【摘要】：從京津冀發(fā)展現(xiàn)實(shí)來看,北京"大城市病"的實(shí)質(zhì)是在有限的空間里集中了過多的功能,只有功能疏解才是明智之舉。北京城市功能疏解對(duì)區(qū)域產(chǎn)業(yè)、交通、生態(tài)、公共服務(wù)等布局必將產(chǎn)生深遠(yuǎn)影響,同時(shí),也是北京實(shí)現(xiàn)產(chǎn)業(yè)升級(jí)和階段躍升的最好時(shí)機(jī)。北京應(yīng)從五個(gè)方面發(fā)揮對(duì)區(qū)域的核心引領(lǐng)帶動(dòng)作用:一是在"瘦身"中"強(qiáng)體",即通過功能疏解,突破發(fā)展瓶頸,更好地發(fā)揮首都核心功能;二是在區(qū)域合作中"增能",即提升北京的影響力和控制力;三是在"輸出"中"帶動(dòng)",即通過產(chǎn)業(yè)技術(shù)的擴(kuò)散轉(zhuǎn)移,促進(jìn)京津冀產(chǎn)業(yè)整合、布局優(yōu)化、鏈接融合;四是構(gòu)建科技與產(chǎn)業(yè)對(duì)接平臺(tái),探索資源整合、資本運(yùn)營新模式,充分發(fā)揮北京科技引領(lǐng)作用;五是通過疏解部分行政性、事業(yè)性、服務(wù)性機(jī)構(gòu)和社會(huì)公共服務(wù)功能,帶動(dòng)周邊新城及河北大中小城市發(fā)展。
[Abstract]:From the development reality of Beijing, Tianjin and Hebei, the essence of Beijing's "big city disease" is to concentrate too many functions in the limited space. The urban function of Beijing will have a profound influence on the layout of regional industry, transportation, ecology, public service and so on. At the same time, it is also the best time for Beijing to realize the upgrading of industry and the jump of stage. Beijing should play a leading role to the core of the region from five aspects: first, "strong body" in "thin body", that is, through the function of dredging, breaking through the bottleneck of development, better exerting the core function of the capital; The second is to "increase energy" in regional cooperation, that is, to enhance Beijing's influence and control power, and the third is to "drive" in "output", that is, to promote the industrial integration, layout optimization and link integration of Beijing-Tianjin-Hebei industry through the diffusion and transfer of industrial technology; Fourth, to build a platform for the interface between science and technology and industry, to explore a new mode of resource integration and capital operation, and to give full play to the leading role of science and technology in Beijing. Fifth, by unlocking part of the functions of administrative, career, service institutions and social public services, Promote the development of surrounding new cities and Hebei large and medium-sized cities.
