【摘要】：山西省作為我國重要的能源重化工基地，長期高強(qiáng)度的資源開發(fā)導(dǎo)致了產(chǎn)業(yè)結(jié)構(gòu)單一，生態(tài)環(huán)境破壞嚴(yán)重，資源型經(jīng)濟(jì)轉(zhuǎn)型已勢在必行。山西省國家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)的設(shè)立，為山西資源型經(jīng)濟(jì)轉(zhuǎn)型提供了有力的政策支撐。山西省應(yīng)充分利用這個千載難逢的發(fā)展機(jī)遇，勇于改革創(chuàng)新，積極先行先試，推進(jìn)“綜改區(qū)”建設(shè)，實(shí)現(xiàn)資源型經(jīng)濟(jì)轉(zhuǎn)型�！熬C改區(qū)”的建設(shè)和資源型經(jīng)濟(jì)地區(qū)的轉(zhuǎn)型發(fā)展必然離不開金融的大力支持。改善投融資環(huán)境，提高投融資能力，，可以有效激活金融對山西經(jīng)濟(jì)發(fā)展的重大推動作用。因此研究山西“綜改區(qū)”建設(shè)中的投融資問題，對山西資源型經(jīng)濟(jì)轉(zhuǎn)型具有十分重要的現(xiàn)實(shí)意義。 本文在對山西投融資環(huán)境進(jìn)行客觀分析的基礎(chǔ)上，針對山西投融資現(xiàn)狀及存在的主要問題，抓住“綜改區(qū)”建設(shè)的機(jī)遇，借鑒國外資源型經(jīng)濟(jì)地區(qū)轉(zhuǎn)型中投融資經(jīng)驗(yàn)，有針對性的提出了切實(shí)可行的建議，旨在為山西“綜改區(qū)”建設(shè)中投融資先行先試提供決策參考。具體包括七部分：第一部分為引言，闡述了選題的背景和意義，綜述了國內(nèi)外對于該問題的研究狀況；第二部分是區(qū)域投融資與區(qū)域經(jīng)濟(jì)發(fā)展的理論分析；第三部分是投融資在山西“綜改區(qū)”建設(shè)中的助推作用；第四部分是對山西“綜改區(qū)”建設(shè)中投融資環(huán)境分析，包括軟環(huán)境和硬環(huán)境；第五部分是對山西省投融資現(xiàn)狀及存在的主要問題進(jìn)行分析；第六部分是國外資源型地區(qū)轉(zhuǎn)型中投融資經(jīng)驗(yàn)的借鑒；第七部分是針對山西省投融資存在的問題，提出了改善投融資環(huán)境、建設(shè)山西民間資本管理公司、多層次資本市場等切實(shí)可行的建議。
[Abstract]:Shanxi province is an important energy heavy chemical base in China. Long term and high intensity resource development has led to a single industrial structure, serious ecological environment destruction, and the transformation of resource based economy is imperative. The establishment of a comprehensive reform test area of the national resource based economic transformation of Shanxi province provides a powerful policy for the transformation of Shanxi resource based economy. Support. Shanxi province should make full use of this opportunity of development, be brave in reform and innovation, take active first trial, push forward the construction of "comprehensive reform zone" and realize the transformation of resource based economy. The construction of the comprehensive reform area and the transformation and development of the resource based economic areas must not be separated from the financial support. Power can effectively activate the important role of Finance on the economic development of Shanxi. Therefore, it is of great practical significance to study the investment and financing problem in the construction of the "comprehensive reform zone" in Shanxi, which is of great importance to the transformation of the resource based economy in Shanxi.
On the basis of the objective analysis of the investment and financing environment in Shanxi, this paper, aiming at the present situation of investment and financing in Shanxi and the existing problems, holds the opportunity for the construction of the "comprehensive reform area" and draws on the experience of investment and financing in the transition of foreign resource-based economic areas, and puts forward practical suggestions aiming at the construction of the "comprehensive reform zone" in Shanxi. It includes seven parts: the first part is introduction, the first part is the introduction, expounds the background and significance of the topic, summarizes the research status of the problem at home and abroad, the second part is the theoretical analysis of regional investment and financing and regional economic development, and the third part is the construction of the investment and financing in the "comprehensive reform zone" in Shanxi. The fourth part is the analysis of investment and financing environment in the construction of Shanxi "comprehensive reform zone", including soft environment and hard environment; the fifth part is the analysis of the current situation and main problems of investment and financing in Shanxi province; the sixth part is the reference of investment and financing in the transition of foreign resource based areas; the seventh part is for Shanxi province. The existing problems of investment and financing have put forward practical suggestions for improving the investment and financing environment, building Shanxi private capital management companies, and multi-level capital markets.
