【摘要】：在全球氣候變暖的背景下,低碳經(jīng)濟的發(fā)展日益受到世界各國的關(guān)注,我國在2010年也吹響了進入低碳經(jīng)濟時代的號角,“十二五”規(guī)劃也提出了低碳經(jīng)濟的發(fā)展路線。山東作為一個資源消耗大、重化工業(yè)發(fā)達的省份,經(jīng)濟增長的“高碳”特征顯著,發(fā)展低碳經(jīng)濟是山東省應(yīng)對環(huán)境能源壓力和轉(zhuǎn)變經(jīng)濟增長方式的必然選擇。在發(fā)展低碳經(jīng)濟的有效途徑中，，財政與金融支持是兩種最主要的政策手段,山東也逐漸加大低碳經(jīng)濟的金融支持和財政扶持力度,充分調(diào)動了各地市發(fā)展低碳經(jīng)濟的積極性。因此,探究山東低碳經(jīng)濟發(fā)展的財政與金融支持,對推動我省轉(zhuǎn)變經(jīng)濟增長方式、實現(xiàn)“十二五”規(guī)劃的節(jié)能減排目標(biāo)具有重要意義。 基于以上選題背景和研究意義,本文運用規(guī)范研究與實證研究相結(jié)合、定量分析與定性分析相結(jié)合的研究方法,將迫切需要發(fā)展低碳經(jīng)濟的山東省作為研究對象進行科學(xué)分析。首先,本文對國內(nèi)外關(guān)于財政和金融政策支持低碳經(jīng)濟發(fā)展的文獻進行歸納整理,并通過介紹財政與金融支持低碳經(jīng)濟發(fā)展的主要途徑,嘗試建立了頁才政金融協(xié)同支持低碳經(jīng)濟發(fā)展的機制框架,奠定了研究的理論基礎(chǔ)。其次,本文通過數(shù)據(jù)的描述統(tǒng)計,分析了山東低碳經(jīng)濟發(fā)展中財政與金融支持取得的成效和存在的問題,發(fā)現(xiàn)財政政策以財政預(yù)算支出為主要手段,金融支持以綠色信貸為主要工具。 為了更全面透徹地評價山東財政和金融支持低碳經(jīng)濟的情況,本文綜合考慮山東省經(jīng)濟發(fā)展水平、居民生活水平、環(huán)境污染處理水平、生態(tài)建設(shè)水平四個方面設(shè)計了山東低碳經(jīng)濟發(fā)展指標(biāo)體系,并通過因子分析法構(gòu)建了基于面板數(shù)據(jù)的低碳經(jīng)濟發(fā)展指數(shù),以期客觀地評價山東省十七地市低碳經(jīng)濟的發(fā)展態(tài)勢。在此基礎(chǔ)上,本文進步引入山東十匕地市的2000年至2011年的面板數(shù)據(jù)進行實證研究,發(fā)現(xiàn)財政支出和信貸資金均對山東低碳經(jīng)濟的發(fā)展有正向促進作用。最后,在全而總結(jié)山東財政和金融支持低碳經(jīng)濟發(fā)展情況的基礎(chǔ)上,本文提出了有針對性的政策建議,以期財政和金融協(xié)同促進山東低碳經(jīng)濟取得更好的發(fā)展。
[Abstract]:Under the background of global warming, the development of low carbon economy has been paid more and more attention in the world. In 2010, our country also sounded the horn of entering the era of low carbon economy, and the 12th Five-Year Plan also proposed the development route of low carbon economy. As a province with large resource consumption and developed heavy and chemical industry, Shandong Province has the characteristic of "high carbon" in economic growth. Developing low carbon economy is the inevitable choice for Shandong to deal with the pressure of environmental energy and to change the mode of economic growth. Among the effective ways to develop low-carbon economy, financial support and financial support are the two most important policy means. Shandong has gradually increased the financial support and financial support of low-carbon economy, which has fully mobilized the enthusiasm of various cities to develop low-carbon economy. Therefore, it is of great significance to explore the financial and financial support for the development of low-carbon economy in Shandong Province to promote the transformation of economic growth mode in our province and to realize the energy saving and emission reduction target of the 12th Five-Year Plan. Based on the above research background and significance, this paper uses the combination of normative research and empirical research, quantitative analysis and qualitative analysis of the research method, the urgent need for the development of low-carbon economy in Shandong Province as the research object for scientific analysis. First of all, this paper summarizes the domestic and foreign literature on fiscal and monetary policies to support the development of low-carbon economy, and introduces the main ways of fiscal and financial supporting the development of low-carbon economy. This paper attempts to establish a mechanism framework for supporting the development of low carbon economy by means of financial cooperation, which lays a theoretical foundation for the research. Secondly, this paper analyzes the achievements and problems of financial and financial support in the development of low carbon economy in Shandong Province through the description and statistics of the data, and finds that the main means of fiscal policy is fiscal budget expenditure. Financial support with green credit as the main tool. In order to make a more comprehensive and thorough evaluation of Shandong's financial and financial support for a low-carbon economy, this paper comprehensively considers the level of economic development, the standard of living of residents, and the level of environmental pollution treatment in Shandong Province. The index system of low carbon economy development in Shandong Province is designed in four aspects of ecological construction level, and the development index of low carbon economy based on panel data is constructed by factor analysis, in order to objectively evaluate the development trend of low carbon economy in 17 cities of Shandong Province. On this basis, this paper makes an empirical study by introducing the panel data from 2000 to 2011, and finds that both financial expenditure and credit funds have a positive effect on the development of Shandong low-carbon economy. Finally, on the basis of summing up the development of low-carbon economy supported by finance and finance in Shandong province, this paper puts forward some policy suggestions in order to promote the development of low-carbon economy in Shandong province.
