【摘要】：開(kāi)發(fā)區(qū)作為一種特殊類(lèi)型經(jīng)濟(jì)區(qū),不僅是外資進(jìn)入中國(guó)的聚集地,也是高新技術(shù)轉(zhuǎn)化的基地和生態(tài)工業(yè)的示范區(qū),在我國(guó)對(duì)外開(kāi)放和經(jīng)濟(jì)發(fā)展進(jìn)程中發(fā)揮了重要作用。 武漢經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)自1993年被國(guó)務(wù)院批準(zhǔn)設(shè)立為國(guó)家級(jí)開(kāi)發(fā)區(qū)以來(lái),從無(wú)到有、從小到大、從弱到強(qiáng),得到了快速發(fā)展。但進(jìn)入新世紀(jì)新階段以后,隨著政策優(yōu)勢(shì)的弱化,加上當(dāng)前國(guó)際大環(huán)境的劇變,國(guó)際金融風(fēng)暴的直接影響,使得武漢經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)進(jìn)入了一個(gè)可持續(xù)發(fā)展的關(guān)鍵時(shí)期。面對(duì)當(dāng)前的戰(zhàn)略調(diào)整環(huán)境和存在的諸多“瓶頸”問(wèn)題,開(kāi)發(fā)區(qū)如何“轉(zhuǎn)型升級(jí)”,實(shí)現(xiàn)可持續(xù)發(fā)展就成為一個(gè)備受關(guān)注的話題。因此,研究武漢開(kāi)發(fā)區(qū)可持續(xù)發(fā)展的對(duì)策是促進(jìn)開(kāi)發(fā)區(qū)科學(xué)、合理發(fā)展,以及實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)和生態(tài)可持續(xù)發(fā)展的必然需要,具有重要而迫切的現(xiàn)實(shí)意義和戰(zhàn)略?xún)r(jià)值。 本文首先在緒論部分提出了論文的研究背景和意義,對(duì)國(guó)內(nèi)外現(xiàn)有經(jīng)濟(jì)開(kāi)發(fā)區(qū)相關(guān)研究成果進(jìn)行了綜述,還介紹了論文研究方法與創(chuàng)新之處；然后界定了經(jīng)濟(jì)開(kāi)發(fā)區(qū)的定義和功能,總結(jié)了經(jīng)濟(jì)開(kāi)發(fā)區(qū)建設(shè)的相關(guān)理論依據(jù),并介紹了我國(guó)經(jīng)濟(jì)開(kāi)發(fā)區(qū)的總體建設(shè)情況；其次,回顧了武漢經(jīng)濟(jì)開(kāi)發(fā)區(qū)發(fā)展歷程和取得的成績(jī),分析了其實(shí)現(xiàn)可持續(xù)發(fā)展面臨的主要問(wèn)題和機(jī)遇；再次,從總體上設(shè)計(jì)了武漢開(kāi)發(fā)區(qū)可持續(xù)發(fā)展的思路,包括開(kāi)發(fā)區(qū)可持續(xù)發(fā)展的指導(dǎo)思想與基本原則、戰(zhàn)略定位、空間布局和目標(biāo)。開(kāi)發(fā)區(qū)實(shí)現(xiàn)可持續(xù)發(fā)展必須以科學(xué)發(fā)展觀作為指導(dǎo)思想,以“建設(shè)國(guó)家中心城市、綜合交通樞紐和先進(jìn)制造業(yè)基地”為總體目標(biāo),以轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線,以體制創(chuàng)新和制度創(chuàng)新為重點(diǎn)；最后歸納提出了武漢開(kāi)發(fā)區(qū)在新形勢(shì)下實(shí)現(xiàn)可持續(xù)發(fā)展的對(duì)策和建議,即體制機(jī)制創(chuàng)新,強(qiáng)化發(fā)展動(dòng)力；推進(jìn)產(chǎn)業(yè)集聚,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)；健全政策支撐,提高自主創(chuàng)新能力；發(fā)展循環(huán)經(jīng)濟(jì),強(qiáng)化生態(tài)環(huán)保低碳發(fā)展；科學(xué)制定規(guī)劃,提高土地利用效率；全面發(fā)展社會(huì)事業(yè),建設(shè)和諧開(kāi)發(fā)區(qū)。 本文可能的創(chuàng)新主要有：一是用可持續(xù)發(fā)展理論來(lái)研究開(kāi)發(fā)區(qū)的發(fā)展問(wèn)題；二是揭示了武漢經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)可持續(xù)發(fā)展的外部環(huán)境和內(nèi)部動(dòng)力；三是提出了武漢經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)可持續(xù)發(fā)展的總體思路和具體路徑。
[Abstract]:As a special type of economic zone, the development zone is not only a gathering place for foreign capital to enter China, but also a base for high-tech transformation and a demonstration area for ecological industry. It has played an important role in the process of opening up and economic development in China.Wuhan Economic and technological Development Zone has been established as a national level development zone since 1993 by the State Council. It has developed rapidly from scratch, from small to large, from weak to strong.But after entering the new stage of the new century, with the weakening of policy advantages and the drastic changes in the current international environment, and the direct impact of the international financial storm, Wuhan Economic and technological Development Zone has entered a critical period of sustainable development.In the face of the current strategic adjustment environment and many "bottleneck" problems, how to "transform and upgrade" the development zone to achieve sustainable development has become a topic of much concern.Therefore, it is necessary to study the sustainable development of Wuhan Development Zone to promote its scientific and reasonable development, and to realize the sustainable development of economy, society and ecology, which has important and urgent practical significance and strategic value.In the introduction part, this paper first puts forward the research background and significance of the paper, summarizes the existing domestic and foreign economic development zone research results, and also introduces the research methods and innovations of the paper;Then it defines the definition and function of economic development zone, summarizes the relevant theoretical basis of economic development zone construction, and introduces the overall construction of economic development zone in China. Secondly,This paper reviews the development course and achievements of Wuhan Economic Development Zone, analyzes the main problems and opportunities it faces in realizing sustainable development, and thirdly, designs the ideas of sustainable development in Wuhan Economic Development Zone as a whole.Including the development zone sustainable development guidelines and basic principles, strategic positioning, spatial layout and objectives.To realize the sustainable development of the development zone, we must take the scientific development view as the guiding ideology, take "building the national central city, the comprehensive transportation hub and the advanced manufacturing base" as the overall goal, and take the transformation of the mode of economic development as the main line.Finally, the countermeasures and suggestions for realizing sustainable development in Wuhan Development Zone under the new situation are summarized and put forward, that is, institutional mechanism innovation, strengthening development power, promoting industrial agglomeration and optimizing industrial structure.Improve policy support, improve independent innovation ability; develop circular economy, strengthen ecological environmental protection and low-carbon development; scientifically formulate plans to improve land use efficiency; develop social undertakings in an all-round way and build a harmonious development zone.The possible innovations in this paper are as follows: first, to study the development of the development zone with the theory of sustainable development; second, to reveal the external environment and internal motive force of the sustainable development of Wuhan economic and technological development zone;The third is to put forward the overall thinking and specific path of sustainable development of Wuhan Economic and technological Development Zone.
