【摘要】：黃河三角洲和山東半島在國(guó)家正式批復(fù)《黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》和《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》下進(jìn)行了長(zhǎng)效有序的開(kāi)發(fā)建設(shè)。這是既是經(jīng)濟(jì)快速發(fā)展機(jī)遇,又面臨經(jīng)濟(jì)與環(huán)境保持友好可持續(xù)發(fā)展的挑戰(zhàn)。 濰坊地處“黃藍(lán)”兩區(qū)兩大戰(zhàn)略的疊加之中,具有各自的區(qū)位條件和資源優(yōu)勢(shì),經(jīng)濟(jì)呈現(xiàn)持續(xù)增長(zhǎng)。最大限度地融合“黃藍(lán)”兩區(qū)的優(yōu)勢(shì)產(chǎn)業(yè)和特色產(chǎn)業(yè),打造產(chǎn)業(yè)集群區(qū),形成資源共享、地域互補(bǔ)產(chǎn)業(yè)共生的產(chǎn)業(yè)發(fā)展新格局,統(tǒng)籌經(jīng)濟(jì)社會(huì)和生態(tài)環(huán)保一體化發(fā)展。由于該市產(chǎn)業(yè)層次較多,且重工業(yè)主導(dǎo),發(fā)展不平衡,造成對(duì)生態(tài)環(huán)境的污染,使環(huán)境污染會(huì)限制經(jīng)濟(jì)又好又快發(fā)展的節(jié)奏 本文通過(guò)理論與實(shí)證分析,采用文獻(xiàn)分析、歸納法、實(shí)地調(diào)研以及辯證分析等方法闡述了“黃藍(lán)”兩區(qū)在新形勢(shì)下的經(jīng)濟(jì)發(fā)展對(duì)該市的產(chǎn)業(yè)結(jié)構(gòu)生態(tài)環(huán)境影響的分析,旨在對(duì)現(xiàn)有產(chǎn)業(yè)發(fā)展結(jié)構(gòu)和模式進(jìn)行環(huán)境影響分析,合理分配各縣市優(yōu)勢(shì)、弱化不足,以增強(qiáng)區(qū)域競(jìng)爭(zhēng)力和綜合實(shí)力。 本文為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,“藍(lán)黃”兩區(qū)經(jīng)濟(jì)、環(huán)保一體化融合發(fā)展效益最大化提供可行性的理論參考和建議；為濰坊市加快“十二·五”期間特色工業(yè)園區(qū)建設(shè),增強(qiáng)對(duì)“藍(lán)黃”兩區(qū)融合發(fā)展的貢獻(xiàn),增加理論和動(dòng)力支持。
[Abstract]:The Yellow River Delta and Shandong Peninsula have been developed and constructed in a long-term and orderly manner under the official approval of the National Development Plan for the efficient Ecological Economic Zone of the Yellow River Delta and the Development Plan for the Blue Economic Zone of the Shandong Peninsula. This is not only the opportunity of rapid economic development, but also the challenge of maintaining friendly and sustainable development of economy and environment. Weifang is located in the superposition of two strategies of "yellow and blue", and has its own regional conditions and resource advantages, and its economy is growing continuously. The advantages and characteristic industries of "yellow and blue" regions should be merged to the maximum extent, and the industrial clusters should be built to form a new pattern of industrial development in which resources are shared and the industries are complementary to each other, and the integration of economic, social and ecological environment protection can be integrated as a whole. Due to the fact that there are many industrial levels in the city, and the heavy industry dominates, the development is not balanced, resulting in the pollution of the ecological environment, which will limit the rhythm of the sound and fast development of the economy. In this paper, through theoretical and empirical analysis, literature analysis, induction, field investigation and dialectical analysis are used to analyze the impact of the economic development of the "yellow and blue" region on the ecological environment of the city's industrial structure under the new situation. The purpose of this paper is to analyze the environmental impact of the existing industrial development structure and model, to rationally distribute the advantages of counties and cities, and to weaken the deficiency in order to strengthen the regional competitiveness and comprehensive strength. This paper provides theoretical references and suggestions for optimizing industrial structure, "blue and yellow" economy and maximizing the benefits of integration and development of environmental protection, as well as speeding up the construction of characteristic industrial parks in Weifang during the 12th Five-Year Plan period. Enhance the contribution to the development of blue and yellow integration, increase theoretical and dynamic support.
