and shared prosperity". This paper defines the concept of economic and technological development zone and the connotation and extension of its transformation and upgrading. On the basis of summarizing the relevant theories supporting the transformation and upgrading of economic and technological development zones, and summarizing the experience and enlightenment of successful transformation and upgrading of industrial bases and economic and technological development zones in developed regions at home and abroad, This paper analyzes the process of formation and development of China's economic and technological development zone, and its function orientation and historical role in different stages of development, and points out the special position, role and inevitable trend of accelerating the transformation and upgrading of Hulunbeir economic and technological development zone. Through the empirical analysis of the experiences and lessons of the integration and development of the Hulunbeir Economic and technological Development Zone, the advantages and major problems and difficulties of the transformation and upgrading, the development concept of "beauty, development, peer and win-win" has been formed. The development train of thought of the integration of production city, rural area, agriculture, mining, industry and trade. The orientation of "National Green New Industrial Base" and the goal of establishing "National Ecological Strategic area Scientific Development demonstration Zone" are defined. This paper puts forward the development mode of "high efficiency recycle utilization, continuous leapfrogging development, comprehensive overall planning and order, management development and innovation" to construct a scientific and reasonable modern industrial system and to build a new green industrial park, which is closely related to the central urban area. Coordinated development, extensive economic cooperation at home and abroad, innovative management system and management model, and other transformation and upgrading of the path and strategic choice.
