【摘要】：2003年中央確定實(shí)施東北老工業(yè)基地的振興戰(zhàn)略后，一系列政策陸續(xù)出臺(tái)，為遼寧老工業(yè)基地的振興提供了難得的機(jī)遇，經(jīng)過各方的共同努力，遼寧省的全面振興取得了階段性的重大成果。然而，在遼寧老工業(yè)基地實(shí)現(xiàn)全面振興的過程中，固有的體制制約和歷史包袱、特有的經(jīng)濟(jì)結(jié)構(gòu)和產(chǎn)業(yè)布局，造成了遼寧省的經(jīng)濟(jì)可持續(xù)發(fā)展存在一系列困難和問題。主要表現(xiàn)為：一是產(chǎn)業(yè)結(jié)構(gòu)不合理，傳統(tǒng)產(chǎn)業(yè)亟需改造升級(jí)，高新技術(shù)產(chǎn)業(yè)和新興產(chǎn)業(yè)未能起到主導(dǎo)和帶動(dòng)作用；二是大型國(guó)有工業(yè)企業(yè)市場(chǎng)競(jìng)爭(zhēng)力和生產(chǎn)效率低，產(chǎn)品結(jié)構(gòu)老化，經(jīng)濟(jì)效益不高；三是后備資源不足，面臨資源枯竭的威脅；四是環(huán)境與生態(tài)的脆弱性，難以支撐可持續(xù)發(fā)展；五是大批企業(yè)職工下崗待業(yè)，人口與就業(yè)壓力十分嚴(yán)峻。這些問題是在遼寧省經(jīng)濟(jì)發(fā)展過程中需要付出長(zhǎng)期努力重點(diǎn)解決的問題。 就深層次目標(biāo)而言，遼寧老工業(yè)基地振興就是要追求在資源、環(huán)境、人口等要素良性循環(huán)基礎(chǔ)上的經(jīng)濟(jì)社會(huì)的快速、協(xié)調(diào)發(fā)展。在新形勢(shì)下，對(duì)遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展能力進(jìn)行系統(tǒng)評(píng)價(jià)，診斷現(xiàn)階段發(fā)展的態(tài)勢(shì)及問題，揭示未來發(fā)展的方向、特征并提出新的對(duì)策與思路，是應(yīng)對(duì)日趨激烈的國(guó)內(nèi)區(qū)域競(jìng)爭(zhēng)的必然選擇，是推進(jìn)遼寧等老工業(yè)基地全面振興進(jìn)入新階段的客觀要求。 本文以區(qū)域經(jīng)濟(jì)可持續(xù)發(fā)展及其能力為理論依據(jù)，構(gòu)建了突顯遼寧老工業(yè)基地特色的經(jīng)濟(jì)可持續(xù)發(fā)展能力評(píng)價(jià)指標(biāo)體系，，進(jìn)行現(xiàn)狀評(píng)價(jià)和未來走勢(shì)預(yù)測(cè)，篩選出了有利于經(jīng)濟(jì)可持續(xù)發(fā)展的重化工關(guān)鍵行業(yè)，從宏觀形勢(shì)與關(guān)鍵產(chǎn)業(yè)兩個(gè)方面提出了對(duì)策建議。論文共分為七章： 第一章為緒論。論述了本文的研究背景與研究意義，對(duì)可持續(xù)發(fā)展的研究從思想、實(shí)踐、評(píng)價(jià)體系、重化工業(yè)四個(gè)方面進(jìn)行了綜述，并概述了本文的研究目標(biāo)、研究?jī)?nèi)容、研究方法和創(chuàng)新點(diǎn)。 第二章為研究的相關(guān)基礎(chǔ)理論。首先對(duì)本文涉及的主要研究對(duì)象的定義及內(nèi)涵進(jìn)行了概述，并以此為基礎(chǔ)定義了老工業(yè)基地經(jīng)濟(jì)可持續(xù)發(fā)展及其能力的概念與內(nèi)涵。綜述了區(qū)域經(jīng)濟(jì)、可持續(xù)發(fā)展的相關(guān)基本理論。 第三章從總體上把握遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展的現(xiàn)實(shí)狀況，從宏觀層面理解所要研究的問題。主要從規(guī)模速度、運(yùn)行效益、產(chǎn)業(yè)與需求結(jié)構(gòu)三個(gè)方面分析了遼寧省經(jīng)濟(jì)運(yùn)行的質(zhì)量現(xiàn)狀；從資源、環(huán)境、社會(huì)、人口、科技等方面分析了遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展外圍環(huán)境發(fā)展現(xiàn)狀；對(duì)遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展的現(xiàn)狀進(jìn)行了SWOT分析。 第四章為遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展能力評(píng)價(jià)指標(biāo)體系構(gòu)建。構(gòu)建了突顯遼寧老工業(yè)基地特色的經(jīng)濟(jì)可持續(xù)發(fā)展能力評(píng)價(jià)指標(biāo)體系并對(duì)評(píng)價(jià)指標(biāo)構(gòu)成進(jìn)行了系統(tǒng)的描述。 第五章為遼寧省經(jīng)濟(jì)可持續(xù)發(fā)展能力綜合評(píng)價(jià)。利用線性綜合指數(shù)法對(duì)經(jīng)濟(jì)可持續(xù)發(fā)展能力進(jìn)行綜合評(píng)價(jià)；系統(tǒng)分析了各子系統(tǒng)的可持續(xù)發(fā)展能力及其與經(jīng)濟(jì)可持續(xù)發(fā)展綜合能力的關(guān)聯(lián)性；采用頻譜分析法對(duì)走勢(shì)進(jìn)行了預(yù)測(cè)和分析。 第六章為遼寧省重化工業(yè)可持續(xù)發(fā)展路徑分析。在論述有利于區(qū)域經(jīng)濟(jì)可持續(xù)發(fā)展的產(chǎn)業(yè)特征的基礎(chǔ)上，從經(jīng)濟(jì)貢獻(xiàn)度、資源消耗、產(chǎn)業(yè)集中度三個(gè)方面進(jìn)行分析，對(duì)重化工行業(yè)的綜合貢獻(xiàn)值進(jìn)行排名，篩選出有利于經(jīng)濟(jì)可持續(xù)發(fā)展的重化工關(guān)鍵產(chǎn)業(yè)，并對(duì)關(guān)鍵產(chǎn)業(yè)的可持續(xù)發(fā)展能力進(jìn)行了測(cè)算和結(jié)果分析。 第七章為結(jié)論與對(duì)策。通過上述論證，從宏觀形勢(shì)和關(guān)鍵產(chǎn)業(yè)兩個(gè)方面得出結(jié)論并給出相應(yīng)的對(duì)策與思路。
[Abstract]:In 2003, after the central government decided to implement the Revitalization Strategy of the old industrial base in Northeast China, a series of policies were introduced in succession, which provided a rare opportunity for the revitalization of the old industrial base in Liaoning. Through the joint efforts of all parties, the comprehensive revitalization of Liaoning has achieved significant stage results. However, in the process of the comprehensive revitalization of the old industrial base in Liaoning, The inherent institutional constraints and historical burden, the unique economic structure and industrial layout have caused a series of difficulties and problems in the sustainable economic development of Liaoning province. The main manifestations are as follows: first, the industrial structure is unreasonable, the traditional industry needs to be upgraded, the new and new industry and the new industry have not played a leading and driving role; two The market competitiveness and production efficiency of large state-owned industrial enterprises are low, the product structure is aging and the economic benefit is not high; three is the shortage of reserve resources and the threat of resource exhaustion; four is the vulnerability of the environment and ecology, and it is difficult to support the sustainable development; five is a large number of enterprise workers and workers unemployed, and the pressure of population and employment is very severe. These questions are very severe. The problem is to focus on the long-term efforts in the process of Liaoning's economic development.
As far as the deep level target is concerned, the revitalization of the old industrial base in Liaoning is to pursue the rapid and coordinated development of economic society on the basis of the virtuous cycle of resources, environment and population. In the new situation, it makes a systematic evaluation on the sustainable development ability of Liaoning's economy, diagnoses the situation and problems of the development at the present stage, and reveals the direction of the future development. It is an inevitable choice to cope with the increasingly fierce domestic regional competition, and is the objective requirement to promote the comprehensive revitalization of the old industrial bases and other industrial bases in Liaoning to enter a new stage.
Based on the sustainable development of regional economy and its ability as the theoretical basis, the evaluation index system of economic sustainable development capability, which highlights the characteristics of the old industrial base in Liaoning, is constructed, the status evaluation and the future trend forecast are carried out, and the key industries of heavy chemical industry which are beneficial to the sustainable development of the economy are screened out, from the macro situation and the key industries two. The paper is divided into seven chapters:
The first chapter is the introduction. It discusses the research background and significance of this paper. It summarizes the four aspects of the research on sustainable development from thought, practice, evaluation system and heavy industry, and summarizes the research objectives, research contents, research methods and innovation points of this paper.
The second chapter is the basic theory of the research. Firstly, the definition and connotation of the main research objects are summarized, and the concept and connotation of the sustainable development of the old industrial base and its ability are defined, and the basic theories of regional economy and sustainable development are summarized.
The third chapter grasps the actual situation of the sustainable economic development of Liaoning province in general, and understands the problems to be studied from the macro level. It mainly analyzes the quality status of the economic operation in Liaoning province from three aspects of scale speed, operation benefit, industry and demand structure, and analyzes the Liaoning province from the aspects of resources, environment, society, population and science and technology. The present situation of the peripheral environment of sustainable development is analyzed, and the present situation of the sustainable development of Liaoning's economy is analyzed by SWOT.
The fourth chapter is to construct the evaluation index system of Liaoning's economic sustainable development capability. The evaluation index system of economic sustainable development capability which highlights the characteristics of the old industrial base in Liaoning is constructed and the composition of the evaluation index is systematically described.
The fifth chapter is the comprehensive evaluation of the sustainable development capacity of Liaoning province. The comprehensive evaluation of the sustainable development capacity of the economy is made by using the linear comprehensive index method. The sustainable development ability of each subsystem and its relevance to the comprehensive ability of economic sustainable development are analyzed systematically, and the trend is predicted and divided by the spectrum analysis method. Analysis.
The sixth chapter is the analysis of the sustainable development path of the heavy chemical industry in Liaoning province. On the basis of discussing the industrial characteristics that are beneficial to the sustainable development of the regional economy, this paper analyzes the three aspects of the economic contribution, the resource consumption and the industrial concentration, and ranks the comprehensive contribution value of the heavy chemical industry to screen out the sustainable economic development. The key industries of heavy chemical industry were calculated and the ability of sustainable development of key industries was calculated and analyzed.
The seventh chapter is the conclusion and countermeasures. Through the above arguments, we draw the conclusion from two aspects: the macro situation and key industries, and give the corresponding countermeasures and ideas.
